CULTURAL ARTS COMMISSION MEETING
DATE: October 8, 1998
ITEM TITLE: Artist Participation Day
RECOMMENDATION:
Approve the artists for Artist Participation Day.
BACKGROUND AND OVERVIEW:
At the September 1 01h meeting, the Commission received an update on the
subcommittee's progress in securing artists for the event. The La Quinta High School
date is set for October 28, from 9:49 to 11:48 a.m.
The artists that have confirmed for the High School are: Christian Chalifour (music),
John Weidenhamer (Oil), Philip Cordova (Photography) and Alber DeMatties (Metal
Sculpture). The date for La Quinta Middle School is October 29, time to be
determined, and the artists confirmed are: Barbara Serranella (Author), Steve Rieman
(Metal Sculpture), Marcia Gibbons (Mosaics) and Scott Smith (Piano). Staff has been
in contact with the representatives from each school and both are very excited about
this program.
Should the Commission desire, the Commission may set a program review meeting for
after the first and/or second day of the program to critique the program and provide
an evaluation of the program for reference for next year.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Accept the artists as submitted, and determine a review meeting; or
2. Accept the artists with changes and/or do not determine a review
meeting.

ITEM TITLE: City Council Action on Work Plan
RECOMMENDATION:
As deemed appropriate by Commission.
BACKGROUND AND OVERVIEW:
The subcommittee of Chairperson Hull and Commissioner Vossler reviewed the Work
Plan once it was revised by Staff (Attachment 1). There were two significant
changes: adding "Encourage and ... /instructors" on page 9, second bullet; page 11
adding "foundations and corporations", and minor grammatical corrections in the Work
Plan as submitted for the City Council's review and consideration. The City Council
will review the annual Work Plan at its October 6t' meeting.
Staff will provide a verbal report on the status of the Work Plan at the Commission
meeting.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Accept annual Work Plan as approved by Council;
2. Do not accept annual Work Plan as approved by Council.

RECOMMENDATION:
Approve use of Microsoft Access as database for Artist Bank.
BACKGROUND AND OVERVIEW:
Commissioner Chappie talked with John Nagus at the City of Palm Desert concerning
the accessing of materials through a database. Mr. Nagus recommended using
Microsoft Access. This is the program that he uses and he finds it meets the needs
of the City.
Also, Mr. Nagus has offered to share a copy of the City of Palm Desert's Artist Bank
on disc once La Quinta is set up with the program.
ALTERNATIVES:
The alternatives available to the Commission are:
1 . Use Microsoft Access for the Artist Bank;
2. Provide alternate direction.

Three Commissioners from the Cultural Arts Commission (Elaine Reynolds, Rosita Shamis, and
1) attended the planning meeting for the next Valley Conference sponsored by the City of Palm
Desert. Representatives from the cities of Palm Springs and Cathedral City also were in
attendance.
Comments from those in attendance included:
Cathedral City - 80% of those surveyed feel public art is important. David Koslow has identified
the need for a metamorphic, small theater. Chairs of each commission meet quarterly with the
City Council.
Rancho Mirage will be celebrating their 75thAnniversary Tuesday, November 24 th , by presenting
a music concert at the Ritz Carlton at 7:30 P.M - Cost $12. it will feature David Romano, tenor,
and a soprano. Tickets are available at the Chamber of Commerce, City Hall and Rancho Mirage
Library.
Palm Springs - the relationship of the Cultural Commission to the Planning Commission and
Architectural Review Board is important.
Albert Paley, the artist of Desert Willow, presented a number of slides of his public art.
The next Coachella Valley Cultural Conference will be Friday, November 201 in Palm Desert's
Council Chambers. it will focus on public art, cultural advocates, issues and trends in the field
of public art, what small cities can do to develop an arts program, temporary art, and the
relevancy of art to the community, with people from throughout the West as speakers on a panel.
Slides of public art projects will be presented.
We are asked to encourage attendance by our City's officials, BIA representatives and
developers, artists in the community, and administrators. Council support is essential to any
community arts program.
Detailed information regarding the Conference will be sent out by Palm Desert as soon as the
speakers are confirmed.

