August 30, 1982 6:30 p.m.
1. CALL TO ORDER
A. The flag salute was led by Patricia Reilly.
2. ROLL CALL
Present: Commissioners Imkamp, Klimkiewicz, Reilly and Thornburgh.
Absent: Commissioner Goetcheus.
Moved by Commissioner Reilly, seconded by Commissioner Thornburgh, to
excuse Commissioner Goetcheus. Unanimously adopted.

5. BUSINESS SESSION
A. City Manager Usher opened discussion regarding continued review of
standards relative to the development of single-family residences
in the R-1 Zone.
Commissioner Thornburgh reviewed information regarding regulations
- which he had obtained from the County Department of Building and
Safety.
After discussion, the Commission reached agreement on residential
development requirements, as follows:
* 18 inch eave overhangs or 18 inch parapets shall be required.
* A limited fenced area shall be required for the enclosure and
protection of children and pets.
* Refuse containers and bottled gas containers shall be concealed.
* A minimum of three outside water spigots shall be required.
* When houses are developed on two adjoining lots, a zero ft. sideyard
setback should be encouraged in order to maximize a useful
sideyard on the opposite side of the structure.
* A landscaping plan for the front yard of all lots and the side
yard of corner lots shall be required to be approved. The plan
shall include a minimum of two 15-gallon trees for interior lots
and four 15-gallon trees for corner lots. An automatic irrigation
system appropriate for the type of landscaping shall be required.
* All houses shall be identified with street numbers which are
visible from the street.
* If a developer is applying for five or more plot plan approvals,
- he must have no vacant homes for sale in La Quinta at the time
of application.
There was general concensus of the Commission that further information
from the County Department of Building and Safety should be obtained
regarding roof pitch, drainage requirements, allowable siding materials,
and proper site preparation and grading requirements. There was
additional agreement that further information should be obtained from
the Riverside County Planning Department regarding structure height
requirements. There was also general concensus that the

Planning Commission should consider recommendations of the County
Fire Department regarding roofing materials.
B. RESOLUTION NO. P.C. 82-1. A RESOLUTION OF THE PLANNING

COMMISSION OF THE CITY OF
LA QUINTA, CALIFORNIA, ESTABLISHING THE TIME AND LOCATION OF REGULAR
PLANNING COMMISSION MEETINGS.
Moved by Commissioner Thornburgh, seconded by Commissioner Klimkiewicz,
to adopt Resolution No. P.C. 82-1. Unanimously adopted.
6. ADJOURNMENT
Moved by Commissioner Reilly, seconded by Commissioner Thornburgh, to
adjourn. Unanimously adopted.
