northwest corner of Washington Street and Eisenhower Drive,
Mervin B. Johnson, Applicant. The City Manager explained that
- this tract has been approved by Riverside County Planning
Department and will be submitted to the La Quinta City Council
for final approval.

M.B. Johnson Company, discussed the project and answered
Commission questions regarding the proposed tracts. Mr.
Johnson also explained measures currently being taken to
control blow sand at the site, including seeding and the
drilling of two wells for irrigation.
B. Commissioner Reilly suggested the Planning Commission institute
a rule of proceeding for Commission meetings which would require
an applicant or builders presence during a plot plan review
hearing, to eliminate unanswered questions and confusion regarding
the proposed residence.
After discussion, it was the consensus of the Planning Commission
to suggest, at time of application for plot plan review, that an
applicant or builder be present at the meeting to answer
questions and present information. If the applicant is not
present, and the Commission has questions regarding the plan
which cannot be answered, the plot plan review will automatically
be postponed until the next meeting and the applicant notified.
C. Commissioner Reilly discussed the deplorable condition of water
service being provided by Southern California Water Company, and
requested the Planning Commission take formal action requesting
the system be upgraded or improved.
After discussion, it was the consensus of the Commission to

condition of water pipes in the Cove area, and request that
