A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, APPROVING THE APPLICATION
FOR A FISCAL YEAR 2002/03 MSRC COACHELLA VALLEY
PM-10 REDUCTION PROGRAM GRANT FOR
STABILIZATION IMPROVEMENTS ON MILES AVENUE AND
WASHINGTON STREET PARKWAYS
WHEREAS, the Mobile Source Air Pollution Reduction Review Committee
(MSRC) shall make available $1.0 million to CVAG member jurisdictions for fiscal year
2002/03 for funding of qualified PM-10 mitigation projects in the Coachella Valley; and
WHEREAS, the City of La Quinta has already been awarded $595,235 in funds
from the Federal TEA-21 Congestion Mitigation and Air Quality Improvement (CMAQ)
program in support of the PM-10 stabilization project on Miles Avenue and Washington
Street parkways; and
WHEREAS, an 1 1 .47% "local match" of the TEA-21 CMAQ award is available
under the MSRC grant program; and
WHEREAS, the City wishes to file an application (Attachment 1) applying for the
"local match" in the amount of $77,1 19.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
La Quinta, California, as follows:
1. The City hereby approves the application for the MSRC Coachella Valley
PM-10 Reduction Program grant in the amount of $77,119, for stabilization
improvements on Miles Avenue and Washington Street parkways.
2. The City authorizes the proposed project, and commits the Public Works
Department to the project, which involves PM-10 mitigation through soil stabilization
on Washington Street east and Miles Avenue south, encompassing approximately
1,350 linear feet on Washington Street and 2,000 linear feet on Miles Avenue.
3. The City commits to the budget and implementation schedule as set forth
in the application for Fiscal Year 2002/2003 MSRC Coachella Valley PM-10 Reduction
Program funding.

4. The City Council authorizes the City Manager, or his designee, to be the
Lead Agency Representative as agent of the City of La Quinta to conduct all
negotiations, execute and submit all documents, amendments, payment requests and
other administrative duties which may be necessary during the course of the planning,
design, construction, operation and maintenance of the aforementioned project.
5. The City Council authorizes the City Manager to execute the grant contract
document between the City and SCAQMD, upon concurrence of the City Attorney, for
the MSRC funding allocation.

Council held on this 5th day of November 2002, by the following vote:
