MINUTES
December 18, 1996

I. CALL TO ORDER
A continued meeting of the Cultural Commission was called to order at 11 :30 a.m. in the West Conference Room
of the La Quinta Civic Center. Chairperson Hull presided 'over the meeting.

A. Cultural Arts Master Plan
1. Valley-wide Cultural Affairs Conference
Staff reviewed all the changes that were made to the invitation letter and the questionnaire with
the Commission. The only change to the conference agenda was the date of the meeting. It was
decided by the Commission to hold the Valley-wide Cultural Affairs Conference on February 6,
1997 from 3-5:00 p.m. at the La Quinta Senior Center. Staff will mail a packet of information which
includes the invitation letter, the questionnaire, and a self-addressed stamped envelope. Staff
member Britt Wilson reviewed the City conta~rmation that was distributed to the Commission.
Commissioner Atkins thinks the individual it' should appoint who they want to attend the
Conference. Commissioner Vossler would e to invite all the Commission members, not just
one. C\~eC;
It was moved by Commissioner Francis/Atkins to direct staff to draft a cover letter to send with the
agenda packet with 5-7 self-addressed stamped envelopes to each City without an arts
Commission or Board requesting they forward the information to the appropriate representative.
The same would also be sent to each Commission, Committee and Board that has been identified,
as well as the La Quinta Art in Public Places Commission. Motion passed unanimously.

2. Discussion of Community Workshop
The Cultural Arts Master Plan Community Workshop will be held on Thursday, February 27, 1997
from 5:30-7:30 p.m. and will be held at the La Quinta Senior Center. The Commission concurred
that a reception with refreshments would be held. Commissioner Vossler suggested indicating the
time of the reception on the invitation.
3. Responses Received on Community Cultural Arts Questionnaire
Commissioner Benay told the Commission that she distributed the Community Cultural Arts
Questionnaires at Ralph's and the La Quinta Post Office. Staff will compile all the responses
received to date and will present them to the Commission for review and consideration at the next
meeting. Chairperson Hull asked if it was possible to tally the responses. Staff indicated it would
be difficult because they are open ended questions, however he could possibly do an analysis of
the responses to the questionnaire. In response to Commissioner Benay, staff indicated that the
City Council is aware of the questionnaires through "Items of Interest" and reading the
Commission's Minutes.
At the request of the Commission, staff will mail blank questionnaires to each Commissioner for
distribution.
B. Discussion of Cultural Commission Meeting Time
The Commission discussed meeting times and it was decided to leave the meeting time and day as is-
the fourth Thursday of each month at 12:00 noon.

VII. COMMISSIONER ITEMS
CommisSioner Benay discussed her feelings about Commissioner Sharp's resignation. Commissioner Benay
supports Mr. Sharp's right as a private public citizen to speak as he wishes on a questionnaire. She feels that
it is unfortunate that there were personal comments directed at him to resign based on his right as a private
citizen, and that it was an infringement on his rights to have requested his resignation.
Commissioner Atkins stated that she did not specifically ask for Commissioner Sharp to resign. Commissioner
Atkins said that she had "expressed an opinion that anyone with his attitude should resign". Commissioner
Atkins does not recall asking Mr. Sharp to resign nor does she recall anyone else asking him to resign.
Commissioner Atkins feels that the Chairperson should be alert to the fact that as Commissioners they need to
conduct themselves in a certain manner in the community and point that out to them. She further stated that 'if
she herself made a derogatory comment about an organization, the Chairperson would mention it to her in some
manner, either publicly or privately.
Chairperson Hull spoke about the memo she sent previously to all the Commissioners, and that they all have
to work together by supporting each other and the causes for which they work and represent. She reminded the
Commission that sometimes things are not always wonderful.

Chairperson Hull spoke about the Arts Education Mailing List the Commission compiled when they first began,
and she suggested referring to it again.
VIII. ADJOURNMENT
It was moved by Commissioner Vossler/Francis to adjourn the Cultural Commission meeting to the next regularly
scheduled meeting on Thursday, January 23, 1997 Motion carried unanimously. Meeting adjourned at 12:16
p.m..
