CULTURAL COMMISSION
MINUTES
June 26, 1997
I. CAll TO ORDER
A regular meeting of the Cultural Commission was called to order at 12:00 noon in the Study Session Room of
the La Quinta Civic Center. Chairperson Hull presided over the meeting.

It was moved by Commissioner AtkinsNossler to excuse Commissioner Benay from the meeting because she is
in the hospital recovering from surgery. Unanimous.
II. PUBLIC COMMENT
Chairperson Hull noted that newly appointed Cultural Commissioner John Detlie was present. Patrick Welch and
Roxanne Voigt are expected to arrive shortly. (Mr. Welch arrived at approximately 12:25 p.m.).

A. Approval of Minutes of May 22, 1997 - No corrections.
B. Monthly Department Report for May 1997
It was moved by Commissioner AtkinsNossler to approve the Consent Calendar as submitted. Unanimous.

VI. BUSINESS ITEMS
A. Review of Cultural Commission Ordinance
The Commission discussed the existing Cultural Commission Ordinance and recommended some
changes. Commissioner Vossler will work with staff on wording to broaden the Commission's scope, and
the Commission will review any proposed changes during the August meeting.

B. Reconsideration of Fiscal Year 97-98 Work Plan
The Commission reviewed Work Plan item Review of Grant Applications, which was added by the City
Council. The Commission added Cultural Recognition as a way of honoring certain individuals or
organizations for their contribution to cultural arts in La Quinta. This will be discussed in detail at a later
date. It was then moved by Commissioner Vossler/Atkins to approve the Work Plan as amended, and
directed staff to forward it to the City Council for consideration.
C. Consideration of Process and Criteria for Grant Application Review
Staff informed the Commission that approximately $80,000 is available for distribution under the new title
of "Grant Requests" as opposed to "Contract Services". As of June 26th five organizations have submitted
applications to the City. The Commission reviewed and agreed to use the same criteria used for
determining Community Service Grants in the past, with some minor changes including removing Question
#1 on the Scoring Sheet, and adding 5 points to Questions #4 & 7. All applicants will be invited to attend
the July 24th Commission meeting to make a brief presentation. A copy of the applications and a cover
memo will be sent to all the Commissioners in a few days for review and consideration.
D. Cultural Arts Master Plan
Staff suggested forwarding the Cultural Arts Master Plan to the Community Development Department for
review and comment. The Commission discussed this suggestion and agreed to send a copy of the final
draft to the Community Development Department, as well as other community organizations. The
Commission will discuss this item again at the August 28th Commission meeting.
E. Review and Discussion of May 15, 1997 Valley Wide Cultural Conference
The Commission discussed the conference held in May, and the possibility of the City of Rancho Mirage
hosting the next conference. Chairperson Hull will talk with Margaret Fairchild at the City of Rancho Mirage
next week to discuss more details and will report back to the Commission next month.
F. Letters of Commendation
It was suggested that Chairperson Hull send a letter to La Quinta On Stage, including Jim Volz and those
working on the project.
G. Support and Recognition of Art Organizations - None

A. Art in Public Places Commission Minutes for May 5, 1997 - Received and filed.
B. Historical Preservation Commission Minutes for April 17, 1997 - Received and filed.
C. Letter to Rancho Mirage re: Hosting Valley Wide Conference - Reviewed and filed.
D. Coast Concert Management Letter Dated June 20, 1997 - Received and filed; on agenda for August.
VIII. COMMISSIONER ITEMS
Commissioner Atkins said that the Cultural Commission should be proud of the reception and attention that La
Quinta On Stage is getting.

IX. ADJOURNMENT
It was moved by Commissioner Vossler/Atkins to adjourn the Cultural Commission meeting. Motion carried
unanimously. Meeting adjourned at 1 :16 p.m..
