CACMIN 02 27 1997 CULTURAL COMMISSION MINUTES February 27, 1997 I. CALL TO ORDER A regular meeting of the Cultural Commission was called to order at 12:00 noon in the Study Session Room of the La Quinta Civic Center. Chairperson Hull presided over the meeting. Commissioner Atkins led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Honey Atkins Commissioner Susan Benay Commissioner Kathryn B. Hull (Chairperson) Commissioner Judy Vossler MEMBERS ABSENT: Commissioner Susan Francis Two Vacancies STAFF PRESENT: Mark Weiss, Assistant City Manager Britt Wilson, Management Assistant Cristal Spidell, Secretary II. PUBLIC COMMENT III. . CONFIRMATION OF AGENDA IV. CONSENT CALENDAR 1. Approval of Minutes of January 23, 1997 and February 12, 1997 It was moved by Commissioner AtkinsNossler to approve the Minutes as submitted. Unanimous. 2. Attendance Report for Month of January 1997 - Received and filed. V. PUBLIC HEARING VI. BUSINESS ITEMS A. Election of New Vice. Chairperson Chairperson Hull opened nominations for Vice Chairperson. Commissioner Atkins nominated Commissioner Vossler. There being no further nominations, the Commission· unanimously voted Commissioner Vossler as Vice Chairperson. B. Appointment of New DEPA Program Chairperson It was moved by Commissioner Vossler/Atkins to table this item until a later date when there was a full Commission. Unanimous. MIN2-27 C. Review Draft Letter to Arts Organizations Regarding Cultural Commission Staff reviewed the draft letter to arts organizations with the Commission. The Commission made some changes to the letter which staff will finalize and mail to all La Quinta organizations on the Arts Mailing List. Commissioner Vossler suggested sending the letter out again in September because this is when most organizations regroup and open for the season. It was moved by Commissioner BenayNossler to approve the letter to arts organizations, as corrected, and mail it to La Quinta organizations. Unanimous D. Cultural Arts Master Plan 1. Community Workshop Mr. Wilson updated the Commission as to the budget for purchasing items for the Workshop, and he indicated there was a balance of approximately $20.00. Chairperson Hull distributed her detailed agenda, and a summary of what a Master Plan is, and the Commissioners concurred that this should be distributed to those attending the Workshop (copies are on file). The order of the questions, and last minute details were discussed and finalized. 2. Review Community Cultural Arts Questionnaire The Commission reviewed a synopsis of responses received so far which were contained in an information packet compiled by staff.. Additional questionnaires will be available to those attending the Workshop who have not already responded. E. Letters of Commendation The Commission reviewed letters of commendation sent last month. Commissioner Vossler suggested a letter be sent to the La Quinta Arts Foundation wishing them good luck on their upcoming Arts Festival. F. Support and Recognition of Art Organizations - None VII. CORRESPONDENCE AND WRITTEN MATERIALS A. Art in Public Places Commission Minutes for December9, 1996 B. Letter from Mayor Holt to Sherry Wollenberg, La Quinta High School, dated February 12, 1997 C. Memorandum Regarding Appointing New Commissioners D. Memorandum From Council Member Henderson Items A-D above were received and filed. VIII. COMMISSIONÈR ITEMS Commissioner Benay would like to do letter of support for the Open Air Museum to the City Council if they are approached for funds. Staff indicated this item will be scheduled for City Council consideration in March. Chairperson Hull informed the Commission that the Open Air Museum process is going slow, funds are low, and that grants are being applied for. Chairperson Hull distributed a copy of a letter she sent to Sally Ann Davis in regards to the panel for the May 15, 1997 conference. In response to attending an upcoming conference, staff indicated that if it was not previously authorized or budgeted they could not attend on behalf of the City, however they could attend on their own if they wanted. MIN2-27 2 IX. ADJOURNMENT It was moved by Commissioner Vossler/Atkins to adjourn the Cultural Commission meeting. Motion carried unanimously. Meeting adjourned at 1: 11 p.m..
