APPROVAL
The Design and Development Department has reviewed and approved Special Event Permit
(multi-year) – Non-Residential 2017-0008, pursuant to LQMC Section 9.100.130 (Special events-
nonresidential), based on the following Findings:
A. The event will not be detrimental to the health, safety and general welfare of the
community in the area of the proposed event.
B. There is adequate area to conduct the event and to accommodate the anticipated
attendance.
C. Sufficient parking will be provided for the anticipated attendance.
D. Food service operations, medical facilities, solid waste facilities, sewage disposal methods
and potable water service have been provided.
E. Fire protection plans and facilities have been provided to the satisfaction of the fire
marshal.
F. Security plans and facilities have been provided to the satisfaction of the sheriff.
G. Public roadways providing access to the event are capable of accommodating the
anticipated traffic volumes in a reasonable and safe manner with minimal disruption to
local traffic circulation.
This approval authorizes the applicant to conduct the event pursuant to compliance with all
conditions of approval of this permit. The applicant must obtain any permits, as may be required
below, in order to physically set up the event.
CONDITIONS OF APPROVAL
Completion/confirmation prior to start of the event:
1. Notice shall be given to existing property owners and residents within 500 feet of the
event areas prior to each event, informing them of the provisions, restrictions and event
conditions that will affect area traffic patterns and other routine daily operations in the
area. The notice shall include the date, time, hours of operation, description of event, and
name and contact phone number of the local contact person and the police department.
Notice shall be issued no later than fourteen days prior to each event, and completed no
more than seven days prior to the event.
2. The applicant shall provide a contact person information sheet, listing all designated
event liaisons and their contact information. Specifically, event management staff shall
be identified, with their respective 24-hour contact phone numbers. This list shall be
submitted to the Design and Development Department no later than 3 days prior to each
event.
3. The applicant shall contract with the Riverside County Sheriff’s Department for traffic and
crowd control, and internal/external security in conjunction with private security for public
safety, as determined by their agency through contractual arrangements. All such
contractual arrangements shall include traffic control and security coverage for all City
properties used in conjunction with this event. The City shall have no responsibility,
financial or otherwise, in establishment or implementation of such contractual
obligations.
4. The applicant shall contract with the Riverside County Fire Department for provision of
services necessary to insure public safety, as determined by their agency through such
contractual arrangements. All such contractual arrangements shall include coverage for
all City properties used in conjunction with this event. The City shall have no
responsibility, financial or otherwise, in establishment or implementation of such
contractual obligations.
5. Permits for any temporary structures (e.g. tents and/or canopies exceeding 400 square
feet), stages, portable generators or open flame devices shall be obtained prior to their
installation. Prior to the event set-up, please contact the La Quinta Building Division and
Riverside County Fire Safety for any additional requirements. Fire lanes shall be
established and/or maintained during the event.
6. The minimum fire extinguisher (2A10BC) coverage shall be provided in every tent and
canopy as per the following:
a) 200 to 500 aggregate square feet of floor area: One 2A-10BC
b) 501 to 1000 square aggregate feet of floor area: Two 2A-10BC
c) Each additional 2000 square feet of floor area: One 2A-10BC
7. Extinguishers shall be securely installed and mounted 3-5 from ground. Fire extinguishers
shall be inspected at time of final inspection.
8. Portable generators shall be shielded to prevent accidental contact with guests.
Generators and internal combustion sources shall be separated from tents/canopies by a
minimum of 20 feet and shall be isolated from the public.
9. Any lighting shall be directed away from surrounding roadways and surrounding
residential properties. No spot or searchlights are permitted.
10. If any ground excavations are required, please contact Underground Service Alert (USA)
at 1-800-227-2600 or 1-800-422-4133. This service is free of charge provided USA is given
two days notice prior to commencement of work.
11. All temporary electrical wiring to any concession/vendor spaces shall be secured to
prevent physical hazards to the public and participants. Wiring/cords shall not be
subjected to environmental or physical damage.
12. All extension cords shall be over current protected and or ground fault interrupter
protected. No additional taps are to be in any device. (NO octopus, 2 way, 3 way taps,
cube adapter or multi-plug extension cords). Quad boxes are approved if wired with 12/3
gauge wire or greater. All extension cords shall be of 12/3 gauge wire or greater with
approved connectors.
13. LP-Gas containers shall be located outside and adequately protected to prevent
tampering, damage by vehicles or other hazards. Equipment such as tanks, valves, tubing
and other related components shall be approved.
14. At least one 40BC or Class K type fire extinguisher shall be provided for each kitchen with
a deep fat fryer, power generator, transformer, cooking operations and at locations where
flammable or combustible liquids are stored or dispensed.
15. Location of concession stand utilized for cooking shall have a minimum of 20 feet of
clearance from other concession stands, cooking tents, outdoor cooking, and rides.
16. Electrical heating, cooking equipment, and extension cords shall be of a grounded type,
and approved for exterior use upon inspection.
