Dear Mayor Cox and Council Members,
The Coachella Valley Recreation and Park District is interested
in providing an old fashioned family type program as part
of their 4th of July celebration program, which is under
the tentative planning stages. Some of the proposed activities
which we are hoping to have at the La Quinta Community Park
include:
1. Watermelon eating contest.
2. Sack race contest.
3. Egg toss contest.
4. Frisbee contest.
S. And other possible programs as we may deem necessary
for the community.
In addition to this, we were thinking of the possibility
of providing approximately 4 to 5 hours *f live music f*r
the enjoyment of the park patriots for that day. I am in
contact with a gentlemen who has offered to provide free
use of bands in exchange for the exposure and publicity which
will be generated by their playing.
Some of the bands consist of Rock'n Roll type music while
others consist of country western and blue grass music. In
checking with your City Staff, under Section 5.68.060.

discussed the Washington Street and Eisenhower Drive paving
schedule with Mr. John Bohac, Vice President of Engineering
with our office, and it is my understanding from John that
these two streets will be completely paved by Friday,
January 25, 1985. The traffic lane striping should be finished
by Monday, January 28, 1985.

Ref: Paving a Public Street
To Whom it may concern:
My Husband and I moved to La Quinta when we bought our first home 4years
ago. We pay property taxes for a dirt road with potholes, while you and other
homeowners pay the same property taxes and have paved streets.
When it rains we have a lake in front of our house, and in the summer every
car that drives by over 5mph stirs up the dirt.
We ask that you discuss our situation in the council meetings and please
see about paving our street.

On January 8, 1985, the Planning Ccr:mission conducted a public hearing on the
Applicant's request for a Change of Zone fran A-i-b Light Agriculture, 10-Acre
Minirrum Parcel Size) to R-2-12, 000 *iltiple Farnilv Residential, 12,000 Square
Feet Net lot Area Per Dwelling). The Planning ccirmission voted unaniro*sly to
deny the Applicant's request for a Change of Zone fran A-i-b to R-2-12,000;
ho**er, to approve the Change of Zone fran A-i-b to R-l-12,000 and to adopt the
negative declaration prepared for the environmental assessment.
The main point of discussion regarded the request for R-2 type zordng, **hich would
allow a maxurum of eight units per building. The density *ould be limited to three
units per gross acre under the general plan designation. The Planning c*rinission
agreed unanimously that R-l type zoning, *hich places a limit of two units per
building, would be irore corpaLtible with existing area devel*ant and zoning than
the requested R-2 type zoning.
larry Spector, Applicant, appeared and stated that he had no *jection to R-l-12,00o
zoning provided that he had the opportunity to apply, at a later date, for R-2-12,000
zoning if his devel**t concepts changed fran his current proposal. The Ccrrmission
concurred that if a tentative tract map is suli*tted showing the clustering of units
away fran Avenue 50 and Jefferson Street, and the City dete**es that such a plan
is consistent with planned and eiisting area devel*zrent, then a change of zone to
*2-l2,000 could be processed *ently at that tir:e.

Oh January 8, 1985, the Plann*g Gocoission revie*ed the conformance of the proposed
Airport Boulevard and Hata*o Drive abandonments with the La Quinta General Plan and
un**ly adopted Resolution * P.C. 85-1 determining that the subject r*uest is
in conformance with the General Plan.
There was no discussion among the Planning C*irinission. Kevin **anning, representing
Iar*k, was present but did not * * one apeea* before the Plaiiing
**tmission on the matter.
This re*uest is for vacation of portions of two roadways whi* were inadvertently
anitted fran the Applicant's previously approved reguest for abandonment of certain
public streets within the PG* *st *pecific Plan boundaries. Because both the
currently prpposed and previously approved abandonments are interrelated, the approval
of this reguest should be subject to ccopliance with the same conditions of approval
the City Council applied to the abando*rent of Jefferson Street and Airport Boulevard
as contained in Resolution *. 84-65.

hereinafter deleted, modified or amended within various Chapters of
said Title 8, of which documents being adopted by reference copies
are on file with the Community Development Department and the same
are also hereby adopted and incorporated as fully as if set out

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, REPEALING ORDINANCE NO. 33
WHICH ESTABLISHED A HUMAN RELATIONS COMMITTEE.
WHEREAS, on February 5, 1985, the City Council adopted Ordinance
No. establishing a Community Services Commission, the function and
duties of which supercedes all duties of the Human Relations Committee
established by Ordinance No. 33) and renders the functions of said
Committee obsolete;
NOW, THEREFORE, the city Council of the City of La Quinta, California,
does ordain as follows:
SECTION 1. Ordinance No. 33, creating and establishing a human
relations committee, is hereby repealed in its entirety.
SECTION 2. EFFECTIVE DATE. This Ordinance shall be in full force
and effect thirty 30) days after passage.
SECTION 3. POSTING. The City Clerk shall within 15 days after
passage of this ordinance, cause it to be posted in at least the three
public places designated by resolution of the City Council; shall certify
to the adoption and posting of this ordinance; and shall cause this
ordinance and its certification, together with proof of posting, to be
entered in the book of ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of the
City Council held on this day of 19B5, by the

