Authorize staff to negotiate a contract for professional services with the selected
building architect firm.
FISCAL IMPLICATIONS:
Cost proposals submitted by proposing firms range from $143,000 - $210,000. The
FY 2003-04 Capital Improvement Program includes $4,959,200 for professional
services for Phase 1 of the SilverRock Ranch project, of which $212,000 has been
designated for building architect services for design of the temporary
clubhouse/restrooms/maintenance facility.
BACKGROUND AND OVERVIEW:
The Agency authorized distribution of a Request for Proposals (RFP) for building
architectural services for SilverRock Ranch (Attachment 1) and identified a Consultant
Selection Committee at its August 5, 2003 meeting. The Agency Board also
requested that the Committee bring forward two to four firms for Agency Board
interview and final selection.
The Agency received six proposals; the Consultant Selection Committee interviewed all
six firms on September 25, 2003, including:
• Dahlin Group
• IDS/B, Inc.
• John Bates Associates
• McFadden McIntosh/Design Build Associates
• Melzer, Deckert & Ruder Architects
• Pearson Associates

The Committee interviewed the firms, ranked them, and then opened sealed cost
proposals. Based upon the interviews, the Committee recommended two firms for
interview by the full Redevelopment Agency Board, including:
Dahlin Group 10:00 a.m.
Mezler Deckert & Ruder Architects 11:00 a.m.
The firms have been invited to make a short presentation to the Board, limited to 20
minutes, followed by a 30-minute question and answer period. The original proposals
are included for Agency Board review (Attachment 2).
FINDINGS AND ALTERNATIVES:
Pursuant to the City's Consultant Selection Procedures, the Agency is asked to select
the most qualified firm to provide building architectural services for SilverRock Ranch.
Staff will then negotiate a contract with the selected firm. If those negotiations are
successful, staff will forward a formal contract to the Agency Board for consideration
and approval. To that end, the alternatives available to the Agency Board include:
1. Interview the two firms and authorize staff to initiate contract negotiations with
the preferred firm for building architectural services for SilverRock Ranch; or
2. Interview the two firms and continue the matter to a future Redevelopment
Agency Board meeting to allow additional background/reference checks; or
3. Provide staff with alternative direction.

ATTACHMENT 1
Request For Proposals
The La Quinta Redevelopment Agency (RDA) is requesting proposals from
Architectural consulting firms to prepare plans, specifications and cost
estimates for the remodeling of an existing building for use as a temporary
clubhouse, or for a new temporary modular clubhouse and other proposed
buildings for the RDA's SilverRock Ranch. (Phase IA)
In July 2002, the Agency purchased 525 acres that was once the
Ahmanson family ranch. Now known as SilverRock Ranch, the RDA's goal
is to develop a premier golf -oriented resort community that encompasses
two 18-hole golf courses, resort, passive recreation and resort oriented
commercial uses. The property is adjacent to the Coral Reef Mountains
and the private golf communities of PGA West, Tradition, The Citrus, and
The Hideaway.
GMA International has completed the conceptual master plan and
development program for this property, which was approved by the
Redevelopment Agency Board on May 6, 2003. The master plan includes
a preliminary routing plan for both golf courses, entry roads, and identifies
future community/Golf Clubhouse hotel and commercial sites. The master
plan also includes a phasing plan (Exhibit A). Phases IA and IB have now
been conceptually approved by the RDA for implementation.
The RDA has selected Palmer Course Design Company as the Golf
Course Architect for Phase IA. The RDA has also extended the contract
with GMA International to provide support services during the design effort.
Roy Stephenson P.E. of Berryman & Henigar, Inc. has been retained to
provide development coordination services.
The Architectural style of the buildings in the first phase of development is
critical in establishing a design theme that is compatible with the vision and
objectives of the RDA master plan.
The Architectural consulting firm is required to work closely with the
Redevelopment Agency Board, the project development team, Palmer
Course Design Company, and GMA international. Workshops will be held
with the Redevelopment Agency Board and other key consultants to allow
for meaningful input and exchange of ideas in the development of the

architectural designs of the buildings. It is essential that the architectural
forms and materials are integrated into the character of the City of La
Quinta and are consistent with the vision of the master plan.

