Dear Mayor Pena and Members of the City Council,
This letter is written concerning my prior propo?al to the
City Council for a grant to fund an arch.ite?tural and planning
study of Area Four of the village of La Quinta. This grant
proposal and a?plication was signed by me and also by a
coirimercial property owner, Ms. Audrey Ostrows?y1 July 21,1992.
At this time it is my obligation to inform you of the following
circumstances and developments concerning my elationship with
Ms. Ostrowsky and 9pecifio item? which would concern the grant:
1. MB. Ostrowsky is in default of a?reements with this office
and in default of p?yments due tor architectural services
regarding residential properties in LOB Angeles and commercial
properties in La Quinta. Due to these ong standing defaults
I am no longer able to continue providing architectural
services to Ms. Ostrowsky. I no longer have any prQfe8?ional
relationship what9oever with M?. Ostrowsky.
2. Ms. Ostrowsky approached me regarding outstanding moneys
due to this office for services previously rendered as per
previous agreement with her re9arding commercial properties
in La Quinta. Me.Ostrows?y stated that her outstanding debt
would be pai? out o? moneys received under the grant proposal
presently under considerati?.? by the C?ty Council. As a
professional I couldn?t accept this as such is not the purpose
of the proposal as presented. In addi?ion, I con8ider this
to be both immoral and unethical to divert grant money in
this way, and stated thi? to Ms. Ostrowsky. Such allocations
of funds would also compro?ise the work that could be
accomplish?d under the proposed grant.
3. Ms. Ostrowsky further informed me that she expected that
twenty five per cent 2S%? of any grant money received
under the proposal was o be paid directly to her for
her participation. This is clearly not a part of the
ritten proposal. The four page proposal outline? in orne
detail the nat?re of the architectural and planning work
to be undertaken by the architect. Divertin? funds from
this proposal would aga?n greatly compromise that w?iich
could be accomplished in accordance with the written
outline and intentions of the propos?l.

LETTER TO MAYOR P?NA AND THE CITY COUNCIL OF LA QUINTA
It is for the above mentioned reasons that I withdraw myself
from any grant pr?posa? or consideration wh??h would include
Ms. Ostrowsky or be considered a joint propo5al or jo?n? grant
with M?. O8trowsky.
I do consider that the undertaking of the architectural and
planning studies outlined in y proposal to be of the utmost
importance and urgency. I have studied the back?round, curren?
conditions and plans for th? futu?e development of La Quinta.
I h?ve tnuch xperience wo?king with city overnments in
developin? p1?anning and archite?tural design, and continue to
make my?elf available to the City of La Quinta.
I would hope that we can continue to have a dialogue concerning
the work reiuaining to be do?e in La Quinta. I req??st that
any proposal be considered on the basis of a proposed grant
to thi? offic? only, independert of any other individuals.
In this way the City of L? Quinta would r?cG?v? full service
as intended for architectural design and planning. I would
provide you with?a n?w subrtii?ion of y proposal as such if
necessary. I look forward to moving ahead to the important
work that is before us.
