Report prepared by: Angela Guereque, Executive Assistant Approved for submission by: Edie Hylton, Deputy City Manager 6 DEPARTMENT REPORT ITEM NO. 1 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING October 12, 2015 DEPARTMENT REPORT TO: Community Services Commission FROM: Edie Hylton, Deputy City Manager DATE: October 20, 2015 SUBJECT: SEELEY ART UPDATE Staff is updating the Commission on the art piece for the Seeley roundabout. The cost of the art piece is $90,000 to be funded through the Art in Public Places Fund. Additional APP funds will be used for the surrounding landscape. At the February 9, 2015 Community Services Commission meeting, four proposals were considered. Discussions by the Commission included previous experience and a realistic portrayal of the themes. Artist Jane Dedecker was selected by the Commission for her extensive experience and the quality of her work. This artwork (Attachment 1) was approved for recommendation to the City Council by a three to one vote. The opposing voter wanted to issue another RFP to seek artwork more specific to La Quinta. The art piece entitled "On the Count of Three," stands approximately six feet tall and three feet wide and will be placed in the center of the Seeley Drive roundabout (Attachment 2) surrounded by native plant material. The sculpture features a Father and Mother swinging a child with a dog walking by their side. On May 5, 2015, City Council approved the Approve an Art Purchase Agreement with Jane Dedecker and National Sculptors Guild for the design and installation of a sculpture at the Seeley Drive roundabout The sculpture is currently being cast. Staff is working with the representatives from the National Sculptors Guild to install the landscape and foundation for the art piece (Attachment 3). The landscape will require the removal of one of the three Date Palms and the installation of a flagstone walkway. Staff is working with the City's Traffic Engineer to improve the signage around the perimeter of the roundabout. A dedication ceremony will be scheduled after the project is completed. Staff is expecting completion by the end of November 2015. 7 DEPARTMENT REPORT ITEM NO. 2 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING October 12, 2015 DEPARTMENT REPORT TO: Community Services Commission FROM: Edie Hylton, Deputy City Manager DATE: October 12, 2015 SUBJECT: SKATE PARK RFQ UPDATE Staff is updating the Commission on the Skate Park Development. City Council approved a state-of-the-art skate park in the 2015/16 Capital Improvement Plan. On September 15, 2015, City Council supported an approach to seek interested parties with the intent to design, build, operate, and own a skate park/BMX facility at the southeast corner of Blackhawk Way and Dune Palms Road. Quimby Funds of $3.4 million have been approved in the 2015/16 Capital Improvement Program for the skate park development. Staff has been researching and visiting skate park facilities to determine the best approach to develop a facility in La Quinta. Various ownership, partnership and operation arrangements have been discovered. Some facilities are owned, managed, or sponsored by name brand companies such as Vans, Etnies, and Monster Energy. Given La Quinta's desirable location, it may be possible to attract name brand companies to develop or sponsor a premiere facility. Additionally, with music being a significant component of the skate/scooter/BMX culture, there may be opportunities to partner with music industry companies such as GoldenVoice. Staff is set to release a request for qualifications (RFQ) to ascertain if a private entity would lease/purchase the City site and operate the facility. This arrangement may be a creative solution to the high cost of development, operation, and maintenance. It may also reduce City construction costs, expedite build out, and transfer or share the costs for ongoing management, maintenance, and liability. 