Desired Services
The firm is expected to familiarize itself with the SilverRock Ranch Master
Plan particularly as it relates to the character, theme, vision and objectives
of the RDA. This RFP is not for design of the permanent clubhouse, but
limited to a remodel of the existing Ranch House building, if determined
feasible, or a temporary clubhouse, two golf course restrooms and a golf
course maintenance building. Specific services should, at a minimum,
include the following:
• Prepare a detailed evaluation of the existing 2500± SF Ranch House
building to determine its suitability for use as temporary clubhouse.
Evaluation should include compliance with applicable building codes
and the ADA regulations. The proposed uses are a pro shop, snack
bar and restrooms. If remodel is determined feasible, prepare plans,
specifications and cost estimates for remodeling the building.
• If the existing Ranch House is not feasible for use as a temporary
clubhouse, prepare architectural plans, specifications and cost
estimates for a temporary clubhouse using modular components.
• Prepare architectural plans, specifications and cost estimates for a
permanent golf course maintenance building (approximately 10,000
SF).
• Prepare architectural plans, specifications and cost estimates for 2
restrooms (front and back nines of the golf course).
• Prepare architectural plans, specifications and cost estimates for a
well/pump house building.
• Describe your design philosophy and how it relates to the master plan
and the RDA's vision of the SilverRock Ranch.

• Describe how your designs for the maintenance, restrooms and
well/pump house, and maintenance buildings will be compatible with
a future permanent clubhouse.
Provide professional services is identifying and assisting in
installation of a butler type building for cart storage.
SilverRock Ranch Vision
The SilverRock Ranch's canvas spans 525 acres adjacent to the base of
the Coral Reef Mountains in the City of La Quinta. The RDA's goal is to
develop premiere hospitality and golf venues that become must -see
destinations in the Coachella Valley. The final development will be crafted
as if it had evolved over time by melding the rich hues of the desert and
strong architectural elements inspired by the site with rusticated materials.
The Agency has discussed the proposed buildings' architectural style as
one that captures a sense of lightness and beauty that's found in styles
similar to a California Colonial or other southwest Spanish look or theme,
keeping with the charm and character of the City of La Quinta.
Environmental approvals have been secured to develop the following uses
on SilverRock Ranch: a 250-room hotel with a 10,000 square foot
conference center; 300 condo hotel or fractional units with up to 500 keys;
two 18-hole public golf courses with a driving range and a 25,000 square
foot clubhouse; one 9-hole public golf course; and 25,000 square feet of
ancillary tourist commercial uses. Additional approved uses entail passive
park space, trails, and view corridors.
The RDA approved a Master Plan for the project in May 2003. The Master
Plan sets forth a preferred site development program and plan that will
guide the precise planning processes. GMA International has been
managing this activity and prepared the master plan and associated
documents. Their work will be available to the selected organization. The
RDA has secured funding to facilitate the development of one golf course
and associated improvements.

envelopes, clearly marked with the consultant's name, address and phone
number. Work proposals are to be submitted in the envelope marked
"Work Proposal" and cost proposals are to be submitted in the envelope
marked "Cost Proposal."

Proposal Format
Respondents are encouraged to keep their proposals brief (not to exceed
20 pages) and relevant to the specific work required. Proposals shall
include a minimum of the following items:
1. Work Proposal (Envelope 1) — Submit ten (10) copies limited to a
maximum of 20 pages.
A. Cover Letter
i. The name, address and phone number of the contact
person for the remainder of the selection process.
ii. Any qualifying statements or comments regarding the
proposal and relevant to the information provided in the
RFP or the proposed contract.
iii. Identification of sub consultants, if any, and their

B. Statement of Qualifications
i. A listing of project personnel including relevant
experience and resumes.
ii. Experience with similar work including names and current
phone numbers of references for listed projects.
C. Project Understanding and Approach
i. A narrative that details your understanding of the project
and how the organization will approach the requested

i. A description of the tasks, sub tasks, and specific
deliverables that will be provided.
ii. A . description of the firm's current workload with
discussion of how this project would be incorporated into
the firm's work schedule.

ii. The Agency envisions a 4-month term for the design and
construction bidding activities.
2. Cost Proposal (Envelope 2) - Submit one copy
A. A detailed cost proposal for all services and materials is
required including the direct and indirect rates (with overhead)
and percent of profit anticipated in completing the services as
outlined in this RFP. Man hours and extended billing rates per
classification of personnel will be indicated for each defined
task and/or sub task. A not -to -exceed allowance for
reimbursable expenses should also be included within the cost
proposal.

