Public Notices
• The La Quinta Study Session Room is handicapped accessible. If special equipment is
needed for the hearing impaired, please call the Community Services office at 760-
777-7106, twenty-four (24) hours in advance of the meeting and accommodations will
be made.
• If special electronic equipment is needed to make presentations to the Community
Services Commission, arrangements should be made in advance by contacting the
Community Services office at 760-777-7106. A one (1) week notice is required.
• If background material is to be presented to the Commissioners during a Commission

CALL TO ORDER
A regular meeting of the La Quinta Community Services Commission was called to
order at 5:32 p.m. by Chairperson Engel.
ROLL CALL
PRESENT: Commissioners Blakeley, Chiapperini, Engel, Johnson, Simonds.

CONSENT CALENDAR
1. APPROVE MINUTES OF JANUARY 11, 2016
Motion – A motion was made and seconded by Commissioners Johnson/Blakeley to
approve the January 11, 2016 Community Services Commission Minutes as submitted.
Motion passed unanimously.
BUSINESS SESSION
1. CONSIDERATION OF TWO COMMISSIONERS TO ASSIST THE CIVIC CENTER ART
PURCHASE COMMITTEE
Presented by Supervisor Larson.
Motion – A motion was made and seconded by Commissioners Blakeley/Chiapperini to
appoint Commissioners Simonds and Johnson to assist the Civic Center Art Purchase
Committee in selecting Civic Center Art during the La Quinta Arts Festival. Motion
passed unanimously.
2. PARTICIPATION IN THE CITY BIRTHDAY PARTY AND COMMUNITY PICNIC
Presented by Supervisor Larson.
Motion – A motion was made and seconded by Commissioners Simonds/Johnson to
have Commissioners Chiapperini and Blakeley work at the City booth for the City
Birthday Party and Community Picnic. Motion passed unanimously.

COMMUNITY SERVICES COMMISSION MEETING:
DEPARTMENT REPORT

SUBJECT: La Quinta Park Safety
In November 2015, the City received calls regarding incidents at La Quinta Park,
located at the northeast corner of Adams Street and Westward Ho Drive. The
incidents involved teenagers and young adults gathering inside the skate park;
drinking alcohol, smoking marijuana, and disturbing others.
The American Youth Soccer Organization (AYSO) also contacted the City to
report an incident. Staff requested AYSO to encourage parents to report illegal
activities directly to La Quinta Police Department (LQPD). Park visitors are
encouraged to call: 911 for emergencies and (760) 836-3215, extension 5, for
non-emergencies.
In addition, Staff has implemented the following actions in response to these
incidents:
1. Police patrols have been increased.
2. Park cameras will be upgraded.
3. Staff has verified all lights and signs are in working order; however, this is
an on-going effort because the fences, lighting and other property are
constantly being vandalized.
4. Closing the park and turning off play field lighting at 10:00 p.m. The La
Quinta Police Department (LQPD) is enforcing this requirement.
5. Police Volunteers have increased their patrols at and around the park.
6. Signage with “Community Watch, please call police to report suspicious
activity at (760) 836-3215, extension 5, is being installed throughout the
park this month.
7. LQPD is actively pursuing criminal activity.
Staff is working with City Attorney to modify the municipal code to broaden
Code’s and law enforcement’s authority to contain and eliminate illegal activity.
Staff also continues to work on a multi-department approach (Police, Code
Enforcement and Park Management) to increase effectiveness and modify
approach as needed.
