CACMIN 03 08 1996 CULTURAL COMMISSION SPECIAL MEETING MINUTES March 8, 1996 I. CALL TO ORDER A special meeting of the Cultural Commission was called to order at 11 :00 a.m. in the La Quinta Civic Center Study Session Room. Chairperson Hull presided over the meeting and led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Honey Atkins Commissioner Susan Benay (Vice Chairperson) Commissioner Kathryn Hull (Chairperson) Commissioner Archie Sharp Commissioner Judy Vossler MEMBERS ABSENT: Commissioner Susan Francis One Vacancy STAFF PRESENT: Marty Nicholson, Parks & Recreation Director Cristal Spidell, Secretary II. CONFIRMATION OF AGENDA III. APPROVAL OF MINUTES - None IV. PUBLIC COMMENT - None V. CORRESPONDENCE AND WRITTEN MATERIALS - None VI. STAFF REPORTS - None VII. COMMISSION BUSINESS - None VIII. WORK PLAN UPDATE - Committee Reports A. La Quinta Pageant Commissioner Atkins introduced members of the La Quinta Pageant Subcommittee present. Those present were Fred Rice, Judy Vossler, and herself. All other members were unable to attend. Commissioner Atkins then reviewed the Staff Report prepared for presentation of the La Quinta Pageant Program to the City Council. Commissioner Atkins introduced Dr. Jim Volz, a consultant hired by VIVA Foundation as recommended by the Commission. Dr. Volz read the Mission Statement of Viva La Quinta which is the name given to the pageant. Chairperson Hull feels the statement is too long because it is two paragraphs. She suggested making the second paragraph a list of objectives and goals. Dr. Volz concurred. Commissioner Vossler added that the statement is broad in order to give enough information to the City Council. The rest of the proposal was reviewed which covered concept, proposed methodology, budget, and income projections. CACMIN.021 1 Dr. Volz suggested soliciting letters of support for the project from the La Quinta Hotel, Chamber of Commerce, Viva Foundation, and KSL after the Council has reviewed the proposal on April 16, 1996. Staff suggested specifying a $10,000 commitment from the City each year in the amount of $10,000 in the Staff Report so the Council will be aware of what the Committee wishes to receive. After completing the review of the proposal by Dr. Volz, Commissioner Atkins showed the Commission an artistic rendering by Andre Blanchet of what the stage area could look like. IX. COMMISSIONER COMMENT & ANNOUNCEMENTS Chairperson Hull announced that she will be absent on March 25, 1996. Staff reminded the Commission that the City Council will be discussing the future of Commissions, Boards, and Committees on March 19, 1996 and all Commission members are welcome to attend. X. NEXT MEETING DATE, TIME AND TOPIC Monday, March 25, 1996 7:00 P.M. La Quinta Civic Center Study Session Room . Committee Reports . XI. ADJOURNMENT It was moved by Commissioner Atkins/Vossler to adjourn the Special Cultural Commission meeting to the next regularly scheduled meeting on Monday, March 25, 1996.
