and appointment of the Selection Committee
RECaMMENDATION:
Approve the attached Request for Qualifications and authorize circulation to qualified developers. Appoint a selection
committee comprised of staff, Redevelopment consultant members, and two Agency Board Members if deemed
appropriate.
FISCAL IMPLICATIONS:
None at this time; however, subsequent development of affordable housing units may require up to $4.0 million in
Agency financial assistance to insure affordable housing costs. Said assistance would be a combination of land and
on and off-site infrastructure improvement subsidies which has been or would be funded from the Project No.2
Housing Fund.
BACKGROUND AND OVERVIEW:
The California Community Redevelopment Law mandates that the Agency proactively facilitate the development of
affordable housing in both Project Areas No.1 and No.2. Further, State Planning Law mandates that the City of La
Quinta facilitate the development of affordable housing to insure a balanced socioeconomic community profile. The
Agency's Housing Affordability Compliance Plan, adopted on December 6, 1994, and the City's Housing Element,
adopted June 20, 1995, further delineate these mandates. Pursuant to the Housing Compliance Plan, the Agency must
endeavor to facilitate the construction of a projected 1,371 dwellings that will remain affordable to very low, low, and
moderate income households by 2004. Further, these units must feature covenants that will insure their continued
affordability for 30 years.
In an attempt to achieve these mandates, the Agency, since 1991, has purchased various properties throughout the
City that could be used for affordable housing development. To date, the Agency has acquired 144 acres of property
involving three separate parcels of 39 acres or greater in size. When the property acquisition activities were authorized
by the Agency Board, the Board directed staff to seek the subsequent development of these properties through either
a request for qualifications or a request for development proposals process. Approval and circulation of the attached
Request for Qualifications would initiate this process for one of the Agency.owned properties.
Subiect Site. The subject site is an approximately 40-acre parcel, located northwest of the intersection of 48th Avenue
and Jefferson Street. The site is currently zoned for single.family detached development at a density not to exceed

Adopt Redevelopment Agency Resolution authorizing an expenditure PUBLIC HEARING:
of Agency Low and Moderate funds for certain public improvements
necessary to develop the Agency's property into an affordable
housing project
RECOMMENDATION:
I. Adopt Redevelopment Agency Resolution approving and authorizing the expenditure of Low and
Moderate income housing funds and make certain findings and authorize the appropriation of $2,760,000
to the City's Capital Improvement Program funds for construction costs necessary to construct certain
improvements on Washington Street and Miles Avenue.
2. Authorize the appropriation of $3.1 million to the City's CIP find for construction costs necessary to
construct certain improvements on 48th Avenue.
FISCAL IMPLICATIONS:
This action would authorize the expenditure of $2,765,000 and $3.1 million previously approved for the 48th
Avenue improvements in the Disposition and Development Agreement with Desert Sands Unified School
District) to fund the design, construction, and administration of these infrastructure improvements. The source
of these finds would be the Project No.2 Housing Fund.
BACKGROUND AND OVERVIEW:
In August of 1995, the Redevelopment Agency purchased a 55-acre parcel Site") located southeast of the
intersection of Miles Avenue and Washington Street from Stamco Properties. The Agency's purpose was to
reserve the Site for future development of affordable housing units.
Tn order to develop this Site, curb, gutter, sidewalk and roadway improvements, involving both Miles Avenue
and Washington Street which bound the Site on the north and west sides, respectively) as well as associated
intersection improvements, must be constructed. Further, pursuant to the City of La Quinta's development
standards, these improvements must be installed either prior to, or in conjunction with, Site development
activities.
