Mandatory garbage pick up!!
his doesn't leave people very much choice, does it?
This doesn't sound like a democracy. This sounds like a dictatorship.
There are some responsible people in this community that can take care
of their own garbage without dumping it in the desert.
We're going to have our water rates raised, gas raised, phone
raised. high electricity bills, food prices and clothing are high, and
now we re going to HAVE to by law) have garbage pick up.
Well, that's fine for the people who can afford it and want home
pick up. I, personally, can't afford another bill even if it is just
19.OO every three months, and T'm sure I'm not alone.
What about the week-enders and the people who only come here a
few time a year? Are they going to have to pay for a service that they
don't receive or need? Is this fair?
I agree that garbage dumped in the desert is unsightly. I don't
lie it either, but how about a few alternatives? Why couldn't we have a
community dumpster in a convenient location in the area. There could be
a reasonable fee, It could be open on the weekend and maybe one day
during the week. L Quinta should have a recycling area where residents
can turn in bottles, aluminum cans, and paper as well as deposit trash
for a fee. This could bring in some extra money for the community, help
us keep La quinta clean, and give us one more choice. It would still leave
the Option of going to the dump if we want to.
Don't take away the choice from the responsible people because
of a few jerks who dump in the desert. Give us a break, not another
law and bill.

Subject: Building Height Limit
We are about to receive for approval a project which is of multi-
story height. I suggest that we want to consider if a policy is
needed relating to this issue prior to approval. It seems to me
that we have the following choices:
1. Approve the project, setting a precedent for multi-
story developments
2. Review our options for policy on this issue. Such
as:
A. Do other cities have limits of this nature?
B. Do we want a height limit, or do we want a
story limit? If so, what are the limits?
What is legal?
3. Approve this project, since it has gone through staff
review and Planning Commission recommendation, but
establish policy for future developments.
What do you think?

Subject: Planning Proposal
As the incOrporation election becomes more of a memory and many of
the initial organizational requirements of our newly formed City
have been met, I would like to propose a plan of action for the
Council's discussion.
I can't help but feel that it is now time to establish some specific
and measurable goals for the City of La Quinta. These goals should
be divided into short term 1-12 month) goals and long term 1-3 year)
goals. The goals would relate to very specific needs and/or jobs to
be completed. Examples of suggested goals could relate to: 1) exami-
nation and establishment of a sign ordinance; 2) planning for future
large capital expenditures; and 3) designating and implementing a
time frame for the development of the General Plan. During this
process of setting goals, we would designate a planned date of
completion and prioritize thern by their importance and urgency.
A formal setting of goals and objectives will allow us t effectivly
meet the continued needs of the community, as well as better evaluate
the performance of both the staff and Council. We would be able to
periodically reevaluate these goals, possibly quarterly or semi-
annually) to determine the success of and compliance to the plan,
while also making any alterations that might be needed.
Again, this proposal is nothing more than a rough outline presented
with the hope that a discussion by the City Council will bring a
more fruitful and efficient manner of dealing with the inevitable
plethora of situations and suggestions that will confront us during
the months to come.

The property is currently zoned R-2-8,000-,000 Multiple Family Resjdntia1, 8,000

The boundaries of the proposed rezoning conform with the lot lines of Tentative
Tract ap No. 18767. The purpose of R-2,000 zoning on Lot 1 is to allow the
construction of building clusters or complexes having more than two attached
dwellings. The density of the proposed zoning is approximately five units an
acre, which is consistent with the existing zoning. The proposed R-5 zoning

Dear Mr. Usher:
I am presently a new resident of the City of La Quinta and
am interested in the future development of our community. I
attended the Public Hearing of the La Quinta Planning Commission
on January 11, 1983.
During the meeting I noted a concern, by the Planning Commis-
sion, for the future development of the area adjacent to Avenue
50. It was apparent that there are no firm future plans for
much of the area. The Planning Commission could not attempt
to predict the future traffic requirements along Avenue 50.
In my former community, it was common for the City to require
a 10 foot easement along the frontage of all property in a develop-
ing area. This was to allow for future expansion of any public
roadways and for the location of any future sewer or utility
needs without the major removal of roadways.
Such planning made good common sense and allowed future develop-
ment of the community without being limited by decisions which would
not allow expansion.
One of the items of concern during the meeting was the position-
ing of a wall and internal roadway approximately paralleling Avenue
50.
If our present community planning commission were to consider
or recommend such an easement requirement in all developments in the
area, the future of our community can only be improved and the mis-
takes of previous planning corrected.
The impact of such a requirement on the current planned develop-
ment on Avenue 50 would only cause the possible re-location or loss
of one building of the entire complex and minor re-location, narrow-
ing and/or elimination of a short portion of internal roadway. No
major water, sewer or utility lines would be affected.
As a concerned member of the community, I urgently request that
the easement requirement be given serious consideration as it will
affect present and future development of our City.

