Receive and File the Third Quarter Fiscal Year 2015/2016 Treasury and Pooled Money Reports for January, February, and March 2016 INVESTMENT ADVISORY MINUTES 1 AUGUST 10, 2016 Finance Director Campos commended Financial Services Analyst Diane Martin for her continuous hard work and efforts in preparing the Quarterly Fiscal Year Treasury reports. Finance Director Campos introduced Accounting Manager Tara Robinson who joined the La Quinta team on August 8, 2016. Finance Director Campos presented the staff report, which is on file in the Finance Department. Motion - A motion was made and seconded by Board Members Batavick/Johnson to receive and file the Fourth Quarter Fiscal Year 2015/2016 Treasury and Pooled Money Reports for April and May 2016. BUSINESS SESSION 1. Overview of Fiscal Year 2016/2017 Investment Policy and Work Plan Items Finance Director Campos presented the staff report, which is on file in the Finance Department. Motion - A motion was made and seconded by Board Members Batavick/Turbow to approve the overview of Fiscal Year 2016/2017 Investment Policy and Work Plan Items. Motion passed unanimously. CORRESPONDENCE AND WRITTEN MATERIAL - None BOARD MEMBERS' ITEMS - None DIRECTOR'S ITEMS 1. Update on the Fiscal Year 2016/2017 Budget Finance Director Campos provided the Board with copies of the approved City's Fiscal Year 2016/2017 Budget. 2. Update on consideration to expand the Investment Advisory Board duties Finance Director Campos said the City Council, at the July 19, 2016 meeting, during study session discussed expanding the job duties of the Investment Advisory Board and renaming it to "Finance Advisory and Oversight Board." The Council will further consider these changes at a future meeting. BACKGROUND/ANALYSIS Attached is the 4th Quarter FY 2015/16 (June 2016) Treasury Report and Pooled Money Investment Report. The fiscal year end audit was completed in October 2016 and included all cash and investment allocations for fiscal year end. Treasurer's Commentary on 4th Quarter FY 2015/16 Unlike expenditures, revenues are not received uniformly throughout the year, which results in peaks and valleys depending upon large payments that are received throughout the year. The larger General Fund receipts for June were: • $922,700 - Property tax including no -low property tax • $1,260,134 - Transient occupancy tax (TOT) • $1536,219 - Fire Service Credit • $2,143,645 - Sales tax The larger non -General Fund receipts in June consisted of: • $130,834 - Measure A, County Sales Tax • $144,233 - Gas tax revenue • $176,705 - Surface Transportation Grant • $448,391 - Community Development Block Grant reimbursement • $11,556,883 - Successor Agency Property Tax Trust Fund Larger expenditures for June, excluding personnel costs, are not noted below. The laraer General Fund disbursements in June were: • $1,186,659 transferred out for capital improvement projects • $1,404,937 for fire service costs • $5,015,407 for contract police services (03/03/16 to 06/30/16) The larger non -General Fund expenditures were: • $179,049 for burglary theft prevention programs • $291,064 for SilverRock resort contract golf management costs • $103,663 for engineering services Investment Activity For the 4th quarter period of FY 2015/16 (June 1 - 30, 2016) the City's total portfolio increased by $9.9 million from $127.6 million to $137.5 million. June 2016 • $14.5 million was transferred to LAIF from the City's checking and $3.5 million was later transferred from LAIF back to the City's checking account. After interest earning the overall LAIF increase was $11,009,196. • Bank fees in June were $3,415.62 and the sweep account earned $23.17 in interest income • Average investment maturity in June was 280 days as compared to 319 days in May Portfolio Performance June 2016 - Overall portfolio market value gain in June was 0.23%.. Last fiscal year ending June 30, 2015 the portfolio value gain was 0.04% with an average maturity of 378 days. The annual fair market value adjustment of $319,125 attributed to the overall increase in value. Other Notes The "Permissible Deposits and Investments" report shows the City to be over the allowable percentage of funds to be invested in mutual funds. However, these funds are bond proceeds with the fiscal agent and are subject to bond indentures, not the City's investment policy. Additionally, Successor Agency (SA) funds cannot be invested in long-term investments. Therefore, SA funds are only invested in LAIF. Looking Ahead The Treasurer follows a "buy and hold" investment policy. In the short term the Treasurer will invest in negotiable certificates of deposits and LAIF as needed. Longer term investments may include Government Sponsored Enterprise securities and U.S. Treasuries. All investments recognize the Cities immediate and long-term cash flow needs. ALTERNATIVES - None. The decrease reflects debt service payments due in September and the lag in major revenues (property tax) anticipated during the second quarter in December. This increase is due to the five year US Treasury Note purchase. August 2016 • $12.7 million was transferred to Union Bank from the City's checking account for debt service payments due in September. LAIF funds were reduced by $16 million for debt service and operating expenses. There were no new investments purchased or maturing investments in August. Bank fees for the month of August were $5,575 and the sweep account earned $19 in interest income Average investment maturity in August was 361 days as compared to 337 days in July. September 2016 • $1 million was transferred from LAIF to the Cities checking account to cover operating expenses • There were no new investments purchased in September. • A US Treasury Note for $5 million matured on September 30t" and was reinvested in October. Bank fees for the month of September were $1,493 and the sweep account earned $15 in interest income. • Average investment maturity in September was 370 days. Portfolio Performance Overall during the first quarter of FY 2016/17 we have seen volatile fair market values due in part to economic uncertainties over the FED raising interest rates in December and who will be the next President of the United States. July 2016 - Overall portfolio market value gain for July was 0.02%, lower than the market value gain of 0.23% in June 2016. The annual fair market value adjustment of $319,125 in June attributed to the overall June increase. In addition, both the US Government Sponsored Enterprise Securities and US Treasuries markets had a decrease in fair market value in July. At July 31, 2015 the portfolio market value gain was .002% with an average maturity of 417 days. August 2016 - The overall portfolio fair value in August decreased by 0.05% ($62,945). However, quarterly interest earnings rose by $39,634 from July to $157,102. In August of last year the portfolio market value change was also negative (-0.03%) with an average maturity of 467 days. September 2016 - First quarter interest earnings for September were $160,169. The overall portfolio fair value in September decreased by 0.22% due to a $12 million decrease of Fiscal Agent investments used for debt service payments. In September of last year the portfolio market value change was 0.11% with an average maturity of 470 days. Other Notes The "Permissible Deposits and Investments" report shows the City to be over the allowable percentage of funds to be invested in mutual funds. However, these funds are bond proceeds with the fiscal agent and are subject to bond indentures, not the City's investment policy. Additionally, Successor Agency (SA) funds cannot be invested in long-term investments. Therefore, SA funds are only invested in LAIF. Looking Ahead The Treasurer follows a "buy and hold" investment policy. In the short term the Treasurer will invest in negotiable certificates of deposits and LAIF as needed. Longer term investments may include Government Sponsored Enterprise securities and U.S. Treasuries. All investments recognize the Cities immediate and long-term cash flow needs. ALTERNATIVES - None.
