CACMIN 07 24 1997 UNAPPROVED CULTURAL COMMISSION MINUTES July 24,1997 I. CALL TO ORDER A regular meeting of the Cultural Commission was called to order at 12:00 noon in the Study Session Room of the La Quinta Civic Center. Chairperson Hull presided over the meeting. MEMBERS PRESENT: Commissioner Honey Atkins Commissioner John Detlie Commissioner Kathryn B. Hull (Chairperson) Commissioner Roxanne Voigt (Arrived at 12:05 p.m.) Commissioner Judy Vossler (Vice Chairperson) Commissioner Patrick Welch MEMBERS ABSENT: Commissioner Susan Benay STAFF PRESENT: Mark Weiss, Assistant City Manager Britt Wilson, Management Assistant Cristal Spidell, Secretary It was moved by Commissioner AtkinsNossler to excuse Commissioner Benay from the meeting. Unanimous. II. PUBLIC COMMENT - None III. CONFIRMATION OF AGENDA IV. CONSENT CALENDAR A. Approval of Minutes of June 26, 1997 B. Monthly Department Report for June 1997 It was moved by Commissioner AtkinsNossler to approve the Consent Calendar as submitted. Unanimous. V. PUBLIC HEARING VI. BUSINESS ITEMS A. Election of Officers Nominations were opened for Chairperson. Commissioner Atkins nominated Chairperson Hull. There being no other nominations, the Commission unanimously voted Ms. Hull as Chairperson. Nominations were opened for Vice Chairperson. Commissioner Atkins nominated Commissioner Vossler. Review of Grant Applications Chairperson Hull informed all the applicants present of the procedure for reviewing the applications. Each applicant would be given five minutes to introduce themselves, give a little background of their organization, and to state their funding needs. Comments from the public would be taken, and then the Commission would discuss the applications amongst themselves and make recommendations for funding to the City Council. Commissioner Welch asked that each Commissioner identify themselves if they are on the board of any of the organizations requesting funds. The Commission heard from a representative from the following organizations: Barbara Irwin Bernardo Gouthier Kay Wolff Donna Martin Susan Francis La Quinta Historical Society La Quinta Open-Air Museum La Quinta On Stage La Quinta Community Concerts La Quinta Arts Foundation Each Commissioner asked questions of the applicants, and then discussed ways to distribute the funds to each organization. After a lengthy discussion the following motions were made: Commissioner Voigt excused herself from the meeting at 2:35 p.m.. It was moved by Commissioner Welch to recommend the following: La Quinta Historical Society La Quinta On Stage Coachella Valley Comm. Concerts La Quinta Open-Air Museum La Quinta Arts Foundation Motion died due to lack of a second. $12,500 $15,000 $ 5,000 $23,750 $23,750 It was moved by Commissioner Vossler/Atkins to recommend $5,000 for the La Quinta Open-Air Museum. If the motion passes the remaining organizations would be discussed. Motion failed 2-3. It was moved by Commissioner Detlie to recommend $10,000 for the La Quinta Open-Air Museum. Motion died due to lack of a second. It was moved by Commissioner Detlie to recommend the following: La Quinta Historical Society La Quinta On Stage Coachella Valley Comm. Concerts La Quinta Open-Air Museum La Quinta Arts Foundation Motion died due to lack of a second. Concerts La Quinta Open-Air Museum La Quinta Arts Foundation Motion died due to lack of a second. $12,500 $15,000 $ 5,000 $ 7,500 $46,000 It was moved by Commissioner Vossler/Atkins to recommend $5,000 be given to the La Quinta Open-Air Museum, and after the motion passes then go back and divide up the remaining money. Motion failed 2-3. It was moved by Commissioner Detlie to recommend the following: La Quinta Historical Society La Quinta On Stage Coachella Valley Comm. Concerts La Quinta Open-Air Museum La Quinta Arts Foundation Motion died due to lack of a second. $10,000 $12,000 $ 4,000 $10,000 $44,000 It was moved by Commissioner Welch/Detlie to recommend the following: La Quinta Historical Society La Quinta On Stage Coachella Valley Comm. Concerts La Quinta Open-Air Museum La Quinta Arts Foundation Motion passed 3-2. $10,000 $12,000 $ 5,000 $ 9,500 $43,500 Staff will forward the recommendation to the City Council for consideration on August 5, 1997. VII. CORRESPONDENCE AND WRITTEN MATERIALS A. Art in Public Places Commission Minutes for June 2, 1997 - Received and filed. B. Updated Commissioners, Boards & Committee Member Information - Received and filed. VIII. COMMISSIONER ITEMS Chairperson Hull provided information to the Commission on a meeting she attended in Cathedral City on May 29,1997 entitled "Making the Coachella Valley More Livable". Commissioner Atkins asked staff to order new name badges and business cards for the Commissioners. IX. ADJOURNMENT It was moved by Commissioner HulllWelch to adjourn the Cultural Commission meeting.