Selection Process
A Consultant Selection Committee will review the work proposals. The
Committee will select the consultants for interviews based upon the
materials submitted in the work proposal. The Committee will interview
selected firms and rank the firms. Only after the ranking process is
complete will the cost proposals be opened.
The RDA Board will then interview the highest -ranked 2 to 4 firms and
make a final selection.
The Committee will negotiate a contract with the selected firm that will then
be considered for approval by the Redevelopment Agency Board.
The successful firm will be expected to enter into the attached Professional
Services Agreement.

This solicitation does not commit the La Quinta Redevelopment Agency to
award a contract, to pay any cost incurred with the preparation of a
proposal, or to procure or contract for services or supplies. The La Quinta
Redevelopment Agency reserves the right to accept or reject any or all
proposals received in response to this request, to negotiate with any
qualified source, or cancel in whole or part this proposal process if it is in
the best interest of the Agency to do so. Subsequent to contract
negotiations, prospective consultants may be required to submit revisions
to their proposals. All proposers should note that any contract pursuant to
this solicitation is dependent upon the recommendation of the Agency staff
and the approval of the Agency Board.

We have organized the following projects by the scope requirements
for this project: experience with maintenance and cart barn buildings,
including siting the facilities, temporary buildings, renovations, design
identity for golf community master plans and other golf facility designs.
We have added other golf clubhouse projects that are either located in

Desert Willow Golf Course, Palm Desert
31,000 sf clubhouse with banquet facilities and cart barn for the City
of Palm Desert. The clubhouse has become a popular destination for
local and regional residents.
Lone Tree Golf Course, Antioch
The 20,400 sf replacement facility for the City of Antioch, including a
clubhouse and a full -fleet cart barn, was designed to accommodate
both golf and non -golf functions. Scheduled for completion by 2003.
Ruby Hills Country Club, Pleasanton
A new 8,000 sf maintenance building designed to complement the
existing clubhouse with similar materials, including a tile roof, to
appease neighbors.
Coronado Golf Course, Coronado
The 18,000 sf replacement clubhouse facility for the City of Coronado
included dining facilities, pro shop and cart barn. The entire project
was completed without missing a single day of golf play.
SkywesF Golf Course, Hayward
10,000 sf replacement clubhouse for Hayward Area Recreation and
Parks District is designed to support golf course patrons and as a
venue for community functions. The project also included a renovation
of a "Butler"cart barn. Scheduled to begin in the Fall of 2003.
Poplar Creek Golf Course, San Mateo
16,000 sf clubhouse with restaurant and banquet facilities for the City
of San Mateo Department of Parks and Recreation and recipient of the
Award of Excellence in Facility Design and Park Planning. The project
also included a cart barn.
Franklin Canyon, Hercules
Master plan and clubhouse design for a new 11,500 sf clubhouse.
Dahlin Group provided the coordination and site planning for a new
"Butler" maintenance building.

Falls Club, Blackhawk
Volume ceilings, extensive glazing and an indoor/outdoor waterfall ele-
ment that extends from the dining area onto the course provides mem-
bers with an attractive 15,000 sf club house.
Lakeside Golf Club, Blackhawk
Indoor/outdoor dining is designed to capture views of the golf course
and surrounding hills. The 35,000 sf facility is one of two clubhouses
for this upscale community development.
Tolega Golf Club, San Clemente
Designed as a centerpiece for a golf -oriented residential master
planned community, the 16,000 sf clubhouse features dining terraces,
arcades, courtyards and fountains.

Situated on a beautiful site with views of the
Coronado Bay and Coronado Bay Bridge, this new
golf clubhouse replaces an existing facility for the City
of Coronado. With approximate 110,000 rounds per
year, design issues of flow, function, and maintenance
were critical to the facility's success. Strategic phasing
and temporary facilities were critical to the construc-
tion of a beautiful new clubhouse without the loss of a
single day of club use.

The Talega Golf Club is the centerpiece for a golf -
oriented residential master planned community.
Influenced by the historic architecture from nearby San
Clemente and Seaside areas, the design is based on
F classic Mediterranean style. The project includes a
dining room, pro shop, administrative offices and
below -grade cart barn. The clubhouse design features
arcades, courtyards, fountains, dining terraces and
covered patios that take advantage of year-round
pleasant weather.

