SUBJECT: Consideration of Payment of City's Portion of the
Improvements to Calle Ultimo and Calle Rondo
In connection with the development of Tentative Tract 23292 Duna La
Quinta) the developer has been conditioned to improve the north side
of Calle Ultimo and the east side of Calle Rondo, plus one travel
lane on the opposite sides of these streets. In order to provide for
adequate drainage and a reasonable street section, it is recommended
that the existing street be reconstructed and curbs and gutters
installed, much in the same manner as was done recently on Sagebrush
Avenue adjacent to Parc La Quinta.
The difference in this case is that the subject area is in Phase VI
of the Cove Improvements Project. Therefore, it is recommended that
the sum of $60,000 be allocated by the Redevelopment Agency to cover
the estimated cost of the Agency's share of the improvements. These
improvements would consist of construction of the parking lane and
concrete curb and gutter.

As the Agency Members are aware, the La Quinta Redevelopment Agency
instituted an Assessment Subsidy Program in 1989 for two Assessment
Districts in the Cove area. This program provided an assessment subsidy

indicates the current program status.

PROGRAM DESCRIPTION
The Assessment Subsidy Program was established by the Redevelopment Agency in
February, 1989 and two Assessment Districts were established in the Cove community
to fund the construction of sewer utility improvements.
The Program, as originally established, provided an assessment subsidy, or non-
assessment, for households whose income falls within the very low, low or moderate
income levels as established by HUD. The median income for the City of La Quinta is
taken from HU D's established median income for the Riverside/San Bernardino Primary
Metropolitan Statistical Area which is adjusted for family size and is updated annually.
Only one property per owner is eligible for the subsidy. The property must be improved
with a housing unit or housing unit under construction and may be owner-occupied or
rented to a tenant who qualifies.
Additionally, the property owner must agree to the recordation of a Covenant of
Affordability for a 15 year period. The Covenant provides a lien in favor of the Agency; in
the event the housing unit is sold, repayment will be made on a pro-rata basis or can be
assumed by the purchaser of the property if qualified). The household must also sign
an affidavit, or Certificate of Eligibility, upon application to the program and biennially on
the applicable anniversary date during the 15 year program period.
Subsequently, in June of this year, the Agency expanded the subsidy program to include
sewer line hook-up fees in Assessment District 88-1 and extended the complete program
to the second Assessment District, 89-2.
PROGRAM STATUS
To date, a total of 65 applications have been received as a result of 4 separate mailings
to property owners in the two Assessment Districts. After being reviewed for eligibility, a

total of 39 households have received the Subsidy, 3 more households have applied and
are eligible and 23 were determined to be ineligible for one of the following reasons:
total household income exceeds program levels;
the property is not in one of the two Assessment Districts;
the property is not improved with a dwelling unit; or
the applicant did not respond to requests for the required information.
As stated in our previous report dated October 31,1989, the income levels of program
participants remain fairly evenly divided and 90 percent of the subsidy funds expended
to date have benefitted very low and low income households. The profile of the
househdlds who participate has remained consistent to this point in the program and
families have received approximately one-third of the subsidies provided.

FUTURE ACTIVITIES
Initial investigation and preparation is now underway to institute procedures for hook-up
to the sewer system and advise the community of the availability of this sei-vice. To this
end, a report is being prepared for presentation to the Agency/Council on this phase of
the City's infrastructure improvement program to determine their desires and secure
authorization to proceed.
Additionally, as the program specifies biennial completion of the Certificate of Eligibility,
recertification procedures for those households participating in the program will be
instituted.
