Department Report
BACKGROUND:
The Parks & Recreation Department completes a monthly Department Report consisting of
attendance figures for all programs, upcoming events and meetings attended. The Department Report
is transmitted to the City Council on the second Council meeting of every month.
As noted during the last Commission meeting, the Senior Center Recreation Attendance report
reflects total attendance (Le. not the number of different attendees). Staff has been advised that this
is due to the fact that Senior Programs may not have "sign ups"; but rather are simply available to
those who choose to attend each activity. Staff is reviewing options to improve the clarity of its
activity report.

MEETING DATE: November 20, 1996
ITEM TITLE: Cultural Arts Master Plan
At the October 28, 1996 Cultural Commission meeting, the Commission asked that this
item be placed on the agenda for discussion.
The Commission was particularly interested in the results of the survey that was
distributed with the November 1996 Chamber newsletter. Pursuant to Commission
direction, staff has attached copies of all responses received up to and including
November 13, 1996-the date of preparation of this agenda. Staff will bring any
additional responses received after that date to the November 20, 1996 Commission
meeting.
Also in accordance with Commission direction, staff attempted to make available the
survey at the Mayor's luncheon on November 7th; however, the luncheon was canceled.
As deemed appropriate by the Commission.

ITEM TITLE: Consideration of a Cultural Calendar as a component
of the Cultural Commission Work Plan
At the September 23, 1996 Cultural Commission meeting, the Commission approved a
motion to add the development of a Cultural Calendar to its Work Plan. This item is
being placed on the agenda as a separate item in order to allow the Commission the time
necessary to develop/describe the program in the Work Plan format as deemed
appropriate. The actual calendar is not being considered at this time. A blank Work
Plan form is attached for your use.
The Commission will be considering the Work Plan itself as another item on tonight's
agenda. Any action taken here will be then be input into the Work Plan for further
consideration.

ITEM TITLE: Review 1996-97 Cultural Commission Work Plan
The Cultural Commission reviewed the Work Plan at their September 23, 1996 meeting
and recommended several changes to the Work Plan. The Commission considered this
item again at their October 28, 1996 meeting.
Pursuant to direction from the October 28, 1996 Commission meeting, staff listened to
the tapes from the September 23, 1996 Commission meeting and has prepared the
attached redlined version of the Work Plan. In addition, a suggestion was made at the
October 28th Commission meeting to put the Arts Advocacy Program "on hold". That
suggestion has been incorporated into the attached redline Work Plan.
Please note that the added section "Develop a Cultural Calendar" lacks details; however,
that item is scheduled to be considered as a separate item at the November 20, 1996
Commission meeting. Any action taken during that discussion can be applied to this
component of the Work Plan.
At the October 28, 1996 Commission meeting, there was also continuing discussion
regarding holding joint meetings/roundtables with other cities in the Coachella Valley and
possibly including this as an item in the Work Plan. At that time, staff indicated that
some legal research would have to be completed concerning the Brown Act in relation
to this proposal. The City Attorney has been made aware of the conceptual plan and
has indicated that she will be present for this agenda item to advise the Commission
regarding Brown Act considerations.
As indicated at the October 28, 1996, any changes made to the Work Plan will be
forwarded to the City Council for their consideration/approval.

Arts Advocacy
Method(s) of Fulfillment: Prepare guidelines and resources for parents,
educators, organizations and citizens at large to
advocate for arts education in La Quinta schools grades
K-3. Lobby for appointment of music and art
coordinators/supervisors, encourage adoption of
"National Standards for Arts Education." This program
will be implemented in cooperation with Desert Sands
Unified School District.
Suggested Resources: MENC, MTNA, National Coalition for Music Education,
local art and music organizations. Staff time and funds
are minimal. Utilize parent volunteers.
Expansion of Assignment: The goal is to eventually reach all students K-12 in the
Desert Sands Unified School District.
Commissioner Availability: All Commissioners are resources.

The November issue contains a
short questionnaire about cultural
life in the city, with questions such
as, "What type of cultural organiza-
tions or events would you like to see
in La Quinta?"
The Cultural Arts Master Plan
Committee will tally the responses
and report the_ results to the com-
mission later this month.
The next step will be for the
commission to get the word out
further and invite residents to at-
tend public workshops wherein task
forces will encourage discussion
and elaboration .on the thetne,
"What can we do to enhance the
cultural life in our city?"
The goal is an actual plan that
will fit within the city's General
Plan.
Some of the questions that are
being raised are whether the pro-
posed cultural plan can help direct
city monies or guide future devel-
opments within the city limits.
Every city would like to see
cultural growth; a plan will flesh
out the direction individuals and
arts groups would like to see the
city go.
As it stands, the city grants
several cultural institutions finan-
cial support in varying dollar
amounts.
The La Quinta Historical Society
received a $10,000 grant from the
city, and the Community Concerts
Association received $5,000. A
commitment of $75,000'was award-
ed this year to the La Quinta Arts
Foundation in the form of a con-
tract for services.
La Quinta Productions — a non-
profit institution formed in part by
cultural commissioners Honey At-
kins, Susan Francis and Judy
Vossler -- was granted $15,000 in
August.
The La Quit& Arts Association,
a new artists group, received a
little less than $1,000 this summer
to help it start a cooperative gal-
lery at the Vons Plaza at Highway
111 and Washington Street.
Poised to seek city money is the
new La Quinta Open Air Museum,
which will lease space at Sculpture -
land, previously known as La
Quinta Sculpture Park. Kathryn
Hull, Cultural Commission presi-
dent, also serves as vice president
on the board of directors for the
museum.
For years there has been talk
about a cultural arts center being
developed in La Quinta's downtown
village. Perhaps this movement by
the city to undertake a cultural
plan is a green light for such
development.
The questionnaire and workshops
will give the residents of La Quinta
a way to take part in shaping their
city's cultural future. The different
arts organizations may unite in
potential common goals that evolve
out of these workshops and prove
the adage, "There is strength in
numbers."
