SUBJECT: REQUEST FOR REDEVELOPMENT ASSISTANCE COACHELLA
VALLEY HOUSING COALITION SELF-HELP PROGRAM
BACKGROUND
In January of this year the Redevelopment Agency adopted a comprehensive housing
program to guide the investment of the Agency's twenty percent 20%) housing
set-aside funds. One program component was initiating a self-help housing program to
allow individuals and families to accrue sweat equity" to use as the down payment
towards the purchase of their home. Typically, a group of families and individuals is
formed to collectively build homes for each of the households. Administrative oversight
is provided by a non-profit housing corporation.
The Coachella Valley Housing Coalition CVHC) has submitted a proposal that requests
Agency assistance to initiate a self-help housing program in La Quinta. They are
requesting $430,000 in financial assistance to facilitate the construction of twenty 20)
single family units.
DISCUSSION
The CVHC proposal calls for the development of twenty 20) homes in two groups of ten
each using the mutual self-help method of construction. The homes would be
developed on scattered lots in the Cove area and would meet all City requirements. In
order to insure compatibility with the houses in the area, the twenty 20) units will feature
three 3) and four 4) bedrooms with two car garages, tile roofs and other features and
amenities that home buyers in the Cove area expect.
The program would be available to households who earn less than eighty percent 80%)
of the County median income and are willing and able to work at least forty 40) hours
per week to build their homes. They must also first qualify for California Housing
Financing Agency CHFA) mortgage financing.
Eligible families will be recruited and trained by CVHC. CVHC has also agreed to first
market the program to local workers and residents and proposed to work with the City in
setting up meetings with La Quinta employers. CVHC will train program participants in
the required aspects of the construction trades. Further, all construction work will be
under the direction of CVHC staff construction supervisors.

Permanent financing will be available from CHFA. Loans will range from $40,000 to
$60,000, depending on the family's income, with no family paying more than thirty
percent 30%) of its income for housing. A deferred second loan of up to $15,000 will
also be available through CHFA.
CVHC is requesting $430,000 in Agency assistance to facilitate the development of these
units. This assistance would be allocated as follows:
$ 30,000 to cover CVHC application and pre-construction costs
$300,000 deferred loan to buyers 20 $15,000 each)
$100,000 technical assistance costs to CVHC
Of these costs, the City would recoup its investment from the repayment of the deferred
loans.
The source of the revenue for this proposal would be the Agency's twenty percent 20%)
housing set-aside funds from Project Area No.1. Pursuant to the Redevelopment Law's
requirements for the use of these funds, deed restrictions to insure the continued
affordability of the units would need to be imposed. As the CVHC proposal is structured,
the Agency would provide the financial assistance and CVHC would operate the
pro9ram. Further, all required City development fees would be paid.
RECOMMENDATION
Before staff continues to develop this program, we are seeking comments and guidance
from the Agency members as to their interest in pursuing this project. At the Agency
meeting we would welcome your thoughts regarding this proposal and the potential for
Agency participation.
