Statement of the Mayor
wo weeks ago, I made a remark which I deeply regret. It
was made in reference to an Hispanic person who has worked
for me and whom I consider a close friend. No insult or
offense was intended to him or to other Hispanic persons. My
remark was a mistake. It was a term which I understand is not
acceptable. All I can do now with respect to the incident is
say I am sorry, and hope that people of good will accept
my apology.
I have lived in La Quinta for the past 20 years. I think that
those of you who know me know that I try to be a fair and
reasonable person. I have worked actively in community efforts
ranging from development of La Quinta park to the incorporation
of the City. With respect to the Hispanic community, there has
been a significant Hispanic influence, including the naming of
our streets and involvement in our history and culture. Hispanics
are an important part of our community. I hope that Hispanics
will be actively involved in community affairs and will propose
community activities. I welcome the involvement of Hispanics
and all others in all aspects of our community life and I want to
assist them in this involvement. It is my goal that our community
be one community, and that all of us work together for its benefit.
It is my hope that I will be permitted the opportunity to put
this unfortunate incident behind me and to provide leadership
and interest in necessary programs in the coming year.

Mandatory garbage pick up!!
This doesn't leave people very much choice, does it?
This doesn't sound like a democracy. This sounds like a dictatorship.
There are some responsible people in this community that can take care
of their own garbage without dumping it in the desert.
We're going to have our water rates raised, gas raised, phone
raised. high electricity hills, food prices and clothing are high, and
now we re going to VE to by law) have garbage pick up.
Well, that's fine for the people who can afford it and want home
pick up. I, personally, can't afford another bill even if it is just
19.OC every three months, and T m sure I'm not alone.
What about the week-enders and the people who only come here a
few time a year? Are they going to have to pay for a service that they
don't receive or need? Is this fair?
I agree that garbage dumped in the desert is unsightly. I don't
like it either, but how about a few alternative? Why couldn't we have a
community dumpster in a convenient location in the area. There could be
reasonable fee. It could be open on the weekend and maybe one day
during the week. La Quinta should have a recycling area where residents
can turn in bottles, aluminum cans, and paper as well as deposit trash
for a fee. This could bring. in some extra money for the community, help
us keep La quinta clean, and give us one more choice. It would still leave
the option of going to the dump if we want to.
I)on't take away the choice from the responsible people because
of a few jerks who dump in the desert. ive us a break, not another
law and bill.

RECOMMENDATION
The Planning Commission recommends that the City Council approve and
adopt the proposed amendment of Section 21.36 and the addition of
S&ction 18.42 to the Municipal Land Use Ordinance No. 348, based on
the attached findings and in accordance with Exhibit A".
Discussion
The proposed amendment to the Municipal Land Use Ordinance was heard
by the Planning Commission at their April 12, 1983 meeting. The
Commissioners a9reed with the intent and content of the proposal, and
voted unanimously to recommend approval and adoption of the ordinance
amendments.

Homes have been built in our area under the County's interpre-
tation of flrdinance 348 that fences and wal is could c

their lots. iany of them are situated such that their only yard
area is on the street side, and for safety and privacy cii 1 for'

Facts and Percentaqes:
The concern is out of proportion. f the citys 4O corner lots,
over two thirds 2/3 rds) are undeveloped. That is of the
corner lot that will need the approval of any construction to
be reviewed by the Planning Corimission.
For years past1 six foot high perimeter fences have been nermitted.
fl.f the city developed lots. Less than one fourth
have perimeter fences exceeding four feet in height.
That Is only 21 of all developed lots.

Summary

construction, we see no concern that there would be a sudden
influx of fences, nor would future homes be built in such a manner
that yard areas would be built in a problem area.
Concern over visibility and safety of pedestrians, motorists, and
homeowners can be protected best by. enforcin sped 1 Imits and
observation of stop signs.
The number of homeowners interested in, or ii need of perimeter
fencing is not so overwhelming that the ppearance of the city
would be defaced to that of a walled fortress. A ned to chane
the county's view on ordinance 348 appears unneccesary.
The varidne offer is only an additional thorn to those who can
barely afford a fence nd landscapin.

RECDATION
The Planning Carmission reoOrrds that the City Council approve and adopt the
arrndeent adding Section 18.41, *`Recreational Vehicle, Tepporary Use', to the
inicipal Land Use Ordinance No.348, in accordance with Eibit *A" and the
attached findings.
Discussion
The proposed ordinance, as discussed in the attached staff report presented to the
Planning Crrrission, addresses the teirporary use or habitation of recreational vehicles
on residential propefty with an occupied house and on construction sites. The proposed
ordinance does not consider the storage of those vehicles owned by the resident and
stored on their property.
The proposed arendment was heard by the Planning Crtrnission on April 12, 1983.
DQring discussion of the intent and general content of the proposed ordinance, the
Corrrrrission recanmnded that it be eaaded to allow the tepporary use of a recreational
vehicle on construction sites. The purpose behind this change is that it would allow
the builder to provide night-time security for the construction site to prevent the
theft of supplies and vandalism. A permit for this purpose ould be issued by the
crrrunity Development Director upon approval by the Building Official.
The Planning Carmissioners voted unanirously to approve the proposed ordinance
amendment adding Section 18.41, as anended above, to the Mimic ipal Land Use Ordinance
No. 348.

Subject: REPORT FROM THE COMMUNITY SAFETY COORDINATOR
A Preliminary Study Regarding Paramedic Service in La Quinta
For the past few months, La Quinta Volunteer Fire Chief Bernie
ordon has been seeking support of the community to establish a para-
medic program here in La Quinta. This has been a difficult task for
one man to do. With the recent incident involving Mayor Baier at the
La Quinta Hotel Golf Cose, it became readily apparent that all the
people of La Quinta deserved more prompt ambance service, especially
in life or death situations.
Consequently, the Community Safety Department scheduled a special
meeting which was held on April 13, at La Quinta City Hall to discuss
the idea of paramedics in La Quinta. Attending that meeting were the
following persons. Councilmembers Larry Allen and Judy Cox, Battalion
Chief Bill Lord Riverside County Fire Department), Code Enforcement
Officer Frank Mazza, Bernie Gordon, and Director Richard Oliphant
Cove Communities Fire District).
Mr. Oliphant told the group about the cove communities Indian
Wells, Palm Desert, and Rancho Mirage) effort to get their successful
paramedic services going as well as difficulties encountered in the
formation process. Discussion centered on ways to fund such a program,
possibly through an assessment district. Since the paramedics would
also be firefighting personnel, the City would also gain increased fire
protection from a paramedic program like the cove communities are using.
Future plans for additional fire stations and personnel should also be
considered in plsnning a paramedic program. The feasibility of joining

Based on the previous xerience of safety personnel serving La
Quinta, paramedics would be extremely beneficial in lifesaving efforts
for both residents and visitor. to La quinta. The citizens have told
Us of long waits for ambulances and of very large bills for the service
or local Coachella Valley area) ambulance service.
As Community Safety Coordinator, I feel that a paramedic program
for La Quinta, provided under contract with the Riverside County Fire
Department, would be a very worthwhile goal for the City Council to
set. The issue of paramedic would eventually become a ballot measure
if an assessment district was established to pay for that service.
Under the guidelines of' Proposition 13, it would take a 2/3 vote to
approve such a program. This would mean that much time and effort would
be needed to promote and generate support for the ballot measure.
La Quinta is a can do community. If we want a paramedic program
bad enough, we can surely get one going.
It is my recommendation to the City Council that a committee be
established to research in-depth the paramedic issue in La Quinta.
