BACKGROUND:
Attached is correspondence from the Riverside County Housing Authority
requesting financial assistance for the operation of an emergency shelter
facility located in Palm Springs. Since all CDBG Funds have been allocated
to other proZects, the request is applicable only to RDA Low-Moderate
Set-Aside Funds.
FISCAL IMPLICATIONS: APPROVED BY:
IZ approved, appropriation of $2,500 from the Redevelopment Agency

SUBJECT: Consideration of Funding Request for Emergency
Shelter from the County of Riverside Housing
Authority.
Attached is correspondence from the Housing Authority of
the County of Riverside requesting financial assistance of
$2,500 for the operations of an emergency shelter facility
located in Palm Springs. Specifically their request is for
an allocation of $2,500 from either CDBG funds of Low-Mod
Set-Aside funds of the La Quinta Redevelopment Agency.
As the Council is aware, all CDBG funds have currently been
allocated to other projects. Therefore the funds that the
request is applicable to would be Low-Mod Set-Aside funds.
This fund currently has the funds available to meet such a
request if it is the Council's desire.
RECOMMENDED ACTION:
As deemed appropriate by the Agency Members.

BACKGROUND:
One of the issues the Agency must keep in mind as it pursues redevelopment
implementation activities is the replacement of low and moderate housing
lost as the result of a redevelopment project. According to Redevelopment
Law the Law), the Agency must not only replace the dwelling units, but also
to relocate any current tenants to units comparable in affordability and
character. Bothof these plans must be in place before proceeding with the
demolition or displacement of units.
FISCAL IMPLICATIONS: APPROVED BY: Z

RECOMMENDATION:
That the Agency authorize staff to retain a tenant relocation specialist
to assist with relocation activities on a as-needed basis.

Discussion
Pursuant to Redevelopment Low, a Reptaoement Housing Plan Housing Plan) must be
developed and adopted Zto approval of the Owner Zarticipation Agreement
0 PA) by the AZZncy for aprnject. The Law also prohibits the AQency from displacing or
destroying any nousing unfts until the Housing Plan is developec[ issues related to th9
development of a Housing Plan are;
1. The Housing Plan must provide for Creation of the replacement unitS within
a four year me frame.
2. Replacement units may be provlded through either new construction or
rehabilitation.
3 Units currently identified as vacant but that can reasonably be expected to
be occupIed by low and moderate inoome persons must be included in the
units needed to b. replaced.
4. The method of replacement can either be direct Agency construction) or
Indirect through agreements with developers or other parties).

SUBJECT: Demolition of Structure at 51-172 Navarro
In view of the fact that the City-owned dwelling at 51-172 Navarro
was experiencing increasing vandalism, was an attractive nuisance and
was becoming hazardous to children, we solicited bids for its
demolition. Two proposals were received, one for $4,075 and the
other for $4,565. Accordingly, a purchase order was issued to the
low bidder, Demo Unlimited, Inc.
The above Z requires an appropriation of $4,075 for the
Redevelopment Agency budget Land Acquisition, Village Parking.
This appropriation by the Agency members will authorize the increase
in the budget.

SUBJECT: APPROVAL OF APPROPRIATION FOR FISCAL YEAR 1989-90
REDEVELOPMENT AGENCY CITY ATTORNEY SERVICES.
As the Agency Members are aware, there has been a high
activity level in the Redevelopment Attorney's office.
This activity has been created by unforeseen litigation
necessary to accomplish the goals of the Redevelopment
Agency.
At the end of February, it is anticipated that the current
year appropriation of will have been expended. City Staff
is requesting an appropriation of an additional $60,000 for
the completion of contract services throughout the end of
the fiscal year.
RECOMMENDED ACTION:
Authorize the appropriation of $60,000 to Account
#62-5000-004-001 Contract Services City Attorney's Office.
