Dear Frank,
This letter is written to fol low up on our conversation last week
in Ron Kiedrowski's office and restates the requests we made for
additional assistance from the La Quinta Redevelopment Agency
Agency).
We request that the contract signed between th(? Agency and the

Under' the ci?rren t contract t?e ency has committed $300 000 in
construction financing which will ro] 1 o?'er s $15,000 deferred
loans to the i ndiv i dual partIcIpating ou5etio 1(is The proposed
revision calls for the Agency's contvibu Li or Lo Uc ii?c i-eased to
$600,000, of which approximately $500,000 would he used for lot
purchases, and the balance for construction. The entire $600,000
wor?id convert into deferred loans averaging $30,000 to each of the
20 families. The amount of the individual loan to each family would
depend upon that family's need.
The deferred loans would be gap financing" a'.?d would fill in the
difference between what each family is able to borrow from CHFA and
the cost of constiucting that famIly' S home. CHFA wil] make
mortgage oans that can be serviced by 29% ci' a family's Income
That Is, monthly housIng payments mortgage I'r incipal interest,
taxes and itil ities caimot excee? 30% of the l)orrower' 5 gross
monthly income. This limi ts the amount tI?at lowe'. income families
can borrow to abo?it $55,000. The total cosj of- Lhe homes ill
average $?5,000. The $30,000 deferred loan from the Agency makes up
the difference between what the average family can borrow from CHFA
and what its house will cost.

Attached is the Negotiation Agreement for the purposes of development and
master planning of the Highway 111 Corridor area. The term of the Agreement
was 90 days. Russ Beckner, DBA: RGB Comercial Development, is proposing a
six-month extension of the agreement.

None at this time.
