Dear Collcguc:
Did you know that arts agencies with a cultural plan increased their budgets significantly
more than those agencies without such it plan?
In fact, NALAA's Monographn reported that local arts agencies with a cultural plan
expericn.ced a 61 % increase in their budgets from 1988-1991. In, comparison, those without
a cultural plan experienced a modest 12 % budget increase. It appears that fundcrs at the
state, local, and national levels are more inclined to fund local arts agencies that have
planned their activities in consideration of the needs and interests of key stakeholders in their
communities.
Additionally, one of the criteria of the California Arts Council's State -Local Partnership
Procram's Level Three funding is that applicants have a community cultural plan in place.
Other criteria include: full-time staffing and a track record of effective programs. We
would like to Support your aQenyy in being able to apply for these funds at the next cycle :n

The California Arts Council has recommended that $20,000 be granted to the Los Angeles
County Music and Performing Arts Commission for re -granting to Loa Angeles County
municipal arts agencies who will undertake cultural planning. This funding will be
contingent upon passage of the State budget. We strongly urge those of you interested in
applying for this funding to attend the workshop. It will greatly strengthen your application.
The workshop will provide you with an understanding of the basic components
of the community cultural planning process.
* CALAA Region 4 Co -Chair Laura Zucker will share with you what she
considers to be key issues to consider when embarking upon a planning ,.
process.

Sandra Gibson, Executive Director of the Public Corporation for the Arts in
Long Beach, Connie Beardsley, Manager of the Arts Office in Carlsbad, and
Tomas Benitez, consultant to the City of Pasadena Arts Division, will discuss
what worked and what did not in their planning processes. Based upon their
experience, they will share specific recommendations to those embarking on
community cultural planning for the first time.
* Nancy Angelo, resource and Organization Development Consultant, will
facilitate your beginning to formulate the first steps of your planning process.
The cost of the workshop is:
$15 for CALAA members who pay by July 8; $25 for CALAA members
paying after July 8.
* $45 for non-CALAA mcmhcrs who pay by July 8;^ 5 -for those non-nraaftrs
