AGENDA TITLE: PRESENTATION BY LA QUINTA MIDDLE SCHOOL
BACKGROUND/ANALYSIS
As part of the Annual Work Plan, representatives from local agencies have been asked to
present information regarding valley -wide services and services specifically in La Quinta.
Ms. Janet Seto, Principal, and Laura Spradlin, Wellness Coordinator, of the La Quinta
Middle School, have been invited to attend the meeting to provide the Commission with
information and answer questions about their program known as the Fitness School of
Champions. This program helps to improve students' overall health and increase their
fitness level by educating them to make healthy nutritional food choices, elevate their
self-image, and give them a positive, productive and enjoyable experience during their
middle school years.

SUBJECT: SEELEY ART UPDATE
Staff is updating the Commission on the art piece for the Seeley roundabout.
The cost of the art piece is $90,000 to be funded through the Art in Public Places Fund.
Additional APP funds will be used for the surrounding landscape.
At the February 9, 2015 Community Services Commission meeting, four proposals were
considered. Discussions by the Commission included previous experience and a realistic
portrayal of the themes. Artist Jane Dedecker was selected by the Commission for her
extensive experience and the quality of her work. This artwork (Attachment 1) was
approved for recommendation to the City Council by a three to one vote. The opposing
voter wanted to issue another RFP to seek artwork more specific to La Quinta.
The art piece entitled "On the Count of Three," stands approximately six feet tall and
three feet wide and will be placed in the center of the Seeley Drive roundabout
(Attachment 2) surrounded by native plant material. The sculpture features a Father and
Mother swinging a child with a dog walking by their side.
On May 5, 2015, City Council approved the Approve an Art Purchase Agreement with Jane
Dedecker and National Sculptors Guild for the design and installation of a sculpture at the
Seeley Drive roundabout
The sculpture is currently being cast. Staff is working with the representatives from the
National Sculptors Guild to install the landscape and foundation for the art piece
(Attachment 3). The landscape will require the removal of one of the three Date Palms
and the installation of a flagstone walkway. Staff is working with the City's Traffic
Engineer to improve the signage around the perimeter of the roundabout.
A dedication ceremony will be scheduled after the project is completed. Staff is expecting
completion by the end of November 2015.

SUBJECT: SKATE PARK RFQ UPDATE
Staff is updating the Commission on the Skate Park Development.
City Council approved a state-of-the-art skate park in the 2015/16 Capital Improvement
Plan.
On September 15, 2015, City Council supported an approach to seek interested parties
with the intent to design, build, operate, and own a skate park/BMX facility at the
southeast corner of Blackhawk Way and Dune Palms Road.
Quimby Funds of $3.4 million have been approved in the 2015/16 Capital Improvement
Program for the skate park development.
Staff has been researching and visiting skate park facilities to determine the best
approach to develop a facility in La Quinta. Various ownership, partnership and operation
arrangements have been discovered. Some facilities are owned, managed, or sponsored
by name brand companies such as Vans, Etnies, and Monster Energy.
Given La Quinta's desirable location, it may be possible to attract name brand companies
to develop or sponsor a premiere facility. Additionally, with music being a significant
component of the skate/scooter/BMX culture, there may be opportunities to partner with
music industry companies such as GoldenVoice.
Staff is set to release a request for qualifications (RFQ) to ascertain if a private entity
would lease/purchase the City site and operate the facility. This arrangement may be a
creative solution to the high cost of development, operation, and maintenance. It may
also reduce City construction costs, expedite build out, and transfer or share the costs for
ongoing management, maintenance, and liability.

Community Services Updates
August 2015
The sports fields at La Quinta Park, the Sports Complex, and Colonel Paige were
aerated. Each summer, the fields are closed to re-establish the Bermuda grass and to
get the turf as health as possible in preparation for the busy fall and winter months
when the grass is dormant. There will be multiple applications of fertilizer at each
facility to stimulate active turf growth. However, the new mandated water restrictions
are making it difficult to maintain these fields. As the outside temperatures cool, staff
will work closely with the landscape contractor to provide enough irrigation to
hopefully help the turf recover from the summer heat stress.
