A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, APPROVING THE DEVELOPMENT PLANS FOR AN 18.07
ACRE COMMUNITY PARK SITE LOCATED AT THE NORTHEAST
CORNER OF ADAMS STREET AND WESTWARD HO DRIVE

LA QUINTA COMMUNITY PARK
WHEREAS, the City Council of the City of La Quinta, California, did, on the 6tn
day of November, 2001, 4th day of December, and the 18th day of December, 2001,
held duly noticed Public Hearings to consider Environmental Assessment 2001-438 for
Capital Improvement Project 2001-694, located at the northeast corner of Adams
Street and Westward Ho Drive, more particularly described as follows:

WHEREAS, the Planning Commission of the City of La Quinta, California, did,
on the 23d day of October, 2001 hold a duly noticed Public Hearing to consider
-- - Environmental Assessment 2001-438 for Capital Improvement Project 2001-694,
located at the northeast corner of Adams Street and Westward Ho Drive; and
WHEREAS, said Environmental Assessment has complied with the requirements
of "The Rules to Implement the California Environmental Quality Act of 1970" (as
amended; Resolution No. 83-68 adopted by the La Quinta City Council in that the
Community Development Department has prepared an Initial Study (EA 2001-438) and
has determined that although the proposed Capital Improvement Project 2001-694
could have a significant adverse impact on the environment, there would not be a
significant effect in this case because appropriate mitigation measures were made a
part of the assessment and included in the Conditions of Approval and a Mitigated
Negative Declaration of Environmental Impact should be filed; and
WHEREAS, upon hearing and considering all testimony and arguments, if any,
of all interested persons desiring to be heard, said City Council did find the following
facts, findings, and reasons to justify certifying said Capital Improvement Project:
1. The project, as amended, is consistent with the General Plan Park and
Recreation.. Element because it provides reasonable accessibility for residents
within its service area.
2. The project has been designed to be consistent with the Zoning Code in that it
complies with development standards for setbacks, landscaping, and parking
standards ireluding lighting.

3. Processing and approval of this project is in compliance with the requirements
of the California Quality Act in that a Mitigated Negative Declaration has been
prepared.
4. The architectural design of the concession stand is appropriate for the site and
compatible with the surrounding environment.
5. The site design provides an interior circulation with pedestrian and bicycle
access, pedestrian amenities and is compatible with surrounding development
and quality of design prevalent in the City.
6. The landscaping design allows for extensive play fields and recreation areas for
the surrounding community.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of La
Quinta, California, as follows:
1. That the above recitations are true and correct and constitute the findings of the
City Council in this case;
2. That the City Council does hereby approve Capital Improvement Project
2000-694.
PASSED, APPROVED and ADOPTED at a regular meeting of the La Quinta City
Council, held on this 18th day of December, 2001, by the following vote:
