2016 10 04 CC MinutesCITY COUNCIL MINUTES TUESDAY, OCTOBER 4, 2016 A regular meeting of the La Quinta City Council was called to order at 3:30 p.m. by Mayor Evans. PRESENT: Councilmembers Franklin, Osborne, Pena, Radi, Mayor Evans ABSENT: None PUBLIC COMMENT ON MATTERS NOT ON AGENDA - None CONFIRMATION OF AGENDA Mayor Evans requested that Consent Calendar Item No. 10 be moved to Business Session Item No. 3 for discussion and separate vote. Councilmember Pena stated that he will recuse himself on Consent Calendar Item No. 6 due to a possible conflict of interest stemming from the proximity of the project to his property. Councilmember Franklin stated that she will recuse herself from voting on Consent Calendar Item Nos. 7, 8, and 12 due to a possible conflict of interest resulting from the proximity of the projects to her properties. Motion passed unanimously. CITY COUNCIL MINUTES 3 OCTOBER 4, 2016 MOTION - A motion was made and seconded by Councilmembers Radi/Franklin to approve Consent Calendar Item No. 6 as recommended. Motion passed: ayes 4, noes 0, abstain 1 (Pena). MOTION - A motion was made and seconded by Councilmembers Radi/Osborne to approve Consent Calendar Item Nos. 7, 8, and 12, as recommended, with Item No. 8 adopting Resolution No. 2016-040. Motion passed: ayes 4, noes 0, abstain 1 (Franklin). BUSINESS SESSION 1. APPROVE FIRST ROUND COMMUNITY SERVICES GRANTS FOR FISCAL YEAR 2016/17 Community Programs and Wellness Supervisor Christina Calderon presented the staff report, which is on file in the Clerk's Office. PUBLIC SPEAKER: Kay Hazen, Friends of the Desert Mountains - Ms. Hazen explained how the grant will be used by the organization and thanked the Council for their support. PUBLIC SPEAKER: Dr. Jenna LeComte-Hinely, of HARC, Inc. - Dr. LeComte-Hinely provided information on the free survey and services the organization provides to La Quinta and the Coachella Valley. She said the survey, which is done every three years, is not city -specific but that can be done for an additional $50,000-$60,000. Mayor Evans disclosed that although no conflict of interest exists, she wanted it known that her employer contributes funds to this organization and uses its data. MOTION - A motion was made and seconded by Councilmembers Franklin/Osborne to approve Community Services grants of $5,000 each to the six organizations as recommended by the Council Ad Hoc Committee, and to grant $2,500 to HARC, Inc. Motion passed unanimously. 2. CONSIDER ANNUAL MEMBERSHIP WITH THE COACHELLA VALLEY ECONOMIC PARTNERSHIP MAYOR EVANS AND COUNCILMEMBER OSBORNE ANNOUNCED THAT THEY WILL RECUSE THEMSELVES AND LEAVE THE DAIS DURING THE DISCUSSION AND VOTE ON THIS ITEM DUE TO A POSSIBLE CONFLICT OF INTEREST STEMMING FROM BUSINESS RELATIONSHIPS. MAYOR PRO TEM PENA ASSUMED THE DUTIES OF PRESIDING OFFICER FOR THIS ITEM. CITY COUNCIL MINUTES 4 OCTOBER 4, 2016 Management Specialist Gilbert Villalpando introduced Joe Wallace, CEO and Chief Innovation Officer of the Coachella Valley Economic Partnership. Mr. Wallace presented a report on the organization. Councilmember expressed concern regarding the financial sustainability of CVEP; the GIS program to which La Quinta contributed $40,000 and from which it received no benefit; the iHub operating expenses, and; the need to re -join CVEP if La Quinta is to influence the direction of the organization. MOTION - A motion was made and seconded by Councilmembers Radi/Pena to rejoin CVEP at the $10,000 level. Motion failed: ayes 2, noes 1 (Franklin), abstain 0, absent 2 (Evans and Osborne). Mayor Evans requested that Arnold Palmer be added as the 32nd 2016 nominee for inclusion on the Veterans' Acknowledgement Sculpture. The event at which the nominees will be honored is scheduled for Friday, November 11, 2016 at 9:00 a.m. at City Hall. MOTION - A motion was made and seconded by Councilmembers Osborne/Franklin to approve all recommended additions to the memorial sculpture and add to that list Arnold Palmer who served in the Coast Guard. Motion passed unanimously. STUDY SESSION - None DEPARTMENT REPORTS All reports are on file in the City Clerk's Office. Design and Development Director Jonasson reported on pending Development Reimbursement Agreements. CITY COUNCIL MINUTES 5 OCTOBER 4, 2016 MAYOR'S AND COUNCIL MEMBER'S ITEMS Councilmember Osborne thanked Von's grocery store manager for her athletic equipment contribution to the Boys' & Girls' Club, and asked staff to send a letter of recognition. Councilmember Osborne also requested the meeting schedule for the Ad Hoc Economic Development Committee. Councilmember Franklin announced that the 2016 Jacqueline Cochran Regional Airport air show will be held Saturday, November 5 from 9:00 a.m. to 3:00 p.m. Admission is free. Mayor Evans announced the 2016 Nine Weekly Walks event would be in La Quinta this week on Saturday, October 8th starting at 7:00 a.m. to benefit the Family YMCA of the Desert. Councilmember Pena said that he attended Arnold Palmer's memorial service which was very well done, and requested that staff prepare a letter to the manager thanking them. Councilmember Osborne explained the role and efforts to the Riverside County Citrus Pest Control District and asked staff to invite the Assistant Manager Tim Hoesterey to make a presentation to Council on how residents can assist their efforts. Mayor Evans announced that a luncheon honoring retiring Palm Desert Mayor Bob Spiegel for his 23 years of service is scheduled for October 19, 2016 at Desert Willow Golf Resort. Councilmember Franklin complemented Mayor Evans on her fabulous job at the Greater Coachella Valley Chamber of Commerce Inaugural All Valley Mayor and Tribal Leadership Lunch at which participants were asked a host of questions by moderator Kris Long of CBS Local 2.
