The following information and attachments represent the
responses as of March 31st to the questionnaire for sewer, gas,
telephone, and electrical/cable television improvements in
Phase I of the Cove area.
A. There are 889 50'X 100') lots.
B. There are 541 different property owners.
C. 205 property owners live in the City.
D. 61 property owners live in the desert area.
E. 244 property owners live within the State.
F. 31 property owners live out of the State or Country.
G. Of the 541 questionnaires mailed:
1. 34 6%) were returned with wrong address or no
forwarding address.
2. 132 24%) responded.

Summary of responses on the Cove Improvement Questionnaire
I would like the following improvements made to my area'
1. Anything that would improve La Quinta.
2. Yard improvement/clean up weeds and empty lots.
3. More patrol cars.
4. Twenty-four hour animal control.
5. Reduce the number of stop signs.
6. Put mini-parks in soon.
7. Fix roads.
8. Sidewalks.
9. Street lights; street lights at intersections.
10. Better water pressure.
11. Keep autos and motorcycles out of flood control area.
12. Plant flood control area; put in park at flood control
area.
13. Enforce current regulations such as fence, storage,
satellite disk placement, dog control in City and park.
14. Sand removal from streets after rain; street cleaning.
15. Community-type bulletin board for garage sales, etc.
16. Traffic flow.
17. No more houses on single lots.
18. No long-time parking on City land in front of homes.
19. Control floodlights on homes which destroys night views.
20. Trees should be controlled so as not to block views.

SUBJECT: RESOLUTION SELECTING A PROJECT AREA AND APPROVING
PRELIMINARY PLAN
BACKGROUND
At its meeting of March 23, *988, the Planning Commission adopted resolution No.88-
006 approving the attached Preliminary Plan and selected the boundaries of the
Redevelopment Project Area No.2. The next step in the Plan adoption process is for the
Agency to review the Planning Commission's recommendations, the Preliminary Plan
and the designated Redevelopment Project Area No.2.
DISCUSSION
The Redevelopment Plan adoption process is specifically detailed in the California
Redevelopment law. Section 33323 of the Law requires Planning Commission input in
the selection of the Project Area and in preparation of the Preliminary Plan. Adoption of
the Preliminary Plan by both the Planning Commission and the Agency is the current
step in the process.
The contents of the Preliminary Plan are prescribed by the Redevelopment Law.
Generally, the Plan includes a map of the proposed Project Area, a general description
of uses, the general objectives of the Plan, a statement of conformity to the General Plan,
and discussion of any impacts on surrounding neighborhoods. A public hearing is not
required prior to the approval of the Preliminary Plan.
The Project Area boundaries were selected for the following reasons:
1. The Project Area contains property located within the designated Survey Area that
is in need of improvement due to deteriorated public infrastructure and facilities,
obsolete development, underutilization and/or irregular shaped parcels.
2. There is a need to accommodate higher and better economic uses and upgrade
the general aesthetics of the area and improve the financial viability of the
community as a whole.
3. Inadequate drainage improvements that constrain the development of various
parcels in the Project Area, the cost of which cannot be borne by private
enterprise acting alone.
As such the area shown on the Project Area Map is the recommended Redevelopment
Project Area.
