City of La Quinta CITY COUNCIL MEETING STAFF REPORT TO: Community Services Commission FROM: Robert Ambriz, Parks Superintendent DATE: October 9, 2017 SUBJECT: 2017 FACILITIES TOUR The Facilities Department (Facilities) will be conducting an informational tour of city facilities for Community Services Commissioners (Commissioners) on the following dates and times: • Saturday, October 28, 2017, 8:00 am – 10 am or 10 am – 12 noon • Saturday, November 4, 2017, 8:00 am – 10 am or 10 am – 12 noon The tour is designed to provide information of facility locations, amenities, and status on current projects. Per the Brown Act, no more than two commissioners may be scheduled per tour. If needed, another tour time slot will be added. STUDY SESSION ITEM NO. 1 City of La Quinta COMMISSION MEETING DEPARTMENT REPORT TO: Community Services Commission FROM: Chris Escobedo, Community Resources Director DATE: October 9, 2017 SUBJECT: RAINBOW STRUCTURE AT FRITZ BURNS PARK Recently, staff received a GoRequest to repaint the rainbow sculpture in original rainbow colors. This request has been made on previous occasions since installed at Fritz Burns Park. For clarification, the rainbow sculpture was given to the City by Pacific Santa Fe Corporation, who purchased the sculpture garden for a future housing development. At that time, the artist was deceased. The following photographs show the poor condition of the sculpture garden after his passing. Only the rainbow survived to recreate the City Seal and the other sculptures were discarded. STUDY SESSION ITEM NO. 2 On July 22, 2003, City Council directed staff to paint the rainbow sculpture and add quail and palm tree elements to recreate the City Seal. It was repainted in 2007 to match the City’s 25th anniversary seal. The piece is scheduled to be repainted as part of this fiscal year’s Art in Public Places maintenance program. A letter (Attachment 1) was written in 2003 by City Manager Tom Genovese to explain the acquisition and purpose of the rainbow sculpture. At the September 19, 2017 Council meeting, staff presented this item to the City Council for input and direction. After discussion, the Council directed this matter to the Community Services Commission. The Council would like to incorporate elementary school children in the repainting of this art piece perhaps youth from Benjamin Franklin Elementary. In addition, the Council would like input from local artists. In November, the Fall into Art event can provide a source for community input. EXECUTIVE SUMMARY • A Chairperson for the Commission is selected to preside over the meetings. An open vote will be taken at the Commission meeting to select a Chairperson. BACKGROUND/ANALYSIS Voting Procedures: All actions must be taken on a majority vote or by a majority of the quorum present. On the passage of every motion, the vote shall be taken by voice or roll call as appropriate. The Interim Chairperson will open and close nominations to the Commission for Chairperson. The vote will be taken and the Chairperson will be elected. Tie Votes: In the case of a tie vote, an additional motion is made which obtains a majority vote to break the tie. If a tie vote results at a time when less than all members are present, the matter shall automatically be continued to the Agenda of the next regular meeting, unless otherwise ordered by the body. ALTERNATIVES The selection of a Chairperson is necessary to meet the Municipal Code requirements to effectively preside over the Community Services Commission meetings; however Commission may table this discussion until the Commission has met full membership. RECOMMEND NEW WELLNESS CENTER ANNUAL MEMBERSHIP FEES TO CITY COUNCIL MOTION - A motion was made and seconded by Commissioners Chiapperini/Marley to recommend an increase of $25.00 for both resident and non-resident membership fees to the Council. Motion passed unanimously. COMMUNITY SERVICES COMMISSION MINUTES SEPTEMBER 10, 2017 2. RECOMMEND NEW HISTORICAL SOCIETY PLAQUES TO THE CITY COUNCIL MOTION - A motion was made and seconded by Commissioners Simonds/Chiapperini to recommend to Council the approval for the fabrication and installation of three new Historical Society plaques.