Design Philosophy
We understand that the over all goal of this exciting project is the
design of a premier, golf resort set in the beautiful desert backdrop.
Within the overall vision and planning, the scope for this initial phase
is to develop a maintenance building, fairway restrooms, pump house,
and a temporary golf clubhouse, either through renovation of the exist-
ing Ranch House or with temporary buildings.
Dahlin Group has 25 years experience designing and planning golf
communities. This experience includes the design of the golf course
facilities for maintenance, restrooms, site structures as well as the club-
house and master site plan. We are currently renovating a 50,000 sf
golf club including a fairway restroom and 9th turn snack shack. Our
experience with clubhouses involve the tasks required to renovate the
existing Ranch House: we know how to program a clubhouse, we
know code and ADA requirements. As noted in the previous section,
we have completed temporary buildings for golf clubhouses and have
just completed design of a temporary facility for a YMCA facility.
Whether a project is a destination resort hotel, a local community cen-
ter, or golf clubhouse, we understand the importance of designing a
place that is enticing and inviting. Every level of planning becomes
important: siting buildings, capturing views, consideration of sun
angles, adjacences to other buildings, walking paths, traffic patterns,
pedestrian circulation and finally the design and architectural aesthetic
that will set the ambiance of the development. We are interested in
participating in the process of developing an ambiance and a wonder-
ful destination resort. Having designed several golf communities we
are very comfortable thinking about the smallest aspect of a project in
terms of how it works with the overall vision and masterplan. As archi-
tects with golf facility experience, we look forward to working with the
team of master planners, City representatives and golf course archi-
tects. We think our knowledge and understanding of golf course facili-
ties will complement the team and look forward to developing design
solutions that will be within the context of the master plan vision for
SilverRock Ranch.
We have designed several golf course communities and many golf
clubhouses; each one involved a different style of architecture and a
specific approach to the design. We believe architecture is dictated by
the environment, the climate, the views, the users, the type of commu-
nity, the regional or local architecture, and ultimately, the client's
desires, vision and budget.

Integration of Forms and
Materials that are consis-
tent with the Master Plan
Although the buildings for this initial phase are fairly straight forward,
the primary challenge will be establishing a design palette that is com-
patible to the final resort. Dahlin Group's approach is to help craft a
design style. Story boards or image boards will be developed to
engage in a dialogue with team members and City representatives. We
incorporate historic and contemporary references, local and regional
design cues, and examples of other projects with a similar size and
scope. We will also offer a "smorgasbord" of colors and textures, and
perhaps design details to help solicit ideas and feedback for a design
approach for the project's buildings. We understand that this is an
important position and that any design aesthetic approach to the main-
tenance and pump/well building could also inspire the direction for the
future clubhouse. We know the agency is considering a style that will
complement the City of La Quinta and perhaps reflect a California
Colonial or a Southwest theme. We will work with the City to determine
the appropriate aesthetic that will work in a desert resort ambiance.
Our design solution will incorporate the ideas and direction that has
been developed as part of the visioning team.

Schedule Requirements We understand the notice to proceed date is anticipated to be
November 3, 2003. The agency envisions a 4 month term for design
and construction bidding activities. We will be able to meet these
scheduling requirements.
Cost Proposal Our fees are based on the time required for the projects. As currently
proposed the clubhouse may or may not be remodeled and all the
buildings need to be compatible with the final resort style that has not
been designed. The final fee will also need specific information
regarding the extent of site work, approval process, and construction
delivery method.

and construction documents for temporary facilities and ancillary buildings as described in the RFP.
We have worked both with modular trailer components and retrofitted existing buildings to serve
as temporary golf clubhouses.
MDR is an architecture, planning, and interior design corporation located in Irvine, specializing in
golf, recreational, and resort facilities. Our previous experience includes clubhouse facility design
on signature properties with golf course architects such as Arnold Palmer/Ed Seay, Jack Nicklaus,
Gary Player, Greg Norman, the IMG Group, Cal Olson/Payne Stewart, and Ted Robinson. Our
past clubhouse work has been in the western United States, as well as in Europe, Asia, and the
Middle East. Over the years, MDR principals have designed numerous projects in the early
California architectural styles, including Spanish, Mission, Craftsman, and Monterey themes.
Presently we are under construction with clubhouse facilities for Anaheim Hills Golf Club, Arroyo
Trabuco Golf Club in Mission Viejo, and Rio Hondo Golf Club in Downey. Projects currently under
design include, General Old Golf Club in Riverside and De Bell Municipal Golf Club in Burbank.
Recently completed projects include Lake Arrowhead Country Club, and Tianma Resort and
Country Club in Shanghai.