The city council of the city of La Quinta does ordain as follows:
SECTION 1. Chapter 2.18, consisting of section 2.18.010 through
2.18.040, is hereby amended to read as follows.*

2.18.010 Purpose and Intent. It is the policy and intent of the
City of La Quinta 1) to encourage the development of a planned and orderly
approach to the development of community services in the City, and 2) to
create and sustain an environment which will encourage and bring about
mutual goodwill, understanding and respect among all groups of the City,
eliminate prejudice, discrimination, and disorder, and guarantee equal
rights and opportunities for all.
The City Council finds and determines that there is a need on the
part of the City and the community to institute an official, responsible,
community-oriented body within the City government in order to identify
the needs for community services, to plan for the coordinated delivery
of such services to citizens in need through both private and public
resources so as to avoid duplication and conflict of effort, to evaluate
the effectiveness of the services provided and to advise the City Council
in regard to these functions.
2.18.020 Creation of Commission. Chairperson, Committees, and Staff.
There is created a community services commission for the city. It
shall consist of seven members, serving without compensation, appointed
in the manner and for the term prescribed in Sections 2.04.060 and 2.06.010,
respectively, of this code. The membership of the commission shall, to
the extent practicable, reflect the demographics of the community.
Designation of chairpersons for the commission shall be governed
by Section 2.06.020 of this code. The commission shall be authorized
to appoint and fix the membership of such number of standing and
temporary committees as it may find expedient for the performance of its
duties. The city manager may appoint an executive secretary and other
staff and provide such compensation for their services as may be authorized
by the city council and by annual city budget of expenditures.

line Beteeen Desert Sands Unified School:0l District and Coachella Valley Unified School
District is along the former Jefferson *street alignment*t, which divides Phase I of the

parcel map until the school district boundaries are modified; a process *,*iich will

tentatively approved the Habitat *Conservation Plan HCP) for the Coachella valley
Fringe-Toed Lizard CCL) and requested that the City's representative to the
Executive C:coittee se* clarification of the financial reporbing procedure.
On January 9, 1985, the cv* Ebcecutive *oittee met to oonsider the * for the
CVF* and the E:*tive Cc*t[nittee t* action to approve the plan with several
additional revisions. These revisions are included in the attached minutes of
that E:ecutive CcKrlrtittee meeting. *ne of the additional *dments have a direct
on the City of La Quinta.
Within La Quinta, uneer the prp*sed *, it is e)*cted that a $600 per acre
mitigation fee to be reduced to $100 per acre after $7,000,000 is collected) will
be r*ired to be paid prior to issuance of a grading and/or building permit for the

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, APPROVING THE
COACHELLA VALLEY FRINGE-TOED LIZARD HABITAT
CONSERVATION PLAN AND AUTHORIZING THE EXECUTION
OF AN APPLICATION TO THE UNITED STATES FISH AND
WILDLIFE SERVICE FOR A SECTION bA PERMIT.
WHEREAS, the City Council has reviewed the proposed Habitat
Conservation Plan for the Fringe-Toed Lizard; and
WHEREAS, the City Council held a public hearing December 18,
1984, and tentatively approved the Habitat Conservation Plan; and
WHEREAS, the City Council has reviewed the modif ications
resulting from the Executive Committee meeting of CVAG on
January 9, 1985, and found them to be acceptable.
NOW, THEREFORE, the City Council of the City of La Quinta
does hereby RESOLVE that the Habitat Conservation Plan for the
Coachella Valley Fringe-Toed Lizard as modified by those certain
amendments approved by the Executive Committee of CVAG at its
meeting held January 9, 1985, is hereby approved.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Mayor is
authorized and directed to execute necessary agreements as
approved by the City Attorney and an application addressed to the
United States Fish and Wildlife Service requesting a permit pursuant
to Section bA of the Endangered Species Act which application shall
be consistent with the Coachella Valley Fringe-Toed Lizard Habitat
Conservation Plan.

