In fact, NALAA's Monographn reported that local arts agencies with a cultural plan expericn.ced a 61 % increase in their budgets from 1988-1991. In, comparison, those without a cultural plan experienced a modest 12 % budget increase. It appears that fundcrs at the state, local, and national levels are more inclined to fund local arts agencies that have planned their activities in consideration of the needs and interests of key stakeholders in their communities. Additionally, one of the criteria of the California Arts Council's State -Local Partnership Procram's Level Three funding is that applicants have a community cultural plan in place. Other criteria include: full-time staffing and a track record of effective programs. We would like to Support your aQenyy in being able to apply for these funds at the next cycle :n January, 1995. { ym are lit i to end a special wo&shop Corsinst o CkUaral PkOkSt, c :bdd tfri y Frida , _iul frtmn gam to 4 m at -the rIft Atop hard Apapb tbeatre Con€ "ncle.
