ATTACHMENT 1 DEPARTMENT REPORT ITEM NO. 5 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING DEPARTMENT REPORT TO: Community Services Commission FROM: Steve Howlett, Golf, Parks, & Facilities Manager DATE: December 14, 2015 SUBJECT: PARK TURF REDUCTION UPDATE The Coachella Valley, as mandated by the State of California, must reduce water consumption by 36 percent at each service meter. City staff has been taking steps to reduce water consumption since early 2014. A majority of City facilities have met this goal; however, based on recent water data from CVWD, it will be difficult for the City to maintain parks and street landscape areas with the reduced water budgets. Therefore, it will be advantageous to remove turf from areas that only serve as ornamental and do not provide any recreational use. City Council approved turf reduction at Fritz Burns Park and the Civic Center Campus within the Fiscal Year 2015/2016 Capital Improvement Program. The preliminary engineer's estimates for these projects include; the Civic Center Campus estimate of $278,230, and the Fritz Burns Park estimate of $140,000. These will be submitted to the Coachella Valley Water District's turf conversion program for a potential savings of up to $1 per square foot. The current plans, specifications and engineer's estimate for these projects are approximately 85 percent complete at this time. Staff is requesting City Council approval of the plans specifications and engineer's estimate and authorization to advertise the project for bid at the December 15, 2015 City Council Meeting in order to install the landscaping by early spring 2016. Contingent upon City Council's approval to advertise the project for bid on December 15, 2015, the following is the anticipated project schedule: City Council Bid Authorization Bid Period Council Considers Project Award Execute Contract and Mobilize Construction (30 Working Days) Accept Improvements December 15, 2015 December 23, 2015 to January 14, 2016 February 2, 2016 February 3 to March 1, 2016 March/April 2016 May 2016 29 REPORTS AND INFQRMATIONAL ITEMS NO 1 COMMUNITY SERVICES COMMISSIONERS MEETINGS & WORK PLAN TASK EVENTS FISCAL YEAR 2015/16 ATTENDANCE Date of Appointment Term Expires Felice Chiapperini 7/1/2015 6/30/2016 Sharrell Blakeley 6/1/2010 6/30/2016 Heather Engel 6/1/2010 6/30/2017 Mark L.