Subject: 9-1-1 SYSTEM
On January 15, 1985 I accompanied Lt. Mike Lewis and Sgt. Jake Bowser to the 9-1-1
dispatch center on Alessandro Blvd. in Riverside.
Under the present operation, the city has three trunk lines going to the Tandem
switching station Tandem is the brand name of the computer). The lines coming
from the Tandem computer to the 9-1-1 center are called Tandem 10 because there
are a total of 10 of these trunk lines.
The City of La Quinta1s three lines and the Tandem 10 lines are all General Telephone
equipment, although Pacific Telephone also has lines into the 9-1-1 center.
The 9-1-1 system is administered by Pacific Telephone and the State 9-1-1 system.
Together they determine how many 9-1-1 lines are needed according to their traffic
studies. Studies are conducted from the Tandem station to the Public Safety
Answering Point. According to John Batley of General Telephone, who is the
coordinator for General TelephoneVS 9-1-1 system, the studies are conducted on
a yearly basis.
On January 23, 1985 I spoke with Kathy Roseman of General Telephone, Marketing
Division for 9-1-1. She stated that we could request additional lines at approxi-
mately $150.00 per month plus a $150.00 nonrecurring charge for each additional
line. Also on the same date I talked to Bill Brandenburg of the State 9-1-1 system.
He told me that the determination on how many lines go to the Tandem station is:
two lines for the first 10,000 population, plus one line for each additional
10,000 population. He also stated that the State would not pick up the charges
for additional lines.
Regarding what information comes into the computer at the Public Safety Answering
Point, it is as follows: address, business name, whether the call is from a pay
phone, who is responsible at the business address, and what agency is needed.
I have attached a copy of the 9-1-1 printout for December 18, 1984, the date of the
fire at 52-323 Avenida Alvarado. As you can see, there were five calls regarding
the fire, starting at 14.33.43 hours. Fire stations 32, 55, 31 and Battalion 6218
were dispatched at 14:37 hours with engine 32 arriving on the scene at 14:41 hours.
Taking into account that the time between 14:33 and 14:37 includes the time it

The proposal indicates that the project will require approximately twelve we*s and
will be completed for not *re than $27,000.
The FY 84-85 Budget includes this project within the Contract Services account and,
although the prcposal ar*unt slightly *ceeds that anticipated when the Budget was
prepared, it is within the totals for contract services. Council recently indicated
a desire to proceed with this project inEt**tely with the goal being to have
*Washington Street i!r*)***ed to a four-lane condition within two years.
The Q:*r**ty Develo**t*nt Director reo**ds that the City Manager be autho*rized
to enter into a contract with Berryman and Stephenson for the wa*ir**n Street
*ific Plan for an auount not to e)*eed $27,000.

Pursuant to the request made by the City Council, Staff has developed a Resolution
which would establish the caunity infrastructure fee on an interim basis. The
proposed fee would be *4,000 a unit for a residential unit and *8,000 an acre for
ocooercial, industrial and related developeent. It should be noted that these fees
are not based on an analysis of our eccunity infrastructure needs, but, in fact,
represent an average based on analysis of cities with similar growth Thpacts and
similar fee programs. It is our intention that the peeranent coumunity infrastructure
fee program be available for Council approval within 60 days.
Or*e issue which is not addressed in the draft Resolution is the iitpact of the proposed
fee on individual lot construction which occurs principally in the Cove area. As
written, the coumunity infrastructure fee would apply to each of these units. If
there is concern about the jitpa** of this fee on devel*ivwsnt in that area, it is
possible to modify the Resolution to include consideration of that factor. While
I do not see that it would be appropriate to * the area from the fee, it may
be desirable principally because of the affordable nature of the housing being'
constructed in that area to allow for either a percentage reduction of the fee or to
*empt all plot plans which are currently in the approval process or have previously
obtained approval. This latter option basically protects those who may be at a
fairly car*lete stage of financing or who have otherwise planned their construction
funds without consideration of this relatively substantial fee and who would n**re
than likely been unaware of it.
Since the fee is being established by Resolution, it would take effect utmediately
upon adoption. It should be noted that if the permanent fee is less than the amount
contained in this Resolution, provision has been made to refund the difference within
30 days of establishment of the permanent fee.

RESOLUTION NO. 85-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, AMENDING THE COMPENSATION
OF OFFICERS AND EMPLOYEES RES. NO. 84-49) RELATIVE
TO SALARY RANGES FOR PERSONNEL POSITIONS.
WHEREAS, on July 3, 1984, the Council adopted Resolution No.
84-49, establishing the compensation of officers and employees
and setting conditions and terms of employment; and
WHEREAS, it is now deemed desirable to change Section 1,
salary range for personnel positions, to provide for additional
employee positions of Administrative Assistant, Associate Civil
Engineer, and Public Works Maintenance Worker, and deletion of the
position of City Engineer.
NOW, THEREFORE, the City Council of the City of La Quinta,
California, hereby amends Section 1 of Resolution No. 84-49, to
read as follows:
