CULTURAL COMMISSION
MINUTES
December 12, 1996
I. CALL TO ORDER
A regular meeting of the Cultural Commission was called to order at 12:00 Noon in the La Quinta Civic Center
Study Session Room. Chairperson Hull presided over the meeting. Pledge of Allegiance was led by staff
member Mark Weiss.

A. Approval of Cultural Commission Minutes for November 20, 1996
It was moved by Commissioner Vossler/Atkins to accept the Minutes of November 20, 1996 as submitted.
Motion carried unanimously.
B. Update on Handbook for Commissions, Boards & Committees
Staff briefed the Commission on the history of the Handbook and indicated it would be distributed to all
Commissions, Committees and Boards within 30 days.
V. BUSINESS ITEMS
A. Cultural Arts Master Plan
1. Discussion of Valley-wide Cultural Affairs Conference
Staff reviewed the report with the Commission which included the letter, the agenda, and the
questionnaire which would be sent to those invited to attend the conference. Staff indicated that
the Senior Center was not available January 23, 1997 which was tentatively selected for the
valley-wide conference. The Commission discussed possible meeting format, dates, locations and
time of day for the conference. The Commission concurred that refreshments should be served.

The Commission reviewed and made changes to the Cultural Affairs Questionnaire. Staff will
make changes suggested by the Commission and will bring it back for further consideration. The
Commission concurred to include a self addressed stamped envelope with each questionnaire
mailed out, and recipients will be asked to return the questionnaire whether they are attending the
conference or not, and names would be optional.
Commissioner Francis left at this time (12:45 PM).
The Commission discussed who should be invited to the conference. It was suggested by
Commissioner Atkins to send the invitations to the City Manager of each city, and they could
forward it to the respective party. Chairperson Hull disagreed and suggested using the list that
has been put together already. Chairperson Hull further stated that you need to identify whom you
want to send the invitation to because sometimes they don't know who should receive the letter.
It was then suggested to do both, and only cultural bodies would be invited.
The Commission selected Thursday, February 6, 1997 from 3-5:00 p.m. at the La Quinta Senior
Center as the next date to consider. The invitations and questionnaire could be mailed out by
January 2, 1997 to those invited to attend. Commissioner Vossler suggested meetin'g December
18, 1996 to work on the invitation list, review the changes to the questionnaire, and talk about the
agenda.
It was moved by Commissioner Vossler to invite people who have a formal cultural relationship
with local city govemments. Commissioner Atkins seconded the motion if she could ask that the
motion be reworded in such a way that the invitation go to the city. Commissioner Vossler then
asked if she could amend the motion to say that the invitation would go to the person and a copy
would go to the city. Commissioner Benay indicated she does not have a willingness to vote on
the motion until it is researched to find out the nature of the relationships and the status.
Commissioner Vossler withdrew her motion, and Commissioner Atkins withdrew her second.
It was moved by Commissioner Benay/ Atkins to continue the remainder of the items on the
agenda to December 18, 1996 at 11 :30 a.m.. Motion carried unanimously.

It was moved by Commissioner Benay/Atkins to continue the Cultural Commission meeting to Wednesday,
December 18, 1996. Motion carried unanimously. Meeting adjourned at 1 :15 p.m..
