JANUARY 11.2016 CALL TO ORDER A regular meeting of the La Quinta Community Services Commission was called to order at 5:30 p.m. by Chairperson Engel. ROLL CALL PRESENT: Commissioners Blakeley, Chiapperini, Engel, Johnson, Simonds. PLEDGE OF ALLEGIANCE Commissioner Blakeley led the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA - None CONFIRMATION OF AGENDA - Confirmed as submitted. CONSENT CALENDAR 1. APPROVE MINUTES OF DECEMBER 14, 2015 Motion - A motion was made and seconded by Commissioners Chiapperini/Blakeley to approve the December 14, 2015 Community Services Commission Minutes as amended. Motion passed unanimously. BUSINESS SESSION 1. CONSIDERATION OF A SCULPTURE IN COOPERATION WITH THE BOYS AND GIRLS CLUB LOCATED AT THE CIVIC CENTER CAMPUS Presented by Chief Executive Officer Ducatte. Motion - There was a consensus among Commissioners to continue the discussion with the Boys and Girls Club regarding the sculpture that was considered for installation at the Civic Center Campus. 2. CONSIDERATION TO PURCHASE ART PIECES FROM RICARDO BRECEDA FOR FUTURE ART IN PUBLIC PLACES PROJECTS Presented by Supervisor Calderon. Motion - A motion was made and seconded by Commissioners Simonds/Blakeley to purchase several art pieces, Big Horn Sheep (set of three) and the T -Rex sculpture from Ricardo Breceda. 3 REPORTS AND INFORMATION ITEMS 1. Respectfully submitted, LISA CHAUDHRY, Executive Office Assistant City of La Quinta, California 4 BUSINESS SESSION NO. 1 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING: February 8, 2016 STAFF REPORT AGENDA TITLE: CONSIDERATION OF TWO COMMISSIONERS TO ASSIST THE CIVIC CENTER ART PURCHASE COMMITTEE RECOMMENDATION: Appoint two Commissioners to assist the Civic Center Art Purchase Committee to select Civic Center Art during the La Quinta Arts Festival (Festival). EXECUTIVE SUMMARY: The Civic Center Art Purchase Committee selects art work from the Festival. The availability of original artwork provides an opportunity to purchase unique pieces for the City's Art in Public Places collection. Staff recommends the appointment of two Community Services Commissioners to assist in the selection of art at the Festival. FISCAL IMPACT: An amount of $10,000 has been budgeted in the Civic Center Art Purchase Account. BACKGROUND/ANALYSIS: The Festival will be held from March 3 through March 6, 2016 at the Civic Center Campus. Since 1989, the City has been selecting artwork from the La Quinta Arts Festival to be displayed at City facilities. Two City Council Members, with the assistance from two Community Services Commission members, view the artwork at the Festival for consideration of an art purchase. In 2015, Commissioners Simonds and Engel were selected from the Community Services Commission to assist the City Council members that served on the Committee. Historically, the Art Purchase Committee has met the first day of the Festival to select artwork for the City with the artwork being delivered to the City after the Festival. ALTERNATIVES: Do not appoint two Commissioners to assist the Civic Center Art Purchase Committee to select Civic Center Art during the La Quinta Arts Festival. Larson, Marketing & Events Supervisor 5 BUSINESS SESSION NO. 2 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING: February 8, 2016 STAFF REPORT AGENDA TITLE PARTICIPATION IN THE CITY BIRTHDAY PARTY AND COMMUNITY PICNIC RECOMMENDATION: Appoint two Commissioners to assist with the City Birthday and Community Picnic EXECUTIVE SUMMARY: Staff is requesting the assistance of two Commissioners to assist staff for the upcoming event. Staff requests support in promoting recreational activities to the public by promoting services in the Community Services booth. FISCAL IMPACT: None. BACKGROUND/ANALYSIS: The Birthday Party and Community Picnic will be held on April 30, 2016, from 9 a.m. to 12 p.m. at the Civic Center Campus.
