STAFF REPORT
AGENDA TITLE: PRESENTATION BY SHINING STARS ACADEMY OF PERFORMING ARTS
BACKGROUND/ANALYSIS
As part of the Annual Work Plan, representatives from local agencies have been asked to
present information regarding valley -wide services and services specifically in La Quinta.
Ms. Sam Klein, Director of Shining Stars Academy of Performing Arts and instructor at the
Wellness Center, has been invited to attend the meeting to provide the Commission with
information and answer questions about her programs. These programs help students'
learn choreography, voice and microphone techniques, musical expression, and gain self-
confidence. Performances include City of La Quinta events, Riverside County Fair, Sun
City Rockettes Show, Gardens of El Paseo, Fountains of Carlotta, American Cancer Relay
for Life & more!

SUBJECT: Nomination for 2016 Senior Inspiration Award
Every year, the County of Riverside and the Coachella Valley's nine cities each select a
senior citizen 65 years of age and older who best demonstrates "a zest for the physical
and mental well-being through volunteerism and active engagement in the community."
City staff sent a request for nominations (Attachment 1) to the following organizations:
La Quinta Chamber of Commerce, La Quinta Historical Society, La Quinta Rotary Club,
Friends of the La Quinta Library, La Quinta Arts Foundation, and Soroptimist International
of La Quinta.
One nomination was received (Attachment 2) for Mr. Don Adolph (submitted by the La
Quinta Historical Society).
Mr. Adolph has met the criteria for the award, which includes being at least 65 years old,
resides or volunteers in La Quinta, demonstrates active involvement in community affairs,
and personifies a healthy and active attitude and lifestyle. Mr. Adolph's name was
submitted as a nominee by the La Quinta Historical Society for the Senior Inspiration
Award for 2015 but was not selected.
Don Adolph has been an active member in the La Quinta Chamber of Commerce, the La
Quinta Arts Foundation, the La Quinta Historical Society, the La Quinta Rotary and the
Friends of the La Quinta Library. He also served many years as the Chair for the PGA West
Architectural Committee. Mr. Adolph served on the La Quinta Planning Commission
before being elected to City Council in 1995. He was elected as Mayor in 2002 and was
re-elected to that same position in 2004, 2006, 2008 and 2010. As Mayor of La Quinta he
also served on the Sunline Executive Board, the Joint Water Policy Advisory Committee
and the Coachella Valley Association of Governments Executive Committee.
The award will be presented at the Senior Inspiration Awards luncheon held on Friday,
March 25, 2016 at the JW Marriot Desert Springs in Palm Desert.

Senior Inspiration Awards.

sponsored the annual Senior Inspiration Awards. Each city selects one recipient (a single man or

Community Services Updates
October 2015
The Civic Center Campus is the only City park that was over -seeded this year, due to state -
mandated water restrictions. No additional water was used during this process.
New picnic tables have been installed at both La Quinta Park and Fritz Burns Park. Two additional
tables at Fritz Burns Park were installed to allow more seating for rental groups who reserve the
space for parties.
The interactive water feature at La Quinta Park is closed for the season. Even though there are
warm days throughout the fall and winter, the water for the water feature is stored underground
and is very cold. The water feature will reopen for use in May 2016.

SUBJECT: X PARK RFQ UPDATE
City Council approved a state-of-the-art skate park in the 2015/16 Capital
Improvement Plan.
On September 15, 2015, City Council supported an approach to seek interested parties
with the intent to design, build, operate, and own a skate park/BMX facility at the
southeast corner of Blackhawk Way and Dune Palms Road.
Quimby Funds of $3.4 million have been approved in the 2015/16 Capital
Improvement Program for the skate park development.
The Request For Qualifications (RFQ) was sent to 50 potential parties on Monday,
November 23, 2015 for the development of an X Park in the City of La Quinta. The
intent is to seek creative thinking, out-of-the-box groups that will make the La Quinta
XPARK a world-class site for extreme sports enthusiasts, athletes, and thrill seekers
from around the world.
The X Park proposals are due Monday, January 4, 2016. After the proposals are
received, they will be evaluated to see if there is a proposal(s) to present to City
Council for further development and negotiation.
At this time, staff has received some communications from big name parties in the
industry who are excited about being involved in this project.

SUBJECT: PARK TURF REDUCTION UPDATE
The Coachella Valley, as mandated by the State of California, must reduce water
consumption by 36 percent at each service meter. City staff has been taking steps to
reduce water consumption since early 2014. A majority of City facilities have met this
goal; however, based on recent water data from CVWD, it will be difficult for the City to
maintain parks and street landscape areas with the reduced water budgets. Therefore,
it will be advantageous to remove turf from areas that only serve as ornamental and
do not provide any recreational use.
City Council approved turf reduction at Fritz Burns Park and the Civic Center Campus
within the Fiscal Year 2015/2016 Capital Improvement Program.
The preliminary engineer's estimates for these projects include; the Civic Center
Campus estimate of $278,230, and the Fritz Burns Park estimate of $140,000. These
will be submitted to the Coachella Valley Water District's turf conversion program for a
potential savings of up to $1 per square foot.
The current plans, specifications and engineer's estimate for these projects are
approximately 85 percent complete at this time. Staff is requesting City Council
approval of the plans specifications and engineer's estimate and authorization to
advertise the project for bid at the December 15, 2015 City Council Meeting in order to
install the landscaping by early spring 2016.
