BACKGROUND AND OVERVIEW: On March 26, the Commission met to tour four sites: Adams Park; Village Area; Traditions Entrance, and Calle Tampico and Washington Street. The recommendation of the Commission was that Adams Park is the first priority for a piece of art work. The item will be addressed by the City Council on April 6, 1999. Staff will provide an update on the Council's action. On March 30, 1999, the City Council and Cultural Arts Commission met in a study session to discuss issues pertinent to the Commission. Art sites were discussed, and the City Council recommended that the Commission focus on the Civic Center Campus project, as that will be a large project. The Civic Center Campus project is in the infrastructure planning stages. The design and landscape has not been determined. The City Council will be addressing these issues in the near future. The Commissioners are sent a City Council Agenda and Minutes of each City Council meeting. Commissioners can attend these meetings to follow the progress of this project. ALTERNATIVES: The alternatives available to the Commission are: 1 . Continue to pursue the Adams Park site for an art piece; or 2. Choose another site for an art piece; or 3. Take Council direction and focus on the Civic Center Campus project; or P4vide staff with alternate direction. BACKGROUND AND OVERVIEW: The Cultural Arts Commission is required to submit an annual Work Plan to the City Council for consideration before July of each year. The Work Plan is designed to provide an outline of the tasks the Commission should focus on throughout the year. Hull Items of concern, in no particular order of priority: 1. Public Art at Highway 111 and Washington It needs to get finished. Contract was awarded to Louie di Martino to complete the landscape and surrounding area in 120 days. Approximately 90 days remain. Work begins on Wednesday, April 7, 1999, for Phase I to remove the wall, do some landscaping and complete work on the art piece. He will come to the Commission to discuss further work as Phase 11. We will follow up with him. 2. Temporary Art Program (Mobile Art) Since this is a program that works in many cities, let's find a way to implement it here. Public art enhances a city, and placing art temporarily at various sites dresses up the city and encourages the artist. Both the City and the artist benefit from this type of partnership. Therefore, both should share the cost of the program. A contract can be developed that is acceptable to both parties. Let's do it. Put into Work Plan. 3. Cultural Plan The City needs a plan, a direction, for developing its cultural life. The Cultural Plan which was presented to the City is still a valid plan. If there are some aspects which prevented it from be adopted in its entirety, we need to be advised of the problems. Then we can address those issues/concerns and rewrite it. Why shelve the entire plan because of a few concerns? We can address the legal or questionable issues when we know what they are. An approved Cultural Plan would give us direction, would produce long-term goals for reasonable and consistent development of the artistic life of the community, and give guidance to both the City Council and the Cultural Arts Commission to develop the kind of City and cultural life we all will enjoy, now and in the future. Let's revisit this plan and find a way to implement it. The La Quinta Arts Foundation is utilizing it in developing their long-range plans for their new arts facility, which is exactly what we hoped the plan would do for community groups. 4. La Quinta Arts Foundation This large, well -established organization in La Quinta plays a vital role in keeping the image of an arts -friendly city. However, it is not wise to expect or depend on LQAF to provide most of the cultural activities in La Quinta. There needs to be a partnership between the City and other arts organizations, including Coachella Valley Community Concert Assn., La Quinta Arts Association, and La Quinta On Stage, among others. The City can provide a balance of support between arts organizations. None must become dependent on the City for long-term financial support. 5. Village Plan This plan for developing the center of the community is one of the most important with long-term benefits. It is vital that aesthetic aspects be considered. The Cultural Arts Commission has members who would lend expertise in its development and should be actively involved. In gathering inforniation for writing the Cultural Plan, they identified citizen's desires for such an area to include specific amenities. Public art must be incorporated in the plan, not considered after it is finished. Commissioners are encouraged to attend City Council meetings and other community forums where this is discussed. 6. Art Shows The weekend art show in the Von's Shopping Plaza is presented by an independent organization not from the City. This is an ideal project for the La Quinta Arts Association to sponsor, but they need assistance. We need to find a way to support the local artists and present more locally -based art shows, which will complement the established LQAF Festival. 7. Events The Commission would like to present performing arts events. Adequate budget and staff support are necessary, as well as appropriate sites. Commissioners would need to commit dedicated time for the project. This can be included in the Work Plan. 8. Chamber of Commerce One of the cooperative programs we can begin is a cultural arts master calendar of events. In addition, the Chamber's publications can include information on public art pieces, showing placement on their maps. We must get this in place. 9. 2000-2001 What does the City have in mind for celebrating the end of one century and the beginning of another? Is On Stage going to produce their pageant? What else will be planned? Can we do research on this? 10. Vision What does the City Council want from the Cultural Arts Commission? We were chosen because of our expertise in the arts. The Arts Commission extends into many segments of the City. Why are we not used in all phases, whether for the Village Plan, public art, Civic Center Campus or cultural activities? Such involvement will lend a cohesiveness to development, design and programming. 11. Civic Center Campus The Gardens of La Quinta is not the appropriate name; it has not been adopted. The development will be a great asset to the civic center, and the Arts Commission should be involved from the beginning. Let us help with the planning and use of space, the inclusion of artwork, and the design for public space for performing arts and public gatherings. Again, Commissioners need to attend City Council meetings for these discussions. Why is the Council making artistic decisions without the Commission's input, such as choosing color and design? Shouldn't we be involved at the beginning not the end of any project? 12. Frustration We experience frustration when we have no direct guidance, and then when we do something, such as the Cultural Plan, and it is discarded. We have been told we are not to do things, such as present programs, and yet we hear that we aren't doing anything. Yes, we advise the City Council, but why ask for our advice and opinions when they are not honored. People with artistic knowledge and background should be making the final artistic decisions. We believe we do hear what our citizens want and we have a Cultural Arts Commission made up of people with backgrounds in the arts because the Council must believe cultural development is important. Listen to us, please, and use us. Because the arts are all inclusive, we do not focus only on public art. We must address music, dance, theater, literary arts as well. The arts are multi -faceted so it may seem we are not focused, but we must serve them all.
