FISCAL IMPLICATIONS: Acquisition of the 50-acre site will require an expenditure of $1,900,000; the Agreement also provides that the Agency shall be obligated to fund up to $11,800 in recording, escrow title, hazardous material investigation, and parcelization costs. The source of these monies will be the Agency's low and moderate income housing fund. BACKGROUND AND OVERVIEW: In January of this year, Agency staff was approached by Christine Clarke regarding her interest in selling two parcels of property located within Project Area No.2. The first parcel is approximately 55.45 acres in size and is located at the southwest corner of Miles Avenue and Washington Street. The second parcel is approximately 50.00 acres in size and is located at the northeast corner of Adams Street and Avenue 48. At the direction of the Agency Board, staff engaged Ms. Clarke in discussions regarding the sale of these two parcels for their subsequent reuse for the development of affordable housing. Pursuant to the Agency's Housing Compliance Plan, the Agency must proactively facilitate the development of dwellings affordable to very low, low, and moderate income households. Ms. Clarke's properties are vacant and are ideal candidates for housing development. The Agreement provides that the Agency shall purchase the 50-acre Adams Street/48th Avenue site for $1,900,000, plus a pro rata share of various closing costs. The funds to facilitate this purchase would come from proceeds of the upcoming Agency bond issue; bond proceeds are expected to be in hand on or about July 20th. The Agreement provides that the sale will not be concluded until proceeds are available to fund the purchase and, as such, the final sale transaction would not occur until August, 1995. FISCAL IMPLICATIONS: The bond documents provide that the Agency may sell up to $28.a million in housing bonds; this latitude was incorporated in order to take advantage of falling market interest rates. The Agency's underwriter has indicated that additional bond proceeds may be secured as a result of a recent decline in interest rates, while maintaining the same debt service schedule that has been employed in all bond projections to date. For purposes of this report, however, staff projects that a total of $26,480,000 of bonds may be sold. Assuming that the Agency is not successful at procuring a surety bond from a bond insurance company, in lieu of funding a cash reserve, total issuance costs are projected to be $3,345,529; by category, these costs are as follows: Reserve Fund $2,284,675, Bond Insurance $607,814, Underwriter's Oiscount $278,040, and Issuance Cost $175,000. Net proceeds under this scenario would be $23,134,471. If the Agency is successful at obtaining a surety bond, then the aforementioned Reserve Fund and Insurance Cost would change; the other costs would remain the same. Under the second scenario, the Reserve Fund would drop to zero, and Insurance Costs would increase by $105,920 to $713,734; net bond proceeds would be $25,313,225. BACKGROUND AND OVERVIEW: The La Quinta Redevelopment Agency is currently pursuing the issuance of up to $28,000,000 of bonds for the purpose of facilitating the development of affordable housing. As proposed, this financing involves a pledge of available housing fund revenues from both Project Nos. 1 and 2. Bond proceeds will be used to fund land acquisition, design, and infrastructure costs associated with proposed affordable housing projects and programs. These activities will be accomplished primarily by private developers. HEARING: I the acquisition of 57 acres located east of Adams Street and north of 48th Avenue. Applicant: City of La Quinta RECOMMENDATION: Adopt Agency Resolution certifying the Mitigated Negative Declaration for EA 95-303 for land acquisition of approximately 57 acres from STAMKO Development Company. FISCAL IMPLICATIONS: None. BACKGROUND AND OVERVIEW.. In January of this year, Agency staff was approached by Christine Clarke regarding her interest in selling this parcel of property located within Project Area No.2. The parcel is approximately 57 acres in size and is located at the northeast comer of Adams Street and 48th Avenue. At the direction of the Agency Board, staff engaged Ms. Clarke in discussions regarding the sale of this parcel for its subsequent reuse for the development of affordable housing. Pursuant to the Agency's Housing Compliance Plan, the Agency must proactively facilitate the development of dwellings affordable to very low, low, and moderate income households. Ms. Clarke's property is vacant and is ideal for housing development. An environmental assessment has been prepared for this property acquisition. This assessment finds that the acquisition of the property will not have any environmental impacts, but the subsequent use will be further analyzed when a development proposal is made. Therefore, a Mitigated Negative Declaration is proposed for adoption in the attached Agency resolution. FINDINGS AND ALTERNATIVES: The options available to the Council are: 1. Approve the Mitigated Declaration of Environmental Impact; 2. Require an EIR for the property acquisition; 3. Deny the acquisition of the property and negate the necessity of the environmental review.