8 DEPARTMENT REPORT ITEM NO. 3 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING DEPARTMENT REPORT TO: Community Services Commission FROM: Edie Hylton, Deputy City Manager DATE: October 12, 2015 SUBJECT: COMMUNITY SERVICES DEPARTMENT REPORT - AUGUST 2015 Upcoming events of the Community Services Department for October 2015: Daily Activities Social Bridge Duplicate Bridge Mah Jongg Advance Ukulele Chair Massage and Sample Vitamin B-12 Injections Events Fitness Leisure October Luncheon Annual Health Fair *Dog -o -ween, Pioneer Park *Zombie Out Run, La Quinta Park Morning Workout Mat Pilates Chair Exercise Sunrise Yoga Sunset Yoga Tai Chi Balance & Strength Tai Chi Chuan Tai Chi Intermediate Best Stretch Yoga for Health Chair Yoga Personal Training Gentle (Flex) Yoga La Quinta Glee 7-14yrs Ballroom Dance Beginning & Intermediate AARP Safe Driver 9 Therapeutic Drumming Voiceovers Watercolor Acrylic Painting Sketch & Draw Use a Digital Camera Beginning Computers *Beginning Spanish, Colonel Mitchell Paige *Dance, Play and Pretend, La Quinta High School & B&G Club *Beginning Ballet, La Quinta High School Sports/Aquatics Rojas Taekwondo Tiny Tigers *Rojas Martial Arts, La Quinta High School *Open Gym (Volleyball/Basketball), B&G Club *Water Aerobics, Fritz Burns Pool *Y Rookies Soccer Ages 3-5, Colonel Mitchell Paige *Youth Tennis, Fritz Burns Park *Disc Golf Tournament, Cove Oasis *Denotes classes/events held at other locations 10 Pro g ram Community Services Department Attendance Report for August 2015 Summary Sheet 2015 2014 Variance Sessions Per Month 2015 2014 Leisure Classes 146 68 78 52 32 Special Events 155 315 -160 2 3 Sports 606 423 183 22 20 Wellness Center 250 77 173 54 35 Wellness Center (Free Services) 524 141 383 88 13 Total 1,681 1,024 657 218 103 Wellness Center Fitness Fitness Center 3,990, 0 3,990 78 0 Total 3,990 0 3,990 78 0 Sports User Groups La Quinta Park AYSO 150 150 0 5 5 Sports Complex La Quints Youth & Sports 100 0 100 17 0 Colonel Mitchell Paige Desert United Soccer Club 25 0 25 17 0 Facility/Park Rentals Wellness Center (Private Party) 200 0 200 1 0 (Sunday Church) 375 375 0 5 5 Library Classroom 300 300 0 6 6 Community Room 200 0 200 4 0 Museum Meeting Room 960 60 900 16 1 Boys & Girls Club Gym (Sunday Church) 500 100 400 5 1 Civic Center Campus (Private Party) 0 100 -100 0 2 Park Rentals La Quints Park 50 100 -50 1 2 Fritz Burns Park 0 0 0 0 0 Total 2,860 1,185 1,675 77 22 Total Programs 8,531 2,209 6,322 373 125 Volunteer Hours Wellness Center 89 129 -40 Total Volunteer Hours 89 129 -40 11 Community Services Department Program Report for August 2015 2015 2014 2015 2014 2015 2014 2015 2014 1 Participants Participants Variance _ Meetings Meetings Leisure Classes La Quinta Glee 25 0 25 4 0 Ballroom Dancing (Beg. & Interm.) 25 0 25 4 0 Sunset Yoga 19 0 19 8 _ 0 Taekwondo 4- 8 (Beg.) 20 14 6 9 8 Taekwondo 4 - 8 (Inter.) 30 22 8 9 8 Taekwondo 9yrs-Up 11 25 -14 9 8 Rojas Martial Arts 4- up 16 7 9 9 8 Totals _ 146 68 78 52 32 2015 2014 2015 2014 2015 2014 2015 2014 Participants Participants Variance Meetings Meetings Special Events Moonlight Movies At The Pool 100 250 -150 1 2 Golf Tour Banquet 55 65 -10 1 1 Totals* 155 315 -160 2 3 2015 2014 2015 2014 Community Services Totals Participants I Participants Variance Meetings Meetings Sports Open Gym Basketball 305 145 160 8 8 Open Gym Volleyball 124 153 -29 9 8 Golf Tour, Westin Mission Hills 35 26 9 1 1 Golf Tour, Classic Club 30 27 3 1 1 Golf Tour, Desert Willow 36 40 -4 1 1 Golf Tour, I.W. Each summer, the fields are closed to re-establish the Bermuda grass and to get the turf as health as possible in preparation for the busy fall and winter months when the grass is dormant. There will be multiple applications of fertilizer at each facility to stimulate active turf growth. However, the new mandated water restrictions are making it difficult to maintain these fields. As the outside temperatures cool, staff will work closely with the landscape contractor to provide enough irrigation to hopefully help the turf recover from the summer heat stress. 15 REPORTS AND INFORMATIONAL ITEMS W. 1 COMMUNITY SERVICES COMMISSIONERS MEETINGS & WORK PLAN TASK EVENTS FISCAL YEAR 2015/16 ATTENDANCE Date of Appointment Term Expires Felice Chiapperini 7/1/2015 6/30/2016 Sharrell Blakeley 6/1/2010 6/30/2016 Heather Engel 6/1/2010 6/30/2017 Mark L.