The approved FY 97/98 CIP budget for this project was $45,000 from the General
Fund. Considering the Engineer's Estimate of probable construction costs the
following represents an estimated project budget.

This would mean an additional appropriation in the amount of $248,392. Staff will
be prepared to make an appropriate recommendation of additional funding at the time
of award, based upon the actual bids received.
During the City Council meeting of September 16, 1997, the Council approved
Highway 111 design guidelines and adopted the conceptual design for two City entry
signs. The tentative locations are as follows:
1 . Northwest corner of the Plaza La Quinta parcel facing eastbound traffic.
2. Southeast corner of the Home Depot project facing westbound traffic.

On April 7, 1998, the City Council awarded a professional services contract to the
firm of Ray Lopez Associates in the amount of $19,800 to prepare plans,
specifications and an Engineer's Estimate of probable construction costs.
During the City Council meeting of July 7, 1998, staff brought forth a study session
item regarding construction details of the entrance monuments. Council directed staff
to install two (2) full scale sign "mock-ups" at the designated locations to determine
the desired scale of the Entrance Monuments. After the installation and review by
Council of the sign "mock-ups", staff was directed (8/18/98) to design entrance
monuments at both locations with the approximate dimensions of 9'-0" high by 29'-
0" long.
Plans and specifications have been completed and submitted to Caltrans for review.
Upon final acceptance by Caltrans and their issuance of an encroachment permit, the
project will be advertised for bids. Typically, the Caltrans review process takes
approximately 6-8 weeks, and generally will require the consultant to incorporate their
comments and resubmit for a second (final) review prior to the issuance of the
encroachment permit, based on this knowledge the following represents a tentative
project schedule.

ITEM TITLE: Process for Developer and Commission in Artwork Purchase
BACKGROUND AND OVERVIEW:
When a developer submits an application to the City for a building permit, they are
given a choice as to whether they want to provide their own artist and piece of work,
or they can pay the fee and have the City provide the art work (Attachment 1).
The fee amount charged to each developer is 2% of the total value of the project, for
projects over $100,000.
When the developer chooses to provide the art work, they are given a "credit" to be
applied to their account. This shows that they do have to provide that condition,
when the project is complete, the credit is "paid" to the City.
The fees paid to the City are put into an account for public art. The City Council
directs the Cultural Arts Commission to make a recommendation on the piece that
should be placed at the development.
The Cultural Arts Commission makes the recommendation to the City Council and
Council can accept the recommendation or request another recommendation. Once
the art work is determined, the artist is contacted and work proceeds.

ART IN PUBLIC PLACES APPLICATION
According to Chapter 2.65 of the La Quinta Municipal Code, all project applicants will comply with
the requirement to provide public art. Applicants are required to identify whether they will be
paying a fee or integrating art into the project at the time application submittal. If a fee is to be paid,
no further information is needed. If artwork is to be integrated into the project site the following
infon-nation is needed at the time of application submittal. At no time will the project be scheduled
for Planning Commission review until a detailed site plan is submitted and approved by the Art in
Public Places Commission. An Art Bank is available to assist you. Should you decide to
incorporate artwork into your project, your fee would be 1.5% verses a 2% in -lieu fee.

ITEM TITLE: La Quinta Historical Society Request
BACKGROUND AND OVERVIEW:
On September 10, 1998, the Cultural Arts Commission received a letter from the
Historical Society (Attachment 1) requesting comments from the Commission on their
request to make the Gambel's Quail, Smoke Tree and Sand Verbena the official bird,
tree and flower of La Quinta.
The letter acknowledges that the information reached the Commission after the agenda
had been set for the meeting, but requested any comments before the Historical
Society asked the City Council to consider the request.
Ms. Barbara Irwin addressed the Council at the September 1 5t' meeting, and the item
was agendized for the October 6 th City Council meeting.
Staff will give a verbal report at the October 8 th Commission meeting as to what
actions were taken at the October 6t' City Council meeting.
