BACKGROUND: Attached is the necessary resolution for the approval of a ground lease with Koenig Companies Ralph's Commercial Center. Also attached is the staff report outlining the projects important points. FISCAL IMPLICATIONS: Under terms of thelease the Agency would lease this site for a five-year term, with annual lease payments equaling $115,000; the total financial commitment under the terms of the lease is $474,000. APPROVED BY: RECOMMENDATION: That the Agency consider and approve the resolution that authorizes the Chairman and Executive Director to execute all documents, and take all other actions necessary to implement the ground lease. There were about 200 other attendees from all over the U.S. and Canada, who included art commissioners, art administrators, adjunct city employees, public artists. This was a pre-conference session focusing on public art, including determining quality and substance of public art; collaboration among the community, art commissions and artists; and social/political considerations. There were three on-site visits to public art projects in Phoenix. REPOITI'S QN SESSIONS: 1. REDEFINING ART: Panelists discussed how public art has taken new forms in the last 25 years. Formerly public art was mostly I1n1ted to statues and murals of national and local heroes. Recently eginning in Chicago) public art has tried to focus public attention and discussion to moral/social issues as well as the question, what is art?" This means that the art will often/usually be controversial. The concept of art as a personal interaction in motion/flux is recently evident in temporary projects" which are constructed to be viewed for a very short duration think of Christo's umbrellas). These are often very controversial in theme or execution and seek to stimulate public discussion concerning a) what is art? and b) what are local soccil issues? Slides and videos were shown of examples of temporary projects ranging from bus posters to baseball diamond constructed in the shape of the Hope Diamond), video interactions with the Boston City Hall building, an ant farm at the Austin, Texas airport, structures incorporating everyday articles, etc. These exhibits are not meant to please the viewer, but to stimulate the mind. 2. PROJECT BUDGETS: Panelists and participants discusses snags in budgeting for new projects and maintenance/restoration of existing works. Strong suggestions were to keep requirements and rules simple and flexible.
