BACKGROUND AND OVERVIEW
On January 3, 1995, the resignation of Council Member McCartney became effective. On
December 20, 1994, the Council decided to make an appointment to fill the vacancy as opposed
to calling a Special Election. The term of office runs to the next regularly scheduled municipal
election date of November 7, 1995. As noted in a staff report dated December 20, 1994, the
soonest that a special election can be held is June 6, 1995 and the cost of that election would be
approximately $23,000.

My construction business is here in La Quinta, as well as my
home. I feel a very strong attachment to this city and

Dear City Council Members:
This is a letter of application for the vacated seat on the La Quinta City Council.
My qualifications to serve on the council are that I am a resident of the City of
La Quinta, I am a small business owner, and I have the time and desire to serve.
I am a retired clergyman, and a disabled person. I have been an advocate for
human rights for most of my adult life. (Another resume is on file regarding
my application of the Human Services Commission.)
I believe that city government should be representative of the community it
serves. I would like to ask the council how many openly gay or lesbian people
have been appointed to the city's commissions or committees? As a gay person
I would like to see gay or lesbian representation in city government.
I have special concerns about crime, gang violence and graffiti. Other areas
of concern, I would like to address on the City Council, are education and
human rights.
I look forward to meeting the members of the City Council regarding an
appointment to the vacated seat.

I am a retired clergyman. For the last 23 years I have served the following
congregations:

Member of the Mayor's task force for the homeless in Baltimore.
Testified at Baltimore City Council's hearings to add "sexual orientation"

Testified, in Washington, DC, before a Senate sub -committee on equal

Participated in the White House Conference on Families during the
Carter Administration.
Was utilized, for many years, as a media consultant on human rights,
and issues pertaining to the lesbian/gay community.
Lectured, mostly at colleges and universities, on human rights, the
church, and issues of the gay and lesbian community.
Participated in numerous radio and television interviews and talk shows
on the subject of equal rights.
Involved in numerous election campaigns in San Francisco.

Describe your knowledge of the functions, regulations,
and procedures of the la Quinta Human Seruices
Commission.
The Commission is to serve at the will of the City Council. It will act in an
advisory capacity on issues of equality for all citizens. Seven members shall
be appointed by the City Council to serve on the Commission for a term of three
years. Committees may be established to assist the Commission in its work. The
Commission shall meet once a month, or as needed. Additional meetings may
be called by the chairperson, or by a majority of the Commission.
The Human Services Commission will evaluate and encourage the development
of a planned and orderly approach to the delivery of community services.
Address child care, low income and affordable housing issues. Address issues
of seniors and the physically challenged, public health, gangs, violence, and
the protection of human rights of all residences. Sponsor a master plan for
providing recommended services. Act as liaison with the police department to
promote understanding and goodwill with the people of the city. Collaborate
with agencies and groups engaged in bringing mutual understanding and
respect for those who are different.
I believe that dedication to the task and consistence in effort are essential to a
successful work -group. Constant and reliable participation in commission and
committee meetings are a fundamental part of the responsibility of a
commissioner.

What specific issues or problems face the La Quinta
Human Seruices Commission and do you haue any
suggestions to address issues or problems?
Areas of concern are crime, gang violence and graffiti. I like the city's
graffiti policy. I have had reason to call, and I have seen the "graffiti patrol"
in action. I was impressed. My spouse and I came from a city where graffiti is
a major problem (San Francisco). I am glad that La Quinta has taken
appropriate steps to meet this problem before it got out -of -hand.
It's not always feasible to add more police to control the gang and crime
problems. The larger we get the more prevalent these problems will become.
Raising people's awareness of illegal, unusual, or suspicious activity in their
neighborhood, and encouraging them to act (call the police) is much more
prudent.
I would like to encourage "block parties". These can be very informal, outdoor
potlucks or bar-b-q's where the residents of a block, or a couple of blocks, can
get together at least once a year. By staging such events the neighbors will
have an opportunity to meet one another. Thus they will hopefully for a bond,
and a better awareness of who is in their neighborhood, and what is happen-
ing around them. It can work, and it may even encourage "neighborhood or
block watch teams". The city can assist by blocking off the street to traffic
during the time of a particular street party. The police department may also
assist with neighborhood watch programs.
If not addressed, there could be problems with the lesbian and gay population
in the city. I understand that this issue could be a sensitive, and maybe an
unpopular topic to deal with but problems could arise because of insensitivity,
misconceptions and/or misunderstandings. Same -sex couples and singles,
with or without children, single parents, any lifestyle that is foreign,
misunderstood, or not understood could cause friction and human rights
violations. This could be avoided or corrected with legislation and education.

