CULTURAL COMMISSION
MINUTES
October 2, 1996
I. CALL TO ORDER
A special meeting of the Cultural Commission was called to order at 12:00 p.m. in the La Quinta Civic Center Study
Session Room. Chairperson Hull presided over the meeting and Commissioner Sharp led the Pledge of Allegiance.

It was moved by Commissioner Atkins/Sharp to excuse Commissioner Francis from the meeting. Unanimous.

V. BUSINESS ITEMS
A. Cultural Arts Master Plan - Staff reviewed the report with the Commission. Chairperson Hull opened the
discussion of the Community Cultural Arts Questionnaire. Commissioner Vossler asked if the City has a Bulk
Mailing Permit, if the City would pay the postage of questionnaires returned, and whether City Council approval
is needed before mailing the questionnaire. Ms. Nicholson indicted the City does have a Bulk Mail Permit;
payment of returning the questionnaires is not being proposed and it would have to be approved by City
Council because expenditure of funds has not been approved; and no City Council approval of the
questionnaire is required since it is a task within the development of the Cultural Arts Master Plan which the
City Council has already approved.
The Commission discussed the questions on the questionnaire. "Why?" was removed from question No.2 &
3. Question NO.4 was changed to "What kind of public image do you think La Quinta's cultural offerings have
within our city? In the Coachella Valley?" Question No.5 was changed to "What could be done to enhance
the cultural life of La Quinta?". It was moved by Commissioner Vossler/Benay to approve the questionnaire
as changed. Unanimous.
Staff will submit the questionnaire to the Chamber Newsletter as a tear out with the City's return address on
the back of it, although the Chamber is not receptive of this idea because it takes up a lot of space in the
Newsletter. Commissioner Vossler will proof the questionnaire for final review.

It was moved by Commissioner Atkins/Vossler to adjourn the meeting to the next regularly scheduled Cultural
Commission meeting on October 28, 1996. Motion carried unanimously.