17. Operations such as warming of foods, cooking demonstrations and similar operations
that use solid flammables, butane or other similar devices which do not pose an ignition
hazard, shall be approved upon inspection.
18. Roadways/traffic aisles to structures and activities in and around the event will be
maintained accessible to emergency vehicles at all times. The applicant may be required
to provide a fire lane of sufficient width for emergency vehicle access on Avenida La
Fonda if required by the Fire Marshal. The applicant shall post “NO PARKING” signs to keep
the lanes clear during the event hours as well as posting of advance notification signs of
said restriction at least 48 hours prior to the event as required by the City Engineer.
19. The applicant, for each event, shall obtain an encroachment permit for the off-site
directional signs, promotional signs, pole banners and traffic controls placed in the City’s
right-of-way that are allowed and as conditioned with this permit. Traffic control plans
shall be submitted along with the permit application for City approval. Please contact
Amy Yu at (760)777-7047 for assistance on obtaining an encroachment permit.
20. The applicant shall pay $636.66 for the overtime hours of the City Traffic Signal
Maintenance staff to adjust the traffic signal timing on Calle Tampico for the event. This
amount is subject to change for the events in 2019-2021.
21. Prior to use of the off-site unpaved valet parking lot(s), the applicant shall comply with
the requirements for Fugitive Dust Control per Chapter 6.16, LQMC. The applicant shall
provide written evidence acceptable to the City Engineer to ensure that construction and
stabilization of the unpaved parking lots for the event are pursuant to Chapter 6.16.
22. The applicant shall provide access for the residents on Avenida Nuestra, Calle Guatamala,
Calle Hueneme, Calle Iloilo, Calle Jacumba and Calle Kalima, their guests, mail carriers,
and companies delivering to them from Desert Club Drive via Calle Fortuna or Calle Cadiz
and Avenida Nuestra and as determined by the City of La Quinta. The residents living on
the south side of Avenida La Fonda within the event area, their guests, mail carriers, and
companies delivering to them shall be allow access to the westbound one-way Avenida
La Fonda and as determined by the City of La Quinta. Additionally, the applicant shall
provide a simplified traffic control plan to residents showing the access routes and
restrictions to be in force during the event.
23. If any traffic signals are going to be put into all red flash during the event, a note shall be
added to the Traffic Control Plan to notify the traffic signal maintenance staff when they
are to be placed into flash and when they are to be put back into full color operation.
24. In general, the traffic control plan appears complete, but additional signs may be required
after issuance of this Special Event Permit if deemed necessary by the City Engineer. The
Traffic Control Plan shall be approved prior to issuance of any applicable encroachment
permit.
25. The parking plan and use of vacant lots shall be modified if any lots become unavailable
or additional lots are to be utilized.
26. The applicant may be required to provide a fire lane of sufficient width for emergency
vehicle access on Avenida La Fonda if required by the Fire Marshal and post No Parking
signs to keep the lanes clear during event hours as well as posting of advance notification
signs of said restriction at least 48 hours prior to the event as required by the City
Engineer.
27. The applicant shall remove all non-applicable traffic control devices on Calle Tampico and
Avenida La Fonda during non event hours. Barricades to Calle Guatamala, Calle Hueneme,
Calle Iloilo, Calle Jacumba and Calle Cadiz may remain during non event hours but must
have adequate reflectorization and visibility.
28. The City of La Quinta reserves the right to require modifications of the work be made at
permittee’s sole cost for proper sight distance requirements per guidelines in the AASHTO
“ A Policy on Geometric Design of Highways and Streets, 5th Edition” or latest, in the
installation of all appurtenances abutting and within the public street right-of-way. Please
contact Leonard St. Sauver, Public Works Inspection Supervisor, at 760-275-2143 to
schedule a field meeting before installation of these signs to ensure proper sight distance
for drivers.
29. For Thursday and Friday event days, the applicant shall make prior arrangements with the
City of La Quinta for staff and visitors parking in the South Parking Lot off of Avenida La
Fonda.
30. No on-street parking outside the approved event area may be utilized for valet parking
services, other than the areas along Avenida La Fonda which have been identified in the
traffic control plan. All on-street parking areas not otherwise restricted under the traffic
control plan as approved shall remain available for public use.
31. The applicant shall provide parking placards to all City of La Quinta employees. In
addition, all Wellness Center employees shall be given wristbands and parking passes.
32. The applicant shall provide adequate proof of insurance to the City of La Quinta for each
event. Insurance shall be provided a minimum of sixty (60) days prior to each event.
33. All vendors shall obtain a City Business License. The serving of food and alcoholic
beverages during the event shall be subject to the rules and requirements of the Riverside
County Health Department and State of California Alcoholic Beverage Control. The
applicant shall provide the City with proof of ABC approval prior to the event.
34. The applicant shall obtain a Facility Use Agreement(s) that allows use of the Civic Center
Park for the event dates.
Completion/confirmation during the event:
35. No vehicle in the north parking lot shall park or stand on Calle Tampico within 150 feet in
each direction of the driveway.