What specific attitudes, skills and/or experience do you
think you haue which would enhance the work of the La
Quinta Human Seruices Commission?
The City of La Quinta is more diverse than many would like to admit. There are
approximately 1,600 gay and lesbian residents in the city. (The estimate is
based on the 10% rule, with a city population of 16,631.) Like any other
minority the gay and lesbian population will increase at an even rate as the
population of the city increases. These people, like others, are drawn to La
Quinta because of the area's natural beauty, the progressive city government
and because it is seen as a clean and safe city where housing is affordable.
Human services issues pertaining to this minority group must be addressed
with the same zeal as any other group. I have the skills and experience to
address these issues. If the city has not already done so I want to encourage
legislation that will guarantee the equal protection of gay and lesbian city
employees. Further, the city should only do business with companies that,
have taken steps to protect the human rights of all of its employees.
As a Commissioner I will be active in ensuring equal protection of all La Quinta
citizens in the area of employment, housing, education and public accommoda-
tions.
Passing/correcting/amending laws is only part of the process towards
ensuring equal rights. People's attitudes and perceptions of others have to be
addressed. Sensitivity and consciousness raising workshops, and examples of
the lifestyles (not sexual orientation) of others will help in improving
attitudes and promote acceptance of those who are different. I would like to
encourage, organize, and participate in sensitivity workshops. I would also
like to encourage our lesbian and gay citizens to be more visible and active in
civic government.
As a physically challenged person (partially, permanently disabled because of
a work -related accident in December, 1992) I am an advocate of those with
physical limitations (including the hearing and sight impaired). If the city
does not already have ordinances protecting the rights of the physically
challenged I would work to accomplish the passage of such legislation. If La
Quinta does have such protection on record I want to ensure that those rights
are not being ignored or abused.
I believe that city government (including the police and fire departments)
should be representative of the community it serves. To achieve total equality
the City should make a concerted effort to seek applicants and hire qualified
minority personnel.

April 1994 - December 1994. Coachella Valley Water District, Coachella, California.
Project Engineer on six contracts related to the construction of a satellite facility in Palm
Desert, California. The contracts involved a 10,000 sq.ft. office building, site work,
street improvements, landscaping, a service station and the erection of a microwave
tower. Responsible for quality assurance and contract administration on this $7 million
project, serving on approximately a half-time basis. This assignment was completed
during December 1994.
January 1994 - July 1994. City of La Quinta, California. Special Projects Assistant to
the Director of Public Works. General consultation. Responsible for the coordination
of forensic engineering studies on failed street sections where an outside agency had
installed utilities.
June 1987 - December 1993. City of La Quinta, California. Retired as Director of Public
Works/City Engineer. Planned, directed and reviewed the activities of the Department
of Public Works. Supervised and participated in the development of the Capital
Improvements Program and budget. Selected, supervised and evaluated consulting
engineering services. Reviewed and signed plans for capital improvement projects
and maps subject to the Subdivision Map Act. Served as technical advisor to the City
Manager and City Council on public works, municipal engineering and traffic matters and
developed recommendations for management use.
During my tenure the City more than doubled in population and had a 30% increase in
land area. The Department of Public Works grew from a staff of five to eighteen full-
time employees, plus contract construction inspectors numbering from three to six,
depending upon construction activity. Capital improvement projects worth
about $60 million were administered, including right-of-way and land acquisition, design,
contract administration and quality assurance.
August 1971 - June 1987. Between 1980 and 1987, Chief Construction Engineer,
Kennedy/Jenks Consultants, San Francisco. Previously Vice President, Construction
Engineering, with Jenks and Adamson and Jenks and Harrison, Palo Alto, the
predecessor firms to Kennedy/Jenks Consultants. Was responsible for all of the
contract administration and construction management activities involving primarily
wastewater collection, treatment and disposal systems throughout the western United
States, amounting to over 50 contracts with a total value of some $500 million. During
the process dealt with governing bodies at all levels of government: municipal,
county, special districts, state and federal.
May 1954 - July 1971. City of Modesto, California Department of Public Works. Began
as a Senior Engineering Aide and progressed through the positions of Civil Engineering
Assistant, Associate Civil Engineer and Assistant Director of Public Works. Served in
the latter position for eight years and during that period had the responsibility for the
department's engineering and operating divisions: design, surveying, soil testing,
contract administration and quality assurance, street maintenance, the water quality
control plant, storm and sanitary sewer design and maintenance, the domestic water
system, the street lighting system, the municipal airport, the equipment pool and
corporation yard, the electrical division and the garden refuse collection and disposal
division. During that period the city's population increased by more than 300%.

