EXECUTIVE SUMMARY • City of La Quinta became an HEAL city in February 2010. • The goal is to promote and develop a safe and healthy city. • Update the Commission on the progress made since the resolution was passed. FISCAL IMPACT BACKGROUND/ANALYSIS In 2004, the League of California Cities adopted a resolution to engage cities to embrace policies that facilitate activities promoting healthier lifestyles including healthy diet and nutrition and the adoption of a resolution of City design and planning principles that enable citizens of all ages and abilities to undertake exercise. In 2006, the League of California Cities adopted a resolution to work together with the Institute for Local Government and the Cities, Counties, and School Partnerships (CCS) to develop a clearinghouse of information that can be used to promote wellness policies and healthier cities. In response to the League resolution, the CCS Partnership and the California Center for Public Health Advocacy launched the HEAL Campaign. On February 16, 2010, City Council adopted a resolution to become a HEAL City (Attachment 1). The resolution supported the efforts of the HEAL Cities Campaign. Since the adoption of the resolution the City has: • Continued to provide health and wellness recreation and education programs and expanded the Wellness Center to include a state of the art fitness center. Partnerships with health agencies such as Desert Regional Medical Center, Eisenhower Medical Center, JFK Memorial Hospital, Live Well Clinic, and others help to provide with the public with health presentations and screenings every year. • Continued to partner with other agencies such as the Boys & Girls Club, Desert Recreation District, YMCA of the Desert, and youth sports associations to encourage and provide recreation programming that promotes physical activity. Partnership programs include an open gym basketball and volleyball programs at the B&G gymnasium; Desert Youth Olympics and contract pool services during the 9 summer months with the YMCA of the Desert; holiday use and closure during La Quinta Arts Festival allows fitness members from both agencies to access use of the others fitness facility with Desert Recreation District. • Updated hiking trail maps, online information, and biking routes on city streets; provide free hiking programs through partnerships with the Stewards of the Fred Wolff Nature Preserve, Santa Rosa & San Jacinto Mountains National Monument, and the Friends of the Desert Mountains. • Encouraged nutrition standards for food offered at city events, sponsored meetings, facilities, concessions and programs. • Started a community herb and vegetable garden at the Wellness Center. Garden offerings are incorporated in nutritional cooking programs. • Continued to work with the FIND Food Bank along with other agencies to provide fresh produce and bread to La Quinta residents. • City employee offerings include health fairs, health education information, sponsoring fitness programs, encouraging use of the Wellness Center fitness center, provide an Employee Assistance Program. • Provided information on city offerings at the farmer market in Old Town from October through May; this is a community effort to reach out to residents, visitors, and businesses on what the city is doing, answer questions and receive feedback. Since becoming a HEAL city in 2010 the City has made efforts to encourage fitness and wellness programs and facilities and provide information on nutrition and wellness to the residents. It is through collaboration and the development of partnerships that we are able to offer residents various indoor and outdoor fitness activities, special events, and updated amenities at various facilities in the City. A 2015 Community Services Resident Survey showed that 64% of residents felt the City does make a positive impact on the health of individuals and their family members (Attachment 2). In the effort to continue promoting and developing a safe and healthy La Quinta, we plan on offering a variety of health and wellness recreation programs, special events that encourage outdoor involvement, and partnering with other agencies to promote and encourage physical activity. ALTERNATIVES Recommend to continue to provide health and wellness programs/ activities/ events in relationship with the HEAL resolution and continue to seek partnership opportunities to enhance offerings with outside agencies. ROLL CALL PRESENT: Commissioners Chiapperini, Quill, Lambert, Simonds, and Chair Johnson PLEDGE OF ALLEGIANCE Chair Johnson led the Commission in the Pledge of Allegiance. PUBLIC COMMENT ON MATTERS NOT ON THE AGENDA - None PRESENTATIONS 1. MUSEUM UPDATE Museum Director Robin Stewart provided an update on the Museum's 2017 upcoming scheduled events, exhibits, and activities. 2. CITY DEVELOPMENT UPDATE Planning Manager Gabriel Perez provided an update on residential and commercial development projects as well as an overview of the advanced planning efforts currently underway, such as the La Quinta Village Environmental Impact Report (EIR) Build -Out Plan, special events regulations, and the Highway 111 grant application. INFORMATIONAL ITEMS 1. COMMUNITY PROGRAMS AND WELLNESS REPORT - DECEMBER 2016 Presented by Supervisor Calderon. Superintendent Ambriz, Jr. provided an update on the general revenue collected for the 2nd quarter for fiscal year 2016/17. Supervisor Graham provided an update on the upcoming 19t" Hole Block Party scheduled for January 20, 2017. 2. REPORT FROM COMMISSIONERS REGARDING MEETINGS ATTENDED COMMUNITY SERVICES COMMISSION MINUTES JANUARY 9, 2017 11 3. HIGHWAY 111 HOLIDAY DECORATION Community Resources Manager Tustin Larsen presented available options for holiday decorations throughout the City and the associated costs. The Commission and staff shared concerns and alternatives. 4. ART ENTRYWAYS Community Resources Manager Tustin Larsen presented the staff report, which is on file in the Community Resources Department. Commission discussion followed regarding the; • appropriate types of art pieces, • possible locations, • messages that are being conveyed, • City branding as the "Gem of the Desert," and • set of guiding principles established to help staff refine design ideas that can be brought to the Commission for consideration. Staff proposed the following guiding principles based on prior Commission discussions and feedback: • Art piece first, place marker second • Consistency of design • Original works only • Support local artists (wherever possible) • Use of diverse materials appropriate for desert climate • Seek input from content expert stakeholders • Every art piece to include City branding ACTION ITEMS 1. APPROVE MINUTES OF DECEMBER 12, 2016 Motion - A motion was made and seconded by Commissioners Chiapperini/Simonds to approve the December 12, 2016 Community Services Commission minutes as submitted. Motion passed unanimously. 2. CONSIDERATION OF ART DONATION FROM JANICE OSBORNE Community Resources Manager Tustin Larson provided the staff report, which is on file at the Community Resources Department. Commission discussion followed regarding: • Current condition of sculpture • Probability of vandalism/graffiti COMMUNITY SERVICES COMMISSION MINUTES JANUARY 9, 2017 12 • Center median at Miles and Washington suggested as an alternative location Motion - A motion was made and seconded by Commissioners Chiapperini/Quill recommending that Council accept the "Galaxy of Colors" art donation from Janice Osborne and install it in the Civic Center Campus at Location #1 (as shown in Attachment 2). Motion passed unanimously. EXECUTIVE SUMMARY: The Civic Center Art Purchase Committee selects art work from the Festival. The availability of original artwork provides an opportunity to purchase unique pieces for the City's Art in Public Places collection. Staff recommends the appointment of two Commissioners to assist in the selection of art at the Festival. FISCAL IMPACT - An amount of $10,000 has been budgeted in the Art Purchase Account. BACKGROUND/ANALYSIS: The Festival will be held from March 2 through March 5, 2017 at the Civic Center Campus. Since 1989, the City has been selecting artwork from the La Quinta Arts Festival to be displayed at City facilities. Two City Council Members, with the assistance from two Community Services Commissioners, view the artwork at the Festival for consideration of an art purchase. In 2016, Commissioners Simonds and Johnson were selected from the Community Services Commission to assist the City Council members that served on the Committee. Historically, the Art Purchase Committee has met the first day of the Festival to select artwork for the City with the artwork being delivered to the City after the Festival. ALTERNATIVES: Do not appoint two Commissioners to assist the Civic Center Art Purchase Committee to select Civic Center Art during the La Quinta Arts Festival.