OF LA QUINTA, AMENDING THE OFFICIAL ZONING
MAP FOR THE CITY, BY REZONING CERTAIN PARCELS
OF PROPERTY REFERRED TO IN CHANGE OF ZONE
CASE NO. 3879.
The city council of the City of La Quinta does ordain
as follows:
SECTION 1. Section 4.10 of Riverside County Ordinance No. 348
which was adopted by reference by this City Council by Ordinance
No. 5, operative August 29, 1982) and La Quinta District Amended
Official Zoning Plan Map No. 14, as amended, are further amended by
rezoning from R2*8,000 and R-1 to R2*8,000 and R-5, those
certain parcels shown and depicted for such rezonings on the map
which is attached to and made a part of this ordinance, and which
attached map is labeled Exhibit A".
SECTION 2. EFFECTIVE DATE. This Ordinance shall be in full
force and effect thirty 30) days after passage.
SECTION 3. POSTING. The City Clerk shall within 15 days
after passage of this ordinance, cause it to be posted in at
least the 3 public places designated by resolution of the City
Council; shall certify to the adoption and posting of this
ordinance; and shall cause this ordinance and its certification,
together with proof of posting, to be entered in the book of
ordinances of this City.
The foregoing ordinance was approved and adopted at a
meeting of the City Council held on this day of
1983, by the following vote:

Subject: Angle Parking on Calle Estado and Calle La Fonda
Under current State law and local ordinance requirements, parking
is permitted on Calle Estado and Calle La Fonda only parallel to
the curb. Because of limited off-street parking, it has become
customary for business patrons to park at various locations in
the center of these two streets, between the islands.
Recently, the Sheriff has begun to enforce the applicable laws
relative to parking, and this has caused some difficulty with
various business owners Because of the width of the street and
lack of off-street parking, it seems appropriate at the present
time to provide some assistance by allowing 900 angle parking in
the center of the street between islands.
The accompanying resolution and ordinance provide authority for
the establishment of such parking as approved by the City
Engineer. I would expect that we would be able to provide
3 5 parking spaces between each island, with 20' drive-throughs
at each end of each parking area.
Adoption of the resolution and introduction of the ordinance is
respectfully recommended.

Dear Mayor Wolff and Members of the City Council.'
The Executive Committee of the Coachella Valley Association of Governments met
on January 25, 1983 and accepted a recommendation from a subcommittee regarding
a proposed Genera Telephone Company application for a rate increase that will
soon be submitted to the California Public Utilities Commission.
The formal action that was adopted by the CVAG Executive Committee is as follows:
1) CVAG takes no position on the GTE application at this time; 2) CVAG recom-
mends that all of the Coachella Valley city councils receive a presentation from
General Telephone Company officials explaining the reasons and rationale for the
proposed rate increase; and 3) CVAG encourages GTE officials to initiate contacts
with all of the city councils, Coachella Valley chambers of commerce and other
public interest agencies and offer to make presentations which explain the elements
of the proposed rate increase.
In reviewing this matter, the members of the CVAG Executive Committee recognize
that GTE service in the Coachella Valley has historically been very poor. Most
concede however that telephone service has improved greatly in the last couple
of years. The members of the CVAG Executive Committee also recognize the dif-
ferences between the SCE application for a rate increase and the GTE application
in that electric service is complicated by the unique hot climate area in southern
California whereas the telephone rate increases will equally apply to all parts
of southern California including the low desert area. The CVAG Executive Committee
realizes that local government officials will receive numerous complaints from
their citizenry regarding a proposed rate increase and for that reason CVAG
encourages GTE to make a concerted effort to explain the rationale for the pro-
posed rate increase to city councils, chambers of commerce and other community
organizations so that the general public at large will be able to have a better
understanding of the reasons for the proposed rate increase.
This recommendation of the CVAG Executive Committee is transmitted to you as an
information item.