B.J. Seaton for appointment to the City of La Quintals Community
Services Commission.
I have known B.J. Seaton for over eight years and her involvement
in community service is truly dedicated. While some of that
Involvement was through her position as Council Secretary to five
Council Members in the City of Fountain Valley, the remainder of
her dedication came from being an active member of several
community organizations and committees.
One particular position B.J. held was Corresponding Secretary to
the Fountain Valley Coordinating Council. Coordinating Council is
an organization consisting of representatives of all service groups
in our community. She kept a calendar of all these organizational
events, published this agenda monthly and developed a communication
link with the Coordinating Council membership.
Another area of -personal community involvement for B.J. was her
work in Chamber of Commerce activities which included participation
in grand openings for new Fountain Valley businesses, and in
serving as a judge for the educational scholarship program for
several Chamber of Commerce sponsored Miss Fountain Valley
Pageants.
B. J. is not a stranger to the workings of Commissions and
Committees of a City. As the City Council Secretary, she had a
direct working relationship with all members of the City's
committees and had a role in updating the Council as decisions were

Dear Ms Juhola -
Pursuant to the recent decision of the La Quinta City Council to appoint
(rather than elect) a new council person to fill the vacancy created by
Mr. McCartney's resignation, I hereby apply for that position. I fully
understand that this opening is contingent upon Mr. McCartney's following
through with his written intention to resign effective January 3, 1995.
My wife and I have been full-time residents of La Quinta since moving into our
new La Quinta Vistas home in November, 1991. For several years prior to that,
we were frequent visitors to the desert, having owned a condo at The Palm
Springs Deauville since 1986 (where I was elected to two terms on the HOA
Board of Directors). We have six adult children and several grandchildren,
all of whom live in the greater Los Angeles area.
I am a second -generation Californian, having spent most of my life in our
great state. During my adult life, I have owned homes and lived in a number
of different cities, including Panorama City (Los Angeles), CA; Fletcher Hills
(El Cajon), CA; Glendale, CA; Plano, TX; Palm Springs, CA; La Canada, CA; and
La Quinta. At each location, I closely followed the activities of the local
government, and became as involved as my time and career then permitted.
Since I am now essentially fully retired, I finally have the time, and the
continued interest, to devote myself to helping govern our growing city. In
particular, I feel I can provide insightful representation for the rapidly
growing North La Quinta area, which has been somewhat lacking in the past.
As can be seen from the enclosed Resume', most of my professional assignments
for the past 20 years have involved the management of technical programs of
various types. This experience should be an asset to the City Council, since
the council's primary role, as I see it, is to provide prudent management and
leadership as our city evolves into the high-tech twenty-first century.
At present, I still occasionally work as a consultant in the aerospace
industry, although opportunities in this field have greatly declined during
the past couple of years, due to the shrinking defense budget. Thus, I do not
expect this actiivity to interfere with my ability to function on the
council.
Thoughtful consideration of my application by the City Council will be greatly
appreciated. At their convenience, I would be happy to meet with the council
