CULTURAL COMMISSION
MINUTES
August 28, 1997
I. CALL TO ORDER
A regular meeting of the Cultural Commission was called to order at 12:00 noon in the Study Session Room of
the La Quinta Civic Center. Chairperson Hull presided over the meeting.

It was moved by Commissioner WelchlDetlie to excuse Commissioner Atkins because she is out of town.
Unanimous.
II. PUBLIC COMMENT
Susan Caulfield would like assistance/support from the Commission for an art gallery, school and tea room
to be located in La Quinta. Artist Vicky Woods and Pat Cole, a computer expert are also interested in
seeing this happen.

Commissioner Vossler asked if names should be listed when votes are taken so that it is known who voted
and how on motions. Staff will look into this and get back to the Commission.
It was moved by Commissioner VosslerlWelch to approve the Minutes of July 24, 1997 as submitted.
Unanimous.

VI. BUSINESS ITEMS
A. Consideration of Changes to the Cultural Commission Ordinance
The Commission reviewed and approved the Ordinance after making some minor changes. The
Ordinance will be forwarded to the City Council for consideration on September 16, 1997.

B. Consideration of Cultural Arts .v1aster Plan
The Commission reviewed the Cultural Arts Master Plan and recommended changes to the document.
Chairperson Hull will be adding a paragraph on how cultural arts evolved in La Quinta, and Commissioner
Welch will write a paragraph depicting "a year in the life" of events in La Quinta. The Commission agreed
to table further discussion of this item to a Special Meeting on September 11, 1997 at 12:00 noon.
C. proposal for Civic Concert Series
Martin Langer made a presentation to the Commission on the possibility of the City of La Quinta
sponsoring a Civic Concert Series at the amphitheater at La Quinta Middle School. Chairperson Hull
suggested Mr. Langer apply for funds that are available for distribution by the City Council and informed
him of the September 1, 1997 deadline.
2:00 PM - Commissioner Voigt left at this time.
2:10 PM - Commissioner Vossler left at this time.
D. Discussion of National Arts & Humanities Month
It was moved by Commissioner DetlielWelch to recommend the City Council approve a proclamation in
support of National Arts & Humanities Month on behalf of the City of La Quinta. Unanimous.
E. Report of Chairperson's Meeting with Rancho Mirage Regarding Valley Wide Conference
Chairperson Hull met with Margaret Fairchild of Rancho Mirage on two separate occasions regarding
hosting the next Valley Wide Conference. It was agreed that the date would be Wednesday, December
10,1997. More details will be forthcoming.
F. Arts Organization List
Commissioners were asked to review and update the information on the Arts Education Mailing List and
return it to Commission Secretary, Crista I Spidell as soon as possible so that the list could be updated and
redistributed.
G. Letters of Commendation
A letter will be sent to Deborah Bechard of the La Quinta Boys & Girls Club for her work on the Cultural
Arts Show held on August 27, 1997.
H. Support and Recognition of Art Organizations - None at this timè.
VII. CORRESPONDENCE AND WRITTEN MATERIALS
A. Letter from Commissioner Atkins Regarding Grant Review Process - Received and filed. Item will be
added to agenda on September 25, 1997.
B. Memorandum From Mark Weiss, Assistant City Manager Regarding City Council Action on Distribution of
Grant Funds - Received and filed.

VIII. COMMISSIONER ITEMS
Commissioner Detlie distributed flyers to the Commission which suggested an idea for opening of Saks on EI
Paseo in Palm Desert.
Chairperson Hull announced that volunteers are needed for the moving wall which is coming to the desert. Call
Susan Francis at the La Quinta Arts Foundation or the La Quinta Chamber of Commerce. Chairperson Hull also
suggested assigning Commission members to attend other Commissions meetings and bring back information
to the Cultural Commission. This will be put on the agenda for discussion at the next regular meeting.
IX. ADJOURNMENT
It was moved by Commissioner Benay/Detlie to adjoum the Cultural Commission meeting. Motion carried
unanimously. Meeting adjoumed at 2:23 p.m..
