SUBJECT: JOINT MEETING DISCUSSION ITEMS
The purpose of this memorandum is to identify several discussion items for the
upcoming City Council, Planning Commission, Architecture and Landscape Review
Committee, and Historic Preservation Commission joint meeting to be held October
25. The list of items was obtained through recent consultation with these
members.
PLANNING COMMISSION / ARCHITECTURE & LANDSCAPING COMMITTEE:
Water Efficient Landscaping
The Planning Commission has discussed and asked staff to evaluate and draft an
amendment to the City's existing Water Efficient Landscape Ordinance to lower the
ET adjustment factor from 0.6 to 0.5. This proposed amendment would reduce the
amount of water allowed to be applied to primary landscape areas including
parkways, common areas and residential yards lit would not affect recreational turf
grass areas). This change would result in use of drought tolerant and desert
landscape materials and the use of decorative turf would be severely restricted.
Palm Desert has adopted this standard. The Planning Commission formed a
Landscape Review Sub -committee which included developers, landscape architects,
and citizens to assist in evaluation this issue. The sub -committee met once.

Commercial Design Standards
This project was started last in 2003 with the approval of a RFP. The City received
a number of proposals in 2004 and due to staffing issues no action was taken. The
purpose of this project was to develop architectural design standards for the
Regional Commercial Land Use\Zoning District along Hwy 111.
Sphere Of Influence (SOI)
The Planning Commission has asked for an update on the City Council's direction
on SOI and desires to discuss future planning considerations. Copies of the Draft
City Council option diagrams are attached.
HISTORIC PRESERVATION COMMISSION:
HISTORIC SITE SURVEY
The Historic Preservation Commission has requested the opportunity to speak with
City Council regarding the historic site survey, which is budgeted and scheduled for
this fiscal year. Commissioners wish to discuss objectives of the survey.
HISTORIC PRESERVATION BROCHURE
The Historic Preservation Commission has requested the opportunity to speak with
the City Council regarding future development of a historic preservation brochure
for the City of La Quinta. Commissioners have expressed interest in developing a
brochure with the intent of informing residents and visitors of and directing them to
key historical locations in the community.
SPHERE OF INFLUENCE
The Historic Preservation Commission has requested the opportunity to speak with
the City Council regarding the current status of the City's planning areas and
possible establishment of a sphere of influence. Commissioner's interest is
germane to archeological, paleontological, and local historical items within this
general area.
