Subject: Items for discussion at study session
There are three items I hope we can discuss at our study
session for possible action:
1. I am still very concerned about the prooed changes in the
rate system proposed by the phone company, i.e. paying for
individual local calls. This could raise the cost to people
in the community tremendously. I propose that a) we act to
oppose this approach for rates and b) communicate a request
to CVAG to also take a stand of opposition.
2. The corner at Hwy 111 and Washington is becoming an ever
increasing problem and is also, I believe, a blemish on our
community. I popose that we actively investigate this delay
of apx. six months, and that the city become very active in
pushing for immediate construction for completion of that
corner.
3. There is some staff perception that areas of the city which
are open space??.. the washes and the mountains... should be
off-limits to people in the community; there should be no
trespassing. While we must seek to protect those areas from
vehicles, trash dumping and shooting, people shculd never be
prevented from taking walks there, go hiking or climb mountains.
That is one of the prime recreation facilities fcr tre people
in the cove. I recommend a policy state ment from the Council
to that effect.

Subject: Street Repair Eisenhower Drive at Calle tampico
Because of significant road surface deterioration and traffic use,
a section approximately 250 feet long on Eisenhower Drive at Calle
Tampico is in need of resurfacing.
mhe City Engineer estimates that the cost of repair work will be
approximately $5,000, and the cost of preparation of plans and
specifications will not exceed $500.
It is respectfully recommended that the Council authorize the City
Engineer to prepare plans and specifications and authorize the City
Clerk to obtain informal bids for this street surface repair
work.

Subject: Request for Amendment to Ordinance No. 421
Tt is requested that Ordinance No. 421, Section l.2.a. be amended
to change the pool fence height requirement to read 5 feet" instead
of the current 4 feet". A study of other valley cities from Palm
Springs to Indio indicates a pool fence requirement of 5 feet".
It is further requested that Ordinance No. 421, Section l.2.b. be
amended to change the self-locking hasp height to 4 feet" instead
of the current 3 feet".
Staff respectfully recommends these changes for the welfare and
safety of our community.

Subject: SunLine Transportation Agency Joint Powers Agreement
The proposed Joint Powers Agreement relating to the SunLine Transpor-
tation Agency establishes the inter-relationships among the Agency
and the participating communities. Participation by the City of
La Quinta is funded through fare-box revenues and transportation
Development Act funds which flow directly to SunLine. No direct
financial participation by the City will be necessary. Approval
of the Joint Powers Agreement will enable the City representative,
Council Member John Henderson, to participate as a full voting
member on the SunLine Board of Directors.
Approval of the proposed Joint Powers Agreement is respectfully
recommended.

Subject: Agreement Relating to professional City Engineering
Services
The Council has previously designated a City Engineer and has
approved the performance of services subject to the terms of a
proposal letter dated January 6, 1983. The purpose of the
proposed agreement is to formalize performance of these services
by agreement. The proposed agreement is a standard professional
services agreement. The compensation rate is the same as provided
for under the previously approved proposal.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, AMENDING THE COUNCIL'S
RULES OF PROCEDURE RELATING TO THE TIMES FOR
SELECTION OF THE MAYOR AND MAYOR PRO TEM.
BE IT RESOLVED by the City Council of the City of La Quinta, Cali-
fornia, as follows:
SECTION 1. Resolution No. 82-14, which established rules of pro-
cedre for Council meetings and related functions and activities,
hereby is amended by amending the second paragraph of Section 3.1
thereof PRESIDING OFFICER) to read as follows:
In accordance with Government Code Section 36801, the
Council shall meet, after each general municipal election, on
the Tuesday at which the resolution declaring the election's
results is adopted, and choose one of its number as mayor and
one as mayor pro tern. uchTuesday.is on adate other than
that of a regular Council meeting, then the meeting shall be
scheduled for 6:00 p.m. Bach selection shall be by three or more
affirmative votes, and a failure to achieve such total of affirma-
tive votes, shall be deemed a selection of the incumbent(s) to
remain in office. Each person so selected shall serve until a
successor is chosen at any time) by three or more affirmative
votes, provided, that at the first regular meeting in November
of each odd numbered year, the office of mayor and mayor pro tern
shall automatically be reconsidered by the Council.

have expended $2,541, leaving an unexpended balance of $2,459.

this time, and we will continue with our roadside clean-up program.