36. Parking monitors shall wear light-colored clothing and reflective vests as needed. Flash
lights shall be used after dusk. Parking monitors shall be posted at the north and south
City Hall parking lots, to enforce the provisions of the traffic control plan. Parking monitors
shall allow ingress and egress of the City Hall parking lot to staff, residents and visitors
during City Hall operating hours (M – Th. 7:30 a.m.– 5:30 p.m., F. 8:00 a.m. – 5:00 p.m.)
37. The use of amplified equipment for music presentations is permitted, provided that all
provisions of the City of La Quinta’s Noise Ordinance (LQMC 9.100.210) are complied with.
Due to the sensitive land-uses surrounding the La Quinta Civic Center Campus, music
presentations and event noise shall not exceed 65 decibels at any time, measured from
the perimeter of the event site. The applicant is required to have a decibel meter reader
available to event staff, at all times, to monitor sound levels.
38. Certain areas providing access to the event area are public and, as such, general public
access may not be denied or restricted in any manner that extends beyond the limits of
this event as approved. This includes residential access to the neighborhood south of the
La Quinta Civic Center Campus.
39. Security personnel shall be easily identifiable to the public by the provision of uniformed
personnel. All designated private security personnel must be licensed by the State of
California and possess a valid Private Security license.
40. Public property shall not be defaced by paint or other types of permanent materials such
as pen, markers, etc.
41. The serving of food at the event shall be subject to rules and requirements of the
Riverside County Health Department.
42. As the applicant proposes to place signs in City street rights of way, the signs shall
conform to Section 9.160 of the La Quinta Municipal Code (the Sign Ordinance) and the
conditions set on the encroachment permit for said signage.
43. All required traffic control and dust mitigation measures shall be implemented by the
applicant at no cost to the City of La Quinta. Dust control measures shall be employed
during all event activities, pursuant to Chapter 6.16 of the Municipal Code.
44. The applicant shall conform to Section 9.160 of the La Quinta Municipal Code (Sign
Ordinance) and the conditions set on the encroachment permit for said signs.
Installation, design, maintenance and removal of the signs shall conform to the
standards set forth in Section 9.160.070 of the Sign Code, and the conditions listed in this
letter.
45. A maximum of sixty (60) directional signs are permitted as shown in the sign application.
Directional signs shall not exceed an area greater than three (3) square feet. Directional
signs shall be placed approximately 200 feet apart from similar signs. All directional signs
shall be freestanding and not attached to mailboxes, landscaping, etc. All signs shall be
placed no closer than five (5) feet from behind the curb along public roadways.
46. A maximum of twelve (12) self-standing promotional signs are permitted as part of this
application. The signs shall be mounted on wooden posts no smaller than 4” x 4”. In
order to maintain proper sight distance for drivers, the proposed promotional sign in the
northwest corner of Jefferson Street and Avenue 50 shall be placed by the right turn
pocket area.
Completion/confirmation after the conclusion of the event (if necessary):
47. The event sites used shall be left clean and in its original manner after the event.
Temporary trash receptacles shall be provided in and around the event areas. All event
areas shall be left free of debris at the end of each day’s activities, and after the event
concludes.
48. All signage must be removed at the conclusion of the event, or each sign is subject to a
$50.00 fine. Please contact the Code Compliance Department at (760) 777-7050
regarding removal of signage.
49. Any damage to public hardscape due to the installation and/or removal of the directional
signs shall be repaired as directed by the City Engineer. This includes but is not limited to
sidewalks, curb and gutter, landscaping, and pavement especially within the surrounding
public streets.
FINAL ACKNOWLEDGEMENT/CONTACT INFORMATION
By holding this outdoor event, the applicant agrees to indemnify, defend and hold harmless the
City of La Quinta (“the City”), its agents, officers and employees from any claim, action or
proceeding to attack, set aside, void, or annul the approval of this temporary use permit. The City
of La Quinta shall have sole discretion in selecting its defense counsel. The City shall promptly
notify the applicant of any claim, action or preceding and shall cooperate fully in the defense.
The City may elect to add Conditions to this application request to mitigate any problems that
arise not previously addressed herein.
This decision may be appealed to the Planning Commission, provided the written appeal and
filing fee of $1,505.00 are submitted to this Department within 15 calendar days. Please contact
this office should you wish to file an appeal, and we will assist you in that regard.

14. DISABLED PARKING SHALL BE IN THE SENIOR CENTER PARKING LOT. AND WILL BE ACCESSED FROM MAIN ST.
15. THE SOUTH PARKING LOT OF CITY HALL WILL BE USED FOR CITY EMPLOYEE PARKING ON THURS 3/01 AND FRI 3/02 WITH ARTIST
LOADING & UNLOADING. ON SAT. 3/03, THE WASHINGTON ST DRIVEWAY WILL BE COMPLETELY CLOSED AND WILL REMAIN SO UNTIL
