PRESENT: Authority Members: Evans, Peña, Radi, Sanchez, Chairperson Fitzpatrick ABSENT: None VERBAL ANNOUNCEMENT – AB 23 was made by the Authority Secretary PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None CONFIRMATION OF AGENDA – Confirmed CLOSED SESSION 1. CONFERENCE WITH REAL PROPERTY NEGOTIATORS PURSUANT TO GOVERNMENT CODE SECTION 54956.8 FOR THE SIX PROPERTIES LISTED BELOW HOUSING AUTHORITY NEGOTIATOR: FRANK J. CHAIRPERSON FITZPATRICK RECONVENED THE OPEN SESSION PORTION OF THE HOUSING AUTHORITY MEETING AT 6:34 P.M. WITH ALL MEMBERS PRESENT REPORT ON ACTION(S) TAKEN IN CLOSED SESSION: Authority Attorney Ihrke reported no actions were taken in Closed Session that require reporting pursuant to Government Code section 54957.1 (Brown Act). HOUSING AUTHORITY MINUTES 2 FEBRUARY 7, 2017 SPECIAL MEETING PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA – None ANNOUNCEMENTS, PRESENTATIONS, AND WRITTEN COMMUNICATIONS – None CONSENT CALENDAR 1. APPROVE MINUTES OF JANUARY 17, 2017 MOTION – A motion was made and seconded by Authority Members Evans/Radi to approve the Consent Calendar as recommended. Motion passed unanimously. BUSINESS SESSION – None STUDY SESSION 1. REVIEW WASHINGTON STREET APARTMENTS DRAFT RELOCATION PLAN Housing Consultant Jon McMillen presented the staff report, which is on file in the City Clerk’s Office. Authority Members discussed the Housing Commission’s unpreparedness to review the item at their February 1, 2017, special meeting, and the Commission’s request to hold a subsequent meeting to review the item; the total number of units to be rehabilitated – 72 units; making the proposed relocation plan available for public review to start the 30-day public review period on February 8, 2017; making it available in both English and Spanish languages; staff arranging weekly informational meetings at the on-site office to answer any questions the residents may have; the publication of a quarterly newsletter to keep the residents informed of the project’s progress; the affect the relocation plan will have on the residents, and the importance of keeping them informed and being sensitive to their needs and concerns; the importance to ensure the site manager’s presence on-site during this process; mail delivery arrangements for the residents during their relocation; the successful completion of the Vista Dunes Apartments project which permanently relocated 93 families; and the existing waiting list for Washington Street Apartments. Authority Attorney Ihrke said that since the Housing Commission will review this item subsequent to the Authority’s review tonight, staff will inform the Authority of any comments and actions the Commission takes on this item. The Authority concurred and directed staff to initiate the 30-day public review period of the proposed relocation plan on February 8, 2017.
