Respectfully submitted, LISA CHAUDHRY, Administrative Technician City of La Quinta, California ACTION ITEM NO. 3 City of La Quinta COMMUNITY SERVICES COMMISSION MEETING: December 12, 2016 STAFF REPORT AGENDA TITLE: CONSIDERATION PARTICIPATION IN THE DESERT EXHIBITION OF ART (DESERT X) PROJECT. RECOMMENDATION Provide direction regarding the City's participation in the Desert X Project. EXECUTIVE SUMMARY • Desert X is a site -specific, international, not -for -profit, art exhibition coming to the Coachella Valley, from February 25 to April 30, 2017. • Desert X consists of 15 to 20 newly commissioned art installations; the works will appear from the San Bernardino Mountains to the Salton Sea, encompassing the entire Valley, in both desert and people -made environments. • At the November 14, 2016 Commission meeting, the event promoter requested City participation in the amount of $50,000. These funds would be used to install one permanent mural in the City, by Coachella artists the Date Farmers. • The Commission directed staff to evaluate the proposal, examine location opportunities, and determine its feasibility in the short time frame provided by Desert X. FISCAL IMPACT Desert X is requesting the financial support of $50,000 for the exhibition, which would cover the entire cost of the project. Funds are currently available in the Art in Public Places budget. BACKGROUND/ANALYSIS During this 9-week exhibition, Desert X anticipates over 40,000 visitors to the Valley, ranging from museum groups from across the country and national and international media, to art collectors and culturally curious visitors. In addition to presenting world - class works, Desert X will generate considerable local tourism and economic development in the area. City staff met with both La Quinta Arts Foundation and Coachella Valley Art Scene to research and gather input on the proposal from Desert X. Both stakeholders agreed that the project is a great concept, but the price point is high for one mural installation. Additionally, both stakeholders informed staff about other projects that were proposed to other cities at a much lower amount. Lastly, should the mural be placed on privately owned building staff would need to prepare and finalize the requirements and agreement to maintain and preserve a permanent mural. Should the Commission elect not to proceed with this proposal, staff recommends utilizing it as an opportunity to establish a citywide mural program and conduct a demonstration project in the Village. This would allow the City to work with local artists, identify locations, and approve concept plans with key stakeholders. ALTERNATIVES As staff is seeking direction from the Commission, there is no alternative.
