STAFF REPORT
AGENDA TITLE:
CONSIDERATION OF COLOR OPTIONS FOR PLAYGROUND EQUIPMENT ORDERED FOR
VELASCO, EISENHOWER AND SAGUARO PARKS
RECOMMENDATION:
Choose which color combinations are most favorable for each of the 3 playgrounds so
that staff may finalize the playground equipment order with Dave Bang Associates, Inc.
EXECUTIVE SUMMARY:
• On June 16, 2015, as part of the FY 2015/16 Capital Improvement Program, City
Council approved a 2016/17 Capital Improvement Program (CIP) project to replace
the playground equipment at Velasco, Eisenhower and Saguaro Parks using
General Fund monies.
• On December 15, 2015, Council approved $140,000 of Community Development
Block Grant (CDBG) funds to replace non-compliant Americans with Disabilities Act
(ADA) playground equipment for Velasco, Eisenhower and Saguaro Parks with the
Miscellaneous Parks ADA Improvements Project.
• On March 4, 2016, staff placed an order with Dave Bang Associates, Inc. for new
ADA compliant playground equipment for Velasco, Eisenhower, and Saguaro Parks
for a total of $140,227. The CDBG funds had restrictions and needed to be
expended by March 31, 2016, so staff placed the order as soon as playground
designs were provided and reviewed.
FISCAL IMPACT:
The Miscellaneous Parks ADA Improvements Project currently has $204,844 of Quimby
funds and $422,706 of CDBG funds. Remaining Quimby funds will be used for the
installation of the playgrounds.
BACKGROUND/ANALYSIS:
Staff used the County approved California Multiple Award Schedule (CMAS) to select the
playground equipment vendor:
1) Staff contacted three CMAS vendors (Innovative Playgrounds, Miracle Playground,
& Dave Bang Associates) for quotes, and notified the vendors of the budget.
2) Staff sent scaled plans of the parks with square footage for vendors to utilize in
submitting their proposals.

3) Once proposals were received, they were reviewed by staff to determine which
style/equipment proposal was preferred.
4) Selection was based on cost (within the predetermined budget), design, style, and
features. After careful review and consideration, staff selected the playground
designs provided by Dave Bang Associates, Inc.
The playground equipment is traditional (not themed) and is divided in groups
appropriate for ages 2-5, ages 5-12, and ages 2-12. The playground renderings
(Attachment 1) display the color combination choices for each playground.
Due to special licensing requirements and CDBG funding restrictions, CDBG funds may not
be used for playground equipment installation, so the playgrounds will be installed by a
different contractor(s) using remaining Quimby Funds. The cost estimates to install the
playground equipment are: Saguaro Park ($17,500), Velasco Park ($14,500) and
Eisenhower Park ($31,000) for a total of $63,000.
ALTERNATIVES:
Since the playground equipment has already been ordered and paid for, staff does not
recommend any alternatives to the recommended action.

STAFF REPORT
AGENDA TITLE:
REVIEW AND RECOMMEND PILLARS OF THE COMMUNITY TO CITY COUNCIL
RECOMMENDATION:
Recommend Pillars of the Community for approval to the City Council.
EXECUTIVE SUMMARY:
• At the City Council’s request, staff is directed to present the Pillar nominations
to the Community Services Commission for consideration, prior to being
presented to City Council.
• This year’s nominations are attached (Attachments 1 and 2) for Commission
consideration and recommendation to the City Council.
FISCAL IMPACT:
The total cost, which includes adding the names to the pillar plaque and creating the
glass pillar plaques, will be approximately $200. There is sufficient funding in the
Community Resources Special Events budget.
BACKGROUND/ANALYSIS:
On February 19, 2002, City Council approved criteria for the Pillars of the Community
program, which included: 1) La Quinta residency for a minimum of three years, 2)
significant contribution to the development of the City, 3) recognition for contribution
efforts, and 4) signatures from 25 residents stating support for the candidate.
At a March 18, 2014 City Council meeting, Council recommended redesigning the
nomination form and updating the criteria to omit the need for the 25 resident
signatures and to require more biographical information from the candidates. In
addition, the Council requested that future Pillar nominations be presented to the
Community Services Commission for review and recommendation before being
presented to the City Council.
For the 2015 Pillar of the Community program, two nominations have been submitted
for consideration. The chart below contains updated information from the attached
biographical submissions. These nominations include:

Pursuant to City Council direction, the annual County of Riverside’s Senior Inspiration
Award program recipient would automatically be included in the Pillars of the
Community. Local service groups nominate one person from each City in the valley,
and then present them to the Community Services Commission, who recommends an
applicant to the City Council. Mr. Dick Anderson is La Quinta’s 2015 Senior Inspiration
Award recipient and will be recognized this year.
Once the Commission selects the nominees to recommend to City Council, the
nominee forms will be submitted to the City Council for review and approval on April
19, 2016.
ALTERNATIVES:
The alternatives available to the Commission is to recommend one or none of the
proposed nominees and request staff to seek additional nominees.

AGENDA TITLE: CONSIDERATION OF PUBLIC ART PHOTO FOR ALL VALLEY PUBLIC ARTS
MEETING
RECOMMENDATION:
Recommend an existing public art piece to be showcased as a photo at the upcoming
All Valley Public Arts Meeting (Meeting).
EXECUTIVE SUMMARY:
The organizers of the meeting have requested a photo of a “favorite” public art piece
and a short statement explaining why it was selected to be showcased during a
PowerPoint presentation.
FISCAL IMPACT:
No impact.
BACKGROUND/ANALYSIS:
Commissioner Simonds will be attending the meeting and contacted staff asking for
suggestions for a favorite art piece. The organizers of the meeting asked specific
stakeholders to select a photo of an existing public art piece and provide a brief
statement explaining why it was selected. Staff recommended to Commissioner
Simonds to add the consideration of the art piece to the agenda for the Commission
to consider. There are over 100 pieces of public art on display around the city and staff
requests each Commissioner recommend their favorite piece for consideration and
discussion.
Once the piece has been selected, staff will provide a photo to the meeting organizer
with the summary for the PowerPoint presentation.
ALTERNATIVES:
Staff does not recommend any alternatives.
