RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
The Cultural Arts Commission has been given the responsibility of presenting ideas for
the Civic Center Campus Art Walk for City Council consideration.
At the November 18, 1999 Cultural Arts Commission meeting, the Commission voted
to present, for City Council consideration, the relocation of the De Martino art piece
from the island to the grass area located in the southeast corner of the Civic Center
Campus.
The recommendation for the relocation of the art work will be submitted for City
Council consideration in an entire package of Civic Center Campus art work
recommendations.
The Cultural Arts Commission will need to present concepts of art pieces to be
included along the art walk. Staff will provide information on1types of medium that
are available through the City's artist bank.

CULTURAL ARTS COMMISSION MEETING
DATE: December 9, 1999
ITEM TITLE: Meet the La Quinta Artist
RECOMMENDATION:
Choose one artist for the Meet the La Quinta Artist program for January and February.
BACKGROUND AND OVERVIEW:
The Meet the La Quinta Artist program is bi-monthly, and it is designed to spotlight an
artist that lives in La Quinta or has a studio in La Quinta. This artist is presented in
the La Quinta Chamber of Commerce newsletter, with a "snapshot" of the artist. The
recipient is also invited to attend the Culture in the Courtyard program.
The Cultural Arts Commission hosts the Culture in the Courtyard program during the
months of January through April, on the fourth Thursday of each month, in the
courtyard of City Hall, from 9:30-1 1:00 a.m. This event is designed to introduce the
community to the Civic Center, and the ambiance of the courtyard. Refreshments are
served while the Meet the La Quinta Artist recipient is available to display their work
in a very simple manner and meet residents.
ALTERNATIVES:
The alternatives available to the Commission are:
1. Select an artist as recipient of the Meet the La Quinta Artist for the
months of January and February, 2000; or
2. Do not select an artist as recipient of the Meet the La Quinta Artist for
the months of January and February, 2000; or
3. A Providrd staff with alternate direction.

CULTURAL ARTS COMMISSION MEETING
DATE: December 9, 1999
ITEM TITLE: Re -appropriation of Workshop Funds
RECOMMENDATION:
As deemed appropriate by the Cultural Arts Commission.
BACKGROUND AND OVERVIEW:
The Commission has requested funds to compensate artists for entertaining at Cultural
Arts Commission events. Currently, the Cultural Arts Commission has budgeted $800
for Cultural Workshops. Should the Commission desire, a request can be submitted
to City Council asking that a portion of those funds ($300) be re -appropriated to be
used for entertainment compensation.
The Cultural Arts Commission is planning on hosting a Cultural Workshop in the spring,
therefore funds will be needed for that event. A consideration of $300 for
entertainment compensation would leave a balance of $500 for Cultural Workshops.
Staff would recommend establishing a limit on the amount of funds offered for
entertainment at each event, so that the budget may be kept in balance.
ALTERNATIVES:
The alternatives available to the Commission are:
1. Set a financial limit on entertainment for Cultural Arts Commission
events, and request authorization from the City Council to re -appropriate
$300 from Workshops to entertainment; or
2. Do not set a financial limit on entertainment for Cultural Arts Commission
events, and request authorization from the City Council to re -appropriate
$300 from Workshops to entertainment; or
SACommunity Services\CultureComm\CACRPT.217.wpd
3. Do not request authorization from the City Council to re -appropriate $300
from Cultural Arts Workshops for entertainment; or
41 Proviil staff with alternate direction.

Dear Folk and Traditional Arts Administrator,
SANTA BARBARA • SANTA CRUZ
SCHOOL OF SOCIAL SCIENCES
IRVINE, CALIFORNIA 92717
November 18, 1999
We would like to ask for your assistance on a project to benefit the folk and
traditional arts in Southern California. My name is Dr. Samuel L. Gilmore from the
department of Sociology at the University of California, Irvine, and I am the project
director on a study seeking to collect information on folk and traditional art activities in
the five county area of Southern California south of Los Angeles; specifically from
Orange, Riverside, San Bernardino, San Diego, and Imperial counties. In Riverside
County, I am working with Terry Liu, who is the California Arts Council folk arts
coordinator for Southern California, and with Collen Mcbride from the Riverside Arts
Foundation. We would like to ask for your help in collecting this information. We
intend to put together a database of folk and traditional artists, arts organizations,
community centers, community leaders, cultural experts, presenter/exhibitors, and
support organizations in the folk and traditional arts from Riverside County. We will
then take this information and do two things with it:
1) First, we will put it up on the internet on a website so that it can be accessed
by interested individuals who are trying to find participants in folk and
traditional arts. This would include both presenters/exhibitors such as
festivals, schools, or municipalities who are looking for folk and traditional
artists and arts organizations in specific cultural traditions, and artists and arts
organizations who are looking to get in touch with arts agencies, funding
agencies, and other interested individuals for the purpose of sharing
information about their activities or gathering technical information.
2) Second, we will publish the information we have in a catalog and distribute it
to people and organizations who participate in the data collection process and
other interested parties.
Improving the flow of artistic and technical information and promoting a broader
exchange and diffusion of artistic and cultural materials both within and between ethnic
communities is the objective.
This is where you can be of significant help to us. We would like to get a copy of
any information you have on folk and traditional artists/ arts organizations that you are
working with. Specifically we are interested in the names, addresses and phone numbers
(and email addresses where available) of artists or arts organization contact people in
specific cultural traditions and a short description of the kind of cultural activities with
which these individuals or groups are involved. Even partial information would be of
great benefit to our project. And since we are seeking to find new organizations or
individuals involved in folk and traditional arts activities that we don't currently know
about, feel free to pass a copy of this letter on to anyone you think might be interested.
Finally, if financial support is needed to obtain this information, like costs for computer
diskettes, photo copying, printing, or mailing, we are certainly willing to reimburse you
for your expenses in these areas.
I look forward to hearing from you. If there are any questions or concerns please
feel free to contact me, either by telephone ,email, or regular mail.
Sincerely, 4J /,
Dr. Samuel Gilmore
