1987 LQ Employee's Association MOUMEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF LA QUINTA
AND
THE LA QUINTA CITY EMPLOYEES' ASSOCIATION
WHEREAS, On June 18, 1985, the City of La Quinta (herein referred to
as CITY), by its City Council, adopted Resolution No. 85-86 recognizing
the La Quinta City Employees' Association (herein referred to as
ASSOCIATION), as the recognized employee organization representing all
City employees except the City Manager, City Attorney, Deputy City
Manager, Community Development Director,Community Safety Director and
Department Secretary -Administration (job titles in effect on date of
resolution); and
WHEREAS, the City and Association have met and conferred in good faith,
pursuant to provisions of the Meyers-Milias-Brown Act, on all matters
relating to employment conditions and employer/employee relations, including
wages, hours, and other terms and conditions of employment; and
WHEREAS, pursuant to said Meet and Confer process, City and
Association have reached the following agreement relative to wages, hours
and other terms and conditions of employment and have hereby entered into
this Memorandum of Understanding.
SECTION 1. MEET AND CONFER PROCESS
This Memorandum of Understanding is made and executed
pursuant to Government Code Section 3500, as amended, and
hereby satisfies City's duty to meet and confer with the
Association during the period of this Agreement. The
term of this Agreement shall be for a period of one
year, commencing retroactively on July 1, 1987, and
ending June 30, 1988.
SECTION 2. SALARY ADJUSTMENTS
Salary ranges for position classifications are hereby
established in accordance with Exhibit "A" attached and
are incorporated herein by this reference.
SECTION 3. UNIFORM ALLOWANCE
City agrees to provide five (5) clean sets of uniforms
per week to employees within the Animal Control and
Public Works divisions. City retains the right to
determine proper uniform attire for employees within all
said departments.
SECTION 4. HEALTH CARE
City agrees to pay premiums for employee health care plan
including a vision plan, in an amount not to exceed
$ 244.78 per month, per employee, provided further that in
the event the carrier(s) of the city health care plan
and/or vision plan(s) increase the premium(s) during the
period July 1, 1987 through June 30, 1988, City agrees
to pay 91.487 peace-t of such an increase in health care

SECTION 5. EDUCATIONAL INCENTIVE PROGRAM
All employees, with prior approval of the City Manager may
be reimbursed for costs of books, tuition and lab fees for
classes or instruction, provided such classes or
instruction are related to the employee's assigned duties
with the City. The total of such reimbursements for all
employees, shall not exceed $ 2500. during the term of this
MOU. Reimbursement will be made only after an employee
has satisfactorily completed the class or workshop with
the grade of C or better or equivalent completion and
that evidence of same has been submitted and approved by
the City Manager.
SECTION 6. JOB TITLE CHANGES
It is further agreed that certain job titles and
positions of exempt employees were changed, added or
deleted during the period of July 01, 1986 through
June 30, 1987, and the exempt group for the period of
this MOU are; City Manager, City Attorney, City
Engineer, Finance Director, Planning and Development
Director, Community Safety Director, Administrative
Services Director and Department Secretary -Administration.
This Memorandum of Understanding is hereby executed and/or ratified
this 7 th day of July , 1987, by and between the following
authorized representative of the City and the La Quinta City Employees
Association.

MEMORANDUM

DATE: JULY 1, 1987
SUBJECT: MEMORANDUM OF UNDERSTANDING; FISCAL YEAR 1987-88
This is to report that the La Quinta City Employees Association met
on June 30, 1987, to discuss the proposed Memorandum of Understanding
between the Association and the City of La Quinta for Fiscal Year
1987-88. It was determined that this agreement is satisfactory based
on two verbal commitments you made during the series of negotiation
meetings conducted in May and June of 1987. These verbals
commitments were as follows:
That the Education Incentive Program would be interpreted
liberally, with priority given to employees requesting
educational expense reimbursement for classes and/or instruction
directly related to the employees assigned duties. It is
understood that this is a "trial program" and, if successful,
may be expanded and/or amended in the future. It is the
Association's interest that the Educational Incentive Program be
applied to courses and/or instruction which are mutually
beneficial to the employee and the City.
Although not documented in the Memorandum of Understanding,
attempts are being made by management to provide employees with
smoke free working areas (suggested item - clean air machines).
These efforts will be evaluated for performance over the course
of the year to determine adequacy and acceptability. It is
understood that the City Manager will cooperate with the
Association in attempts to achieve a satisfactory situation for
the nonsmoking employee.