1. Civil and landscape architecture services shall be provided by consultants under

2. The civil engineer shall provide the precise grading plan for building pads,
including grading and utilities within the maintenance yard.
3. We are assuming geotechnical, building signage (other than ADA), SWPPP, and
topographic surveys will be furnished by the City.
4. Pro shop fixtures, interior design, and FFE shall be excluded from MDR's scope.
5. Audio-visual equipment, PA system, data, CAN, and security system shall be
provided by local vendor(s) directly contracted to the City, and coordinated by
MDR.
6. A grease interceptor is not anticipated for the snack bar.
7. An allowance has been provided for Asbestos Survey and Hazardous Materials
reports, however, MDR prefers these services be contracted directly to the City.
8. MDR shall provide coordination and site selection services only for the
prefabricated golf cart storage building. Engineering services are not provided.
9. It is assumed the design phase for all buildings is simultaneous.
10. MDR has reviewed the draft Professional Services Agreement and generally finds the
terms acceptable. We reserve the right to review the Agreement again once the
scope and schedule are further defined.

B. Statement of Qualifications

C. Project Understanding and Approach
1. Project Description
As described in the RFP, the project consists of design services for a temporary golf
clubhouse (either retrofitting the Ranch House or new modular trailers), a 10,000 square
foot maintenance facility, 2 restroom buildings, a well / pump house, and coordination
services for a Butler or Sprung -type building for golf cart storage.
2. Design Methodology
MDR has reviewed the RFP and visited the project site to gain an understanding of the
scope. MDR and the team of consultants shall approach this project without preconceived
ideas in
regard to the proposed temporary facility. MDR shall initially work with City RDA to
understand the City's primary objectives to be accomplished given the economic resources
and schedule available. Operational and golf course design issues shall be carefully
reviewed so that the temporary facility does not conflict with circulation patterns during
construction of the permanent clubhouse.
3. Key Design Elements
MDR will seek to evaluate design elements for the temporary clubhouse as follows:
a) Functional, flexible, and low -maintenance building design.
b) Building orientation to maximize views and flow of golf activities.
c) Parking, accessibility, and drop-off issues.
d) A design concept and imagery that is in harmony with the surrounding golf course,
and one that evokes the character and identity of a golf and community center,
appropriate for the Coral Reef mountain setting in La Quinta.
4. Aesthetics of Ancillary Buildings
As the restroom and pump buildings shall be permanent structures, MDR shall identify with
the City, the anticipated design vernacular for the permanent clubhouse. It is anticipated
that these buildings are normally a backdrop element within the golf course environment.
Landscaping and screening elements are often used to make these buildings as
unobtrusive as possible. MDR would assume a palette of exterior materials and colors that
are indigenous to La Quinta and of long-lasting quality.
5. Experienced and Qualified Design Team
MDR shall provide professional services of high quality for each task stipulated. At least
one MDR principal shall be involved with the project on a day-to-day basis and will be the
main point of Client contact throughout the project. The principal -in -charge and project
manager shall be dedicated to the project to ensure continuity of services throughout the

design process. Generally, the MDR principal takes the lead with the design for the
project.
D. Scope of Services
i. Project Deliverables and Coordination
The methodology for execution of the design shall be traditional in approach.
Deliverables shall be in accordance with AIA document B141 which describes
drawings and exhibits for schematic, design development, and construction
documents phases of work. MDR and consultants shall prepare all construction
documents, specifications, and provide all necessary construction observation
services. MDR shall direct and coordinate the team of consultants from the
schematic through construction observation stages. Time schedules and cost
reviews shall be maintained. It is assumed the City will be involved to approve the
work for each design stage and also to input operational needs. MDR shall take
the lead in any work sessions with the City. Such meetings shall be organized via
agenda, with minutes taken so as to ensure decisions are made by all parties in a
timely manner.
The RFP states a duration of four months to complete design services, starting in
early November 2003. MDR's workload presently has several projects under
construction, and our design personnel are available for new projects for starting
in November.
E. Schedule Requirements
i. MDR will be able to comply with the stated time frames, starting in November,
2003.
ii. The RFP notes a four -month time frame is anticipated inclusive of the bid period.
MDR questions the typical time frames necessary to achieve client approvals,
Building and Fire Department Plan Check, and bidding period within the four
months.

