MINUTES
January 11, 1995
I. CALL TO ORDER
The regular meeting of the Cultural Affairs Commission was called to order at 7:00 p.m. in the La Quinta Civic
Center Study Se~sion Room. Mr. Bohlen led the Pledge of Allegiance.

IV. APPROVAL OF MINUTES
Chairperson Francis declared the minutes of November 21, 1994 approved since there were no changes.
V. ANNOUNCEMENTS
A. Staff apologized for the cancellation of the December 19, 1994 meeting.
B. Clint Bohlen, Parks and Recreation Director announced his resignation effective January 27, 1995. He has
accepted a position of Deputy Director of Recreation in Flint, Michigan. Mami Francisco, Recreation
Supervisor will be staffing the meetings until further notice.

VII. CORRESPONDENCE AND WRITTEN MATERIALS
A. Staff distributed the City Council minutes of December 6 & 20, 1994. Staff asked If the Commission would'
be interested in receiving agendas and minutes of City Council meetings on a regular basis. Some
Commissioners were receiving agendas, and others were receiving agendas and minutes. Staff will see that
both items are mailed to the Commissioners on a regular basis through the City Clerk's office effective
immediately.

VIII. STAFF REPORTS
A. Children's Museum La Quinta Day
January 21, 1995 is "La Quinta Day" at the Children's Museum of the Desert ,in Rancho Mirage. Staff said
flyers would be distributed throughout the schools. Commissioner Berliner asked if it would be advertised
in the Desert Sun. Staff will be sending a press release on Friday, January 13, 1995. Commissioner Hull
noted that the Children's Museum would possibly be advertising this through their PR program.
B. LQ Demographics from 1990 Census
Staff reviewed the report with the Commission. Commissioner Berliner asked for a description of Areas A-D.
Staff indicated that Area A' is north of Highway 111, Area B is between Calle Tampico and Highway 111,
Area C is the Cove, and Area D is the area south of Tampico and east of Washington.
Staff distributed information from SCAG which was a summary of the 1990 US Census for the La Quinta
area. The updated population numbers distributed by staff are based on building permits that were pulled,
and there' is no way to determine if the permit was for a year round or seasonal resident. Commissioner
Berliner asked if La Quinta, in general, has a higher than usual number of year round population because
it is not a resort area. Staff indicated that was correct.
IX. COMMISSION BUSINESS
A. Review Work Plan Assignment Sheet
Commissioner Klein distributed copies of her Work Plan, Sheets to the Commission. Items proposed are:
1) The Founding of La Quinta, 2) Poesia de Dos Mundos (Poetry of Two Worlds), and 3) Sidewalk Art.
Each Commissioner explained the proposals they authored and fielded questions and comments from staff
and the rest of the Commission. After a lengthy discussion of all 13 proposals the Commission determined
the priority of each Item and whether it is an "ongoing" project, would it be a short term (6-18 months) or
long term (18-36 months) project, or If it should be combined or tabled. The results are as follows:

XI. COMMISSIONER REPORTS AND INFORMATIONAL ITEMS
Art In Public Places - Staff will provide APP Minutes as they become a'(ailable.
Encorel - First concert is January 15th, seating is limited.
LQ Arts Foundation - February 26th from 9-4 pm, Arts & Crafts Under the Umbrella, Stouffer Esmerelda. '
Plans underway for March show.
LQ Arts League - Gearing up for March '95 show.
LQ Chamber of Commerce - YEMP to begin soon.
LQ Friends of the Library - Book donations is good. Book sale will be determined at a later date.
LQ Historical Society Museum - Gala is February 12th, La Quinta Resort, $75 per person, entertainment
provided by Steve Berliner Orchestra, Hal Linden is Honorary Chairman. Kinetic Art may be activated at
the Gala. Golf tournament in May at Rancho' La Quinta and lunch will be at the La Quinta Hotel.
LQ Little Theater - Many letters received from the public, gifts were distributed to non-profit agencies like
the CoacheUa Mission. Next session starts February 2nd and will be held after school, registration is $20.
Round Table West - Luncheon to be held January 16th.
School Site Council Committee - Nothing to report.

XIII. ADJOURNMENT
It was moved by Commissioner Berliner/Hull to adjourn the Cultural Affairs Commission meeting to the next
regularly scheduled meeting on Monday, January 23, 1995. Motion carried unanimously. Meeting adjourned
at 9:15 p.m..
