CACMIN 09 25 1997 UNAPPROVED CULTURAL COMMISSION MINUTES September 25, 1997 I. CALL TO ORDER A regular meeting of the Cultural Commission was called to order at 12:00 noon in the Study Session Room of the La Quinta Civic Center. Chairperson Hull presided over the meeting. Commissioner Detlie led the Pledge of Allegiance. MEMBERS PRESENT: Commissioner Honey Atkins Commissioner Susan Benay Commissioner John Detlie Commissioner Kathryn B. Hull (Chairperson) Commissioner Roxanne Voigt (Arrived at 12:03 p.m.) Commissioner Judy Vossler (Vice Chairperson) Commissioner Patrick Welch STAFF PRESENT: Britt Wilson, Management Assistant Cristal Spidell, Secretary II. PUBLIC COMMENT III. CONFIRMATION OF AGENDA IV. CONSENT CALENDAR A. Approval of Minutes of August 28, 1997 The Commission made changes to the Minutes: 1) add to excuse Commissioner Atkins from the meeting because she was out of town, and 2) correct the spelling of Deborah Bechard's name. It was moved by Commissioner AtkinsNossler to accept the Minutes of August 28, 1997 as corrected. Unanimous. Approval of Minutes of September 11, 1997 The Commission asked that the word "Commissioner" be changed to "Commissioner's. It was moved by Commissioner Welch/Detlie to accept the Minutes of September 11, 1997 as corrected. Unanimous. B. Department Report for July & August 1997 - Received and filed. V. PUBLIC HEARING VI. BUSINESS ITEMS A. Discussion Regarding National Arts & Humanities Month Chairperson Hull presented the Proclamation she and John Walling, Chairperson of the Art In Public Places Committee accepted on behalf of the Cultural and Art in Public Places Commissions from Mayor Glenda Holt honoring National Arts & Humanities Month. C:\MyData\CRIST AL\CAC\MIN9-25. wpd Staff distributed a memorandum from the Art In Public Places Commission (copy on file) that explained what they have planned to do in October for National Arts & Humanities Month. Commissioner Welch suggested sending information to the Post for the La Quinta Page. Staff will forward the information. It was moved by Commissioner BenayNossler to have Chairperson Hull send a letter regarding National Arts & Humanities Month, and information from the Americans for the Arts to local cultural organizations. Unanimous. Staff will agendize next year's event in June to provide advance planning time. B. Discussion of Grant Review Process Staff reviewed the report and discussed the process that was followed recently. It was suggested that a plan be established, and the process be put in writing and followed through with. After discussion by the Commission, a draft Grant Review Process was established and it will be agendized for October 23, 1997 for review and approval by the Commission. A letter will be sent to all applicants notifying them of a Special Meeting of the Cultural Commission on October 30, 1997 at 6:00 p.m. to review the requests for Community Services Grant funds. Staff will send copies of all the applications to the Commissioners. C. Commissioner Liaison to Other Commission Meetings The Commissioners discussed the suggestion that each Commissioner attend various meetings other than the Cultural Commission and report back to the Commission each month. There was a consensus that the Commissioners already have the right to attend Commission meetings other than their own. No further action was taken on this item. D. Cultural Arts Master Plan Chairperson Hull distributed information to the Commission from the City of Glendale (copy on file). The Commissioners read their paragraph(s) on what they think the Master Plan is all about. Chairperson Hull will try to include some of the statements in the Cultural Arts Master Plan. The Commission made some minor changes to the Plan, including changing the name to "Cultural Plan". The changes will be made and presented to the Commission for review on October 23, 1997. Commissioner Welch will draft a letter which will be sent to various organizations seeking review of the "working draft" and asking for their input on the Plan. E. Letters of Commendation Chairperson Hull will send letters to the La Quinta City Council, the McCallum Theater, Round Table West, Desert Hot Springs Art Commission, Community Concerts, La Quinta Rotary, Media One, and PGA West for the Mariachi Festival. F. Support and Recognition of Art Organizations - No action taken. VII. CORRESPONDENCE AND WRITTEN MATERIALS A. July/August Correspondence from Americans for the Arts - Received and filed. B. COMMISSIONER ITEMS Commissioner Atkins announced the hours at the library have been extended to 32 hours. Chairperson Hull announced that changes to the Cultural Commission Ordinance went before the City Council and they made additional minor changes to them. The second reading is on October 7, 1997. IX. ADJOURNMENT It was moved by Commissioner Atkins/Detlie to adjourn the Cultural Commission meeting. Motion carried unanimously. Meeting adjourned at 2:13 p.m..
