Ms. Robin Stewart, Programming Manager for the La Quinta Museum, has been invited to attend the meeting to provide the Commission with information and answer questions about upcoming Museum events, programs, and exhibits. Some of the Museum's more recent popular programs include Brown Bag TED Talks, Senior Moments, Adult Coloring Club, and Family Craft Night with the S.C.R.A.P. Gallery. BACKGROUND/ANALYSIS The Christmas Tree Lighting Ceremony is being combined into a Block Party event with Old Town La Quinta. The event will be held in Old Town on Friday, December 4, 2015. Staff is requesting assistance from two commissioners from 6 to 8 p.m. to help with hosting the event. ALTERNATIVES The alternative is not to appoint commissioners to assist with hosting the event. Larson, Marketing & Events Supervisor Approved for submission by: Edie Hylton, Deputy City Manager 6 DEPARTMENT REPORT ITEM NO. 1 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING DEPARTMENT REPORT TO: Community Services Commission FROM: Steve Howlett, Golf, Parks, & Facilities Manager DATE: November 9, 2015 SUBJECT: CV Link UPDATE Overview Led by the Coachella Valley Association of Governments (CVAG), the CV Link is the first of its kind to incorporate pedestrians, bicyclists, and low speed -electric vehicles in one project. CV Link will connect eight Coachella Valley cities and the land of two federally recognized tribes with an alternate transportation route to the busiest corridor in the Coachella Valley. It will also provide a safe route for kids to go to school and a meeting place for community activities and events. La Quinta Segment The La Quinta segment of the CV Link will be approximately two miles long. The trail will follow the south bank of the Whitewater Channel between Washington Street and just east of Jefferson Street. Connectors As the project moves forward, each city will have the task of determining connectors. In La Quinta, residents and visitors will need access to the CV Link as well as access from the CV Link to La Quinta facilities, businesses, and schools. Obstacles The north bank of the channel is subject to continual erosion from wind and storm water. As noted by the Coachella Valley Water District (CVWD), this corridor also contains two large CVWD sewer lines. The placement of a full width trail through the north section would require the placement of a retaining wall to provide the sufficient trail width. Consequently, CVAG recommends using the Dune Palms Road Bridge as a designated CV Link access in order to connect La Quinta High School to the CV Link on the south bank. 7 DEPARTMENT REPORT ITEM NO. 1 Management & Maintenance CVAG is the proposed managing entity and would contract out maintenance services. Local jurisdictions are not being asked for any funding contribution at this time. The funding mechanism for operations and maintenance is still under development. These costs will be revised to provide high and low estimates in the final version of the Master Plan. Each Fall, this work is done to prepare for the youth sports activities.
