The Jump Rape Jump Off
A Jump Rope Jump Off was held during the week of December 5-10.
Participants had to jump their way to goo health for 3 minutes. There
were 11 fitness members who participated and Doug Kneur came in 1st
place with a total of 346 jumps in a 3 minute period.

STAFF REPORT
AGENDA TITLE- ART ENTRYWAYS
RECOMMENDATION
Identify locations for art installations at various entry points into the City and seek
agreement on guiding principles for design elements.
EXECUTIVE SUMMARY
• The Commission is charged with overseeing the City's Art in Public Places (APP)
program.
• Staff is seeking direction on locations for art entry placements, and developing
guiding principles for design elements.
FISCAL IMPAC1i
Currently there is approximately $300,000 available in the APP fund (270-0000-74800).
Total impact is unknown at this point and will be updated prior to procurement phase.
BACKGROUND/ANALYSIS
On September 12, 2016, Staff led a discussion regarding the state of the existing
"Entrance Monuments." The Commission provided feedback which included:
• Support for updating or renovating the existing monuments and locations.
• Adding a new art entry location at Washington and Fred Waring.
• Discussion on physical branding identifiers such as Spanish the mosaics, and
artistic bridge railings.
The existing locations in need of updating, renovating, or replacing include installations
along Highway 111 at Vons and Home Depot shopping centers. These locations address
traffic entering La Quinta from the East and West; however there is nothing for the traffic
entering from the North. A 2014 city traffic study indicates that over 100,000 vehicles per
day travel along Washington and Jefferson into the City. Staff considers these to be
opportunity locations and recommends them for consideration.
Art is an authentic part of the La Quinta brand. The public art collection contains over
100 pieces on display. The #1 ranked La Quinta Art Festival is held on our campus each
year. La Quinta is an art community. Because of the subjective nature of art, it is
recommended that we define guiding principles regarding the design elements. A few to
consider are:
• Art piece first, place marker second
• Consistency of design
• Original works only
• Support local artists (wherever possible)
• Use of diverse materials appropriate for desert climate
• Seek input from content expert stakeholders
With guiding principles in place, a refined set of design ideas can be brought to
Commission for review.
Staff has reached out to the La Quinta Arts Foundation (LQAF) for consultation on this
project. They have experience working on a similar project with another local
municipality and are a resource and stakeholder in the local art community.

include the tour notes. Motion passed unanimously.
2. APPROVE MINUTES OF NOVEMBER 14, 2016
Motion - A motion was made and seconded by Commissioners Quill/Chiapperini to
approve the November 14, 2016 Community Services Commission minutes as revised.
Motion passed: ayes 4, noes 0, abstain 1 (Lambert).
3. DESERT EXHIBITION OF ART (DESERT X)
Motion - A motion was made and seconded by Commissioners Quill/Chiapperini to
decline the invitation to participate in the Desert Exhibition of Art (Desert X) Project.
Motion passed unanimously.

RECOMMENDATION
Consider art donation from Janice Osborne
EXECIJTTVF SUMMARY
• Janice Osborne is a local artist and La Quinta resident.
• "Galaxy of Colors" was on display at El Paseo for two years and the artist would
like to donate the piece to the City of La Quinta.
• The artist has recommended four placement locations around Civic Center
Campus.
FISCAL IMPACT
Site preparation costs are projected to be under $1,000, and will be paid from the Art
in Public Places fund (270-0000-74800).
BACKGROUND/ANALYSIS
Local artist and La Quinta resident, Janice Osborne, contacted City Staff about
donating an art piece. Her work has been displayed at art festivals, Coda Gallery,
Borrego Art Institute, and Sm'Art Art Studio in La Quinta.
Ms. Osborne has offered to donate "Galaxy of Colors" to the City's permanent Art in
Public Places (APP) program. The sculpture was part of a two-year display on El Paseo
for City of Palm Desert's APP program. The sculpture of fused glass stands
approximately 7 feet tall and 3.5 feet wide on a metal stand and has an estimated
value of $12,000. Ms. Osborne recommends four placement locations around Civic
Center Campus (Attachment 1); however the Commission can recommend alternate
locations around the City. Once the donation occurs, the piece becomes property of
the City of La Quinta and will be maintained by the City in perpetuity.
The donation policy was recently revised to allow outdoor placements and use of APP
funds for site preparation. This revision was recommended by the Community
Services Commission and ratified by the City Council on December 20, 2016.