Temporary facilities during construction consisted of
three modular trailers, a freestanding tent housing ninety
golf carts, covered cart wash area, outdoor dining deck,
and accessibility ramp. Temporary facilities were located
in the existing parking lot away from construction activi-
ties and golfer's circulation. The three modular trailers
contained the golf shop, restrooms, and snack bar with
sit-down bar. The permanent transformer was installed
along with the temporary facilities.

As one of the seasonal hosts for the re-
nowned Bob Hope Chrysler Classic golf
tournament, this 62,000 square foot coun-
try club replaced the original aging facility.
The clubhouse was carefully sited to take
advantage of spectacular mountain views
while the curved facade allows the interior
public spaces maximum spectator viewing.
The building massing, exterior stonework,
and slate roof beautifully compliment the
surrounding desert terrain. Facilities include
fine dining, mixed grill, cocktail lounge,
Japanese baths, private meeting rooms, and
extensive locker and fitness rooms. A sepa-
rate banquet facility serving 300 seats is
linked to the main clubhouse.

Dramatically sited to overlook two Robert Trent Jones
Jr. golf courses, this 44,000 square foot exclusive country
club was designed in the Craftsman style utilizing
traditional wood detailing and architectural elements for
both exterior and interior treatment. Golf club amenities
include formal dining room, cocktail bar, separate
member's entry, extensive locker rooms with spas, saunas,
and steam baths, private men's and women's cardrooms,
mixed grille, pro shop, and bag storage. The subterranean
cart barn houses 144 electric carts and includes a storage
area and repair shop. The adjacent racquet club facility
provides changing rooms, tennis pro shop and snack bar.
The project was awarded the SARA Design Award of Merit.

Mr. Deckert is a licensed architect, Land planner, and urban designer with ex-

the United States and around the world. Mr. Deckert has acted as principal

Young Engineering Services, formerly Cal West Engineering, has been in business in the Coachella
Valley since 1991. Our firm specializes in providing a wide range of civil and structural engineering,
municipal engineering, and code consulting services. We serve our clients from our office in Palm
Desert, California. Our business approach is to tailor our services specifically to the needs of our
clients by providing "personalized" service that will respond to each individual client's specific needs

Structural Engineering services include complete design and drafting of commercial and residential

OBJECTIVE:
Assist the project team in the development of plans, specification and budgets. This includes
value engineering, design evaluation, surveys, budgeting, phasing and scheduling. As part of
the pre -construction effort it will be R.D. Olson's goal to assist the team in making
recommendations that meet the client's operational, financial and aesthetic goals.
COMPETITIVE COSTING
Process
• Once there is adequate design information available in a trade area bid documents are
prepared and sent to pre -qualified subcontractors. These documents include a detailed
scope o f w ork a nd a b id d ue d ate. A s ufficient n umber o f -i nvitations w ill b e s ent t o
produce a minimum of four qualified bids in each trade.
• The P roj ect M anager w ill p repare a p reliminary s preadsheet s uitable for a nalyzing t he
completeness of each subcontractor's bid proposal.
• When the proposals are received, the Project Manager will enter the date into the
spreadsheet for comparisons to the other subcontractors within each trade. After
reviewing the proposals the spreadsheet will be modified for additional inclusions and
exclusions by the individual subcontractors.
• The Project Manager will review the proposals and spreadsheets and generate questions
back to the subcontractors. The Project manager will call the appropriate subcontractors
for answers and clarifications and note their responses. The Senior Project manager and
Project Manager will review the responses and then draft recommendations for
subcontractor selection.
• The Senior Project Manager will present all bid information and their. recommendations
for each trade to the appropriate members of the project team as specified by the owners
representative. This "open book" approach gives the owner full access to the bidding
information and assurance that competitive procedures are being followed which result in
competitive pricing.